CITY OF PLACENTIA

REQUEST FOR QUALIFICATIONS FOR ON-CALL

ARCHITECTURAL & ENGINEERING DESIGN SERVICES
Dear Members of the Evaluation Committee.

We are pleased to present you with our response
to the Request for Qualifications for the City of
Placentia for On -Call Architectural and Engineering
Design Services. This submittal contains all
required information specified in your request
for qualifications. By signing we attest that all
information contained in this proposal is true and
correct, RA -DA is free of any conflicts of interest, and all addendum have been received and acknowledged.

RA -DA is a boutique design and architecture firm
committed to excellence in design and with the
organizational and technical skills of a large firm.

Based in West Hollywood, California, RA -DA was
founded in 2006 by Rania Alomar after a decade of
working as a design lead for two prestigious US
Architecture firms. Ms Alomar envisioned the firm as
a nimble and highly creative entity and has since built its reputation into one of the strongest burgeoning
design forces in the region, evidenced by our AIA
Institute National Honors Award.

RA -DA is staffed by 2 California Licensed
Architects and 3 Design Professionals with a small
administrative staff. Resumes may be found in
Section C with a small introduction touching on each
member's time and experience at RA -DA that is
relevant for this RFQ.

QUALIFICATIONS AND PRIOR EXPERIENCE
The RA -DA team is best qualified for this contract due to our extensive background in Municiple facilities as
well as other varied building types that relate to your scope of services. Refer to Section E fora full narrative of our understanding of the scope of services.

Our experience ranges from Community Centers,
Recreation Facilities, Beach Front Amenities,
Animal Care Facilities, Smart Restrooms, and City
Maintenance Facilities to prestigious Universities and
Community College recreational buildings. We also
have extensive experience in both large and small
office tenant improvement projects.

Our recently completed and on-going projects for the
Cities of Long Beach, Merced and Anaheim make us
particularly well-suited for this role. A full description of our projects can be found in Section F.

MANAGEMENT APPROACH
Beyond our exceptional and applauded design skills,
our projects are well managed and well organized.

We take pride in our ability to meet deadlines
however stringent, and budgets however severe. Our
communicative and thorough project management
style ensures results and keeps us and our client
ahead of issues that may affect budget, quality and
schedule. We have an established internal protocol
and process for value design and value engineering
and also for quality assurance and quality control
that we and our consultants follow on all projects.

These processes are shepherded by our project
manager who remains fully involved in each project
from concept through construction administration,
whatever the size and scope of that project.

REFERENCES
Many of our projects come through repeat clients.

This is a testament to our quality of service. Our
internal team of architects and designers have
consistently performed on all of our jobs and take a
personal interest in the success of each project. We
encourage that you speak with our past clients as
they can attest to our level of commitment even on the
smallest of tasks.

CONCLUSION
As the founder of RA -DA, and your primary liaison
throughout the course of the contract, I take personal
interest and would have direct oversight for the
duration of all the associated work. I strongly believe that our acumen for working with complex client
groups and previous experience working with
municipalities make us a perfect candidate for the
role of architect described in this RFQ.

Our team of Engineers consists of highly qualified
professionals that have all worked successfully on
each of our previous projects as you will see detailed
in the pages ahead. We're a tried and tested team of
2 COVER LETTER
individuals that will make this a successful endeavor.

If awarded a contract with you we would maintain a
high level of client service and quality product with
the goal of a long and continued relationship. We have
a proven track record in delivering complex projects
on time and on budget and in achieving consensus
amongst client groups as you will hear from our
references.

We look forward to an opportunity to work with you and
hope that this package serves as a convincing example
of our capabilities.

WHY US?
16 ALLOCATION OF RESOURCES
Indicate features, skills and/or services which distinguish your firm and make it the better choice for the City.

WHY US?
There are a number of factors that make us best
suited to the role of architect on your projects.

Firstly we are a stellar team of architects and
engineers that have strong prior experience in these
project types. Our experience is of a quality where
we are never repeating ourselves, but growing and
developing with each project and customizing that
project to the needs of the client and of that facility.

Also, RA -DA is currently an on-call architect for
the City of Long Beach, the County of Los Angeles
Beaches and Harbors, Los Angeles County
Development Authority, and the City of Anaheim. In
the past RA -DA has been on call for the City of Palm
Desert, and the County of Los Angeles Community
Development Commission. Our recently completed
projects for the City of Long Beach make us
particularly well-suited for this role.

Our team is tried and tested and we have worked
with the engineers listed in this proposal numerous
times on new construction and tenant improvement
projects. We have experience with Municipal Building
Departments and are well versed in local codes. We
have worked with difficult convoluted client groups
and successfully achieved consensus. We know how
to achieve defined budgets and can do so while still
executing good design. We know how to manage strict
schedules and have a strong track record of meeting
tight deadlines that are often driven by 'move -out'
dates or a council person's timeline.

With this level of experience in these types of projects, we will be able to mitigate unforeseen issues based
on lessons learned on similar projects. If working
on drawings for existing buildings we have a set of
RA -DA

precautions that we take to avoid problems during
construction.

RA -DA has succefully worked on low bid contracts
that fall under the provisions of the California Public Contract Code for contractors performing the work.

Being a design firm RA -DA is not required to meet the
standards for discharging of debrit into waterways
under the EPA regulations expressed in the NPDES
regulations.

Our Specification writer has been working with
RA -DA for several years on many of our projects.

Specifications, along with construction documents,
will be released to the client at the stipulated 50,
90 and 100 percent marks during the design and
documentation phases. Per the RFI #1 released on
June 17th Division 1 specifications will be provided by the City.

For a full discription of our internal QA/QC protocals
please refer to Section E.

Although RA -DA has not performed work directly
related to Caltran's Local Assistance Procedure
Manual, we do use the initial phase of all
design phases to be fully up to date on any code
requirements. This includes such items mandated by
federal, state and local authorities. Should a project
arise we will be well versed in the various procedures
required to process Federal and State funded local
transportation projects.

will oversee the progress, performance, budget and
schedule of the projects. At the start and discovery
phase of any project RA -DA will review with the City
Project Manager any requirements for responding to
inquiries and or management tools the City may use.

Also, any proper channels of communication with
the client and user group will be employed, as
this is key to delivery of a successful project. This
communication will partly take form in weekly
internal project meetings between the A/E team and
regular planned meetings or workshops with the City
Project Manager and other User Groups. Meeting
minutes and current documents will be shared in a
central location on the 'Cloud' so that they are always accessible to all team members including the Client.

Once a Project has been awarded to a contractor, this
collaboration will continue with virtual and or weekly
site meetings during construction.

APPROVALS
In the beginning stage of any project RA -DA will meet
and study any long lead time items, such as utilities,
as these can have an impact on the initial schedule.

RA -DA will also set up meetings with the different
departments that will be involved in permitting and
the user group departments such as parks and
recreation for example. Through these early meetings
we have dealt successfully with complex issues and
approval processes such as Coastal Commission,
Landfills, Flood Zones, and Conditional Use Permits.

We have a strict internal protocol for submitting,
tracking, responding, gathering responses from our
engineers, and re -submitting for approval on all
permits required at the start of a project.

Each major Sub -consultant that we list in this
submittal has shared many of these experiences
and projects with us. Having navigated multifaceted
issues together we are an already established, strong
and seamless team. We have a proven track record
in obtaining Agency approvals and have done so
numerous times with the Cities of Los Angeles, Long
Beach, Oxnard, Redondo Beach, Torrance, and El
Segundo, to name a few. As well as County agencies
in Los Angeles, Orange, Ventura, and Merced. We
have also completed many projects throughout the
Country. Including Animal Facilities in Bentonville,
RA -DA

CITY OF PLACENTIA RFQ
Arkansas, and Houston, Texas. And several large
tenant improvements in Manhattan, New York.
td.

RA -DA is well versed in the California Building
Code, Title 24, ADA and CEQA. After initial review
of the Placentia Municipal Code we do not foresee
any issues that are wholly unique to the City. That
said, it does not mean that something won't arise
during a contract period. At the start of any project
RA -DA performs a review of the code and any new
changes to making sure we are well equipped with the
knowledge we need. We feel that our past dealing with
many Cities and Counties all over the country make
us well suited for dealing with possible unforeseen
circumstances.

PROCEDURES
We frequently employ software as tools to manage
projects and maintain a continuous open line of
communication with the consultant team and the City
Project Manager. Applications that we have found
useful in supporting general management protocols
and methods include Microsoft Project, Google Docs,
and City construction administration programs such
as Los Angeles' E2020, ProCore, and Orion. We have
found considerable success in creating and working
in live documents that are accessible via the Cloud to
all team members including the client allowing live
updates and progress reviews.

TECHNOLOGY
The entire RA -DA team is proficient in all the latest
technology associated with today's building and
sustainable design practices. We are each highly
skilled in a variety of the current drafting and 3D tools 18 ALLOCATION OF RESOURCES
and can easily adapt to a platform of your choice. All
our projects are developed in three dimensions both
for design and for coordination purposes between
the disciplines. We use photo -realistic renderings to
communicate our design and have found these skills
especially useful when garnering consensus not
only from the client group but also neighborhoods,
committees and agencies such as Cultural Affairs
whenever applicable.

SUSTAINABILITY
RA -DA has been committed to sustainable design
since our inception. We were awarded the '2012 Grand
Prize Winner of the Zeftron Sustainable Practices
Award'.

All of our projects are designed with green principles
in mind and many of them are LEED-rated. We have
included on our team a LEED consultant that will
shepherd whichever project necessary through
the US Green Building Council paperwork and
processes. They will guide the team, the owner and
the contractor toward sustainable solutions when
the Client has tagged this as a goal for the project.

Our Engineers are also fully versed in green building
principles and have acted as LEED consultants and
Commissioning agents in their own right. Even when
LEED is not a goal, our A/E team will consider life
cycle costs, smart and often cost saving sustainable
ideas and healthy environments for building
inhabitants in our solutions. All these aspects of the
building components and processes are included in
our assessments and shared with the Client Group
so that fully informed decisions are made throughout

over 40 LEED certified buildings including Gold and
Silver rated projects.

SCHEDULE
The schedule is a very critical part of any project. It guides how things are progressing and is the reality of the project. Upon reviewing any proposed project RA-
DA creates a schedule to reflect how the expectations
of it will progress. This is the main document
that follows the project and is constantly updated
whenever a change occurs. This allows a review to
see if any adjustments may be made for time gained
or lost. Built into the schedule are each step in the
design and construction process.

Sample Schedule

TIMELINE AND BUDGET
We will update the schedule at the start of each
phase to show if we have gained or lost any time.

An awareness of the schedule by all team members
including the client helps us all stay on track.

The schedule is a key document in managing the
project. We will mitigate any unforeseen issues by
planning early meetings with jurisdictional agencies,
and performing due diligence on utilities, and the site and factoring possible setbacks into the schedule.

We are savvy on product lead times during the design
phase and systematically include this information
in our documents so that the contractor is aware of
their impact on the critical path and can schedule
accordingly. We believe in partnering with the
Contractor to achieve the goals of the client and have
a history of working well with contractors.
19 ALLOCATION OF RESOURCES

CONSENSUS
Time for review by the client is also entered into
the schedule as this is key for building consensus
and achieving the ultimate goal of the project. We
have found that this may have many different facets
through our past experience on municipal projects.

This may range from City Council Approval of design
intent, User groups such as Parks Departments,
Internal Planning Department approval, and/or
Community Outreach.

CLARITY OF DOCUMENTS
The clarity, ease of navigation and organization of
the bid documents is of utmost importance - if
the Contractor bidding the project can't find the
information easily then they may not include it in
their bid thereby giving the City inaccurate bids that
are problematic later on when the contract has been
awarded.

We assign an entire phase at the end of the scoping
documents specifically to the cross-checking,
organizing and graphic design of the package.

CONSULTANTS PERFORMANCE.

We require that the Consultants are involved in site
investigations and pre -design conferences and we
make sure they are updated in a timely manner
on all client meeting minutes and changes. The
entire A/E Team remain ultimately responsible for
construction cost estimating, value engineering and
cost management.

Part of our quality control effort also contributes
RA -DA

CITY OF PLACENTIA RFQ
to cost control. During the design process, we use
constructibility reviews as an integral component
of controlling total costs. This effort provides an
objective eye that often catches items missed in our
design and team meetings and reviews.

ADMINISTRATION
Our administrative staff is well versed on all of our
municipal contracts and works diligently to guarantee
the City's requirements are met. From initial contracts and insurance needs to billing and learning any City
web interfaces that may be used throught the contract
period.

Our team of Engineers consists of highly qualified
professionals that have all worked successfully on our
previous projects. We're a tried and tested team of
individuals that will make this a successful endeavor.
20 UNDERSTANDING OF SCOPE OF WORK
RA -DA
CITY OF PLACENTIA RFQ©
Proposals must address all items set forth in Section 4 "Scope of Work and Services" and proposers must demonstrate a thorough understanding of the City's expectations for the services to be provided. Additional information which, in your opinion, should be included and will complement and enhance the scope of work contained herein must be clearly identified. The items must be addressed in the order in which they appear in Section 3 of this RFQ.

SECTION E:

GENERAL PROJECT APPROACH

OVERALL DESIGN PROCESS
21 UNDERSTANDING OF SCOPE OF WORK
Proposals must address all items set forth in Section 4 "Scope of Work and Services" and proposers must demonstrate a thorough understanding of the City's expectations for the services to be provided.

The City of Placentia is looking to establish an
on-call list of architects and engineers to provide
professional design services for an initial period of
3 years with an option for one 2 year extension. This
list will consist of 5 design consultants who are best
qualified to meet the City's needs. This is a role that RA -DA and our Engineers have been performing for
many municipal and county districts for many years
as mentioned in the preceeding sections. We have
built an "all around" team to address the anticipated
needs of the City including all engineering specialties, Costruction Manager and Project Manager services,
public outreach, specialty systems designs, LEED
commissioners, low voltage, security, code analysis,
ADA specialists, acoustical engineers, specifications
writing, cost estimates, and we have the ability to take on and deal with any other services that may arise not
listed as part of the Scope of Work.

As shown in our reference section you will see that
the anticipated projects listed in this RFQ are being
dealt with currently or have been in the past few years by this team.

RA -DA is currently working with the City of Anaheim,
along with several of the consultants listed here,
on a tenant improvement of the second floor of the
West Wing of their City Center buildings in an on-
call capacity. RA -DA has worked in the past with
the Police Department in Porterville, California to
to perform a tenant improvement for their Animal
Care Division. For the City of Long Beach we have
created playgrounds, water play features, recreation
facilities, shade structures, and community centers.

Although RA -DA has not designed and built a parking
structure our Structural / Civil Engineer is well versed in them and RA -DA had provided parking lots as part
of many of our facilities and is well versed in the code requirements involved. All of our projects go through a strict ADA analysis and upgrades are dictated by what
is required.

The team organized here understands and is fully able
to begin work once selected and a Prime Agreement
has been signed. We realize that each project will
come with its own perceived time frame and an initial
schedule will be created at the beginning of each
project to reflect the needs of the City.

RA -DA

CITY OF PLACENTIA RFQ
The following pages will first give our general
approach to starting a project and then our overall
design process from initiation through closeout of a
typical project. Our Construction Support Services are
detailed in these sections.

GENERAL PROJECT APPROACH

UNDERSTANDING YOUR GOALS
Part of the initial concept and programming phase will
be an exercise in fully understanding your goals and
needs and their order of importance. There will be
a lot of dialogue and question -asking. Our entire AE
team will study any documents provided and field -
verify any existing conditions if applicable.

PRE -DESIGN AND PROGRAMMING
Good design starts here.

Early discussions in this phase will be an opportunity
for us to review goals together and assess if changes
need to be made to achieve your intentions. your
initial project plans give a good starting point for this exercise. As needed, we will brainstorm ideas and
program elements to better achieve goals and offer
options and solutions for any areas that we believe
can be improved upon.

COMMUNICATION
Communication is key to a successful integrated
project delivery.

The principal at RA -DA, Rania Alomar, will be your
direct liaison for all project communication. She
and Catherine Wu, the Project Manager, will be
responsible for communicating within the team and
relaying any relevant information to the consultants
and engineers.

RA -DA has an internal system of cataloging and
documenting all client decisions and direction so that
we and our consultants are clear on all aspects of the
project.

As well as meeting minutes, we maintain 'live'
documents online using Google Docs that you and the
user group can access to review the current program
/ decisions and add notes or product specs as the
project continues.

Early on, we like to set up a standing weekly meeting
that sometimes serves simply as a check in point
for the project and will sometimes be a formal
workshop or design presentation. These may be fast

moving projects so preset meeting times are going
to work for us and allow us to meet deadlines and
decision milestones. It makes scheduling easier for
the team and client and user group. The agenda and
participants can change weekly depending on critical
issues that week that need to be addressed.

COST CONTROL & VALUE ENGINEERING
Cost is a key factor in all construction projects. Over the years we have successfully designed and built
facilities and completed tenant improvemnet projects
that are cost-efficient and within budget parameters
without sacrificing design excellence and quality. We
have a systematic approach to this that we include
below. The effort toward cost control starts before
design. With a cost estimator or contractor, we create
a budget.

The key here is to be realistic. It's easy to be optimistic but much more important to be realistic. This budget
will serve as a benchmark throughout the project.

Cost estimates at the end of each phase wilt help
guide our scope and allow us to value engineer in
early phases.

Starting at the Pre -Design phase, the design team
will approach global and detailed design decisions for
your project with the budget parameters as one of the
fundamental criteria, constantly reviewing decisions
in relation to cost and value.

1. Budget Verification
We will review any provided cost estimate with the
intent of understanding the budget for various project
items and also understanding which are the big ticket
items. We will determine if the numbers are realistic
and achieveable. This will give us the opportunity to
adjust the program if necessary before starting any
design work.

2. Cost Model
The established budget for the project will serve as a
cost model to guide us in design. All our consultants
and engineers and the team will use this to set
individual targets for all aspects of the project. It
guides selections and is reviewed during design
decisions.

3. Manage budget and cost
We continue to track cost by performing Cost
Evaluations at the end of Schematic Design, Design
Development and midway and at the end of the
Construction Documents Phase, as reflected in
our Project Schedule. Each Cost Evaluation will be
followed with an internal value review meeting where
we chart cost trending and define measures to keep
the cost in check.

4. Value Engineering Workshops
If value engineering is required at any stage, RA -DA
shall conduct a VE/VD Workshop. In preparation for
this workshop, the A/E team shall review the cost
estimate in detail and identify potential savings to
target. A master list of VE ideas shall be generated
addressing all disciplines and aspects of the project.

Each team member will be prepared to discuss
these ideas in detail and present the pros and cons
and potential savings to the Client and User Group.

Decisions shall be made in the VE Workshop and
RA -DA shall follow up appropriately with meeting
minutes and updates to the program and to the
documents. A summary cost estimate will reflect the
changes made.

Often, a significant risk to cost control during design is deficient Consultants performance. We have
subverted this risk by including consultants that have
immense credibility and experience working with us.

We require that the Consultants are involved in site
investigations and pre -design conferences and we
make sure they are updated in a timely manner on all
client meeting minutes and changes.

The entire A/E Team remain ultimately responsible for
construction cost estimating, value engineering and
cost management.

Part of our quality control effort also contributes
to cost control. During the design process, we use
23 UNDERSTANDING OF SCOPE OF WORK CITY OFPLACENTARDA
constructability reviews as an integral component
of controlling total costs. This effort provides an
objective eye that often catches items missed in our
design and team meetings and reviews.

PERMITTING / APPROVALS
We have a depth of experience working with City,
County and State Agencies and understand how to
structure our submittal so that it is clear and easy
for plan checkers to review. We are methodical in our
responses and create a simple chart with answers
responding to all plan checker items. Most of our
work is regional so we have a deep understanding
of California Building Code, Title 24 and ADA
requirements, and also recent changes in the code.

OVERALL DESIGN PROCESS
We are naturally a strongly collaborative group. We
enjoy the back and forth, push and pull with our
clients and have found that to be the best way to get to the best solutions.

PHASE 1 // PREDESIGN

NEEDS ASSESSMENT & PROGRAMMING
DEEP DIVE: We've talked a little about the Pre -design
process and how important it will be to getting to a
great project. We use this time to understand all the
needs and goals of a project. We will follow your lead
on areas that warrant further study and where you are
open or encourage changes to any plans provided. The
study of alternatives will be a part of this process and will be developed simultaneously.

We will use this phase to study all the provided
documents, visit the new and or existing facilities, and field verify the documents. We will study the Cities
Standards for furniture and Equipment. Also, we will
catalogue all re -usable existing furniture and fixtures if applicable.

This is the time to identify, consider, debate,
reject, accept, and prioritize values such as facility
purpose, functional efficiency, user comfort, building
economics, safety, environmental sustainability, and
visual quality.

SITE VISIT AND PRELIMINARY TEAM MEETING
Upon review of the planning documents and
preliminary estimate the RA -DA team and key
members of the Consultant and Engineer Teams
shall visit the site and review the scope for the
project informally with the Project Manager. This is
mainly a discovery exercise so that we have a good
understanding of the existing conditions, seismic
retrofitting requirements, ADA paths of travel, fire
code, and hazardous material abatement in any
existing structures.

It is important at this stage for the engineering teams to be in attendance as their scope of work depends
greatly on what is available at any existing facilities such as environmental controls and fire safety
equipment.

DISCOVERY
RA -DA and our team members shall conduct an
internal zoning and code analysis of any building and
sites for projects. We have found that it is important
to do this before the kickoff meeting with the client
group so that we have a clear understanding of what
is possible and what is required by the City and other
jurisdictional and utility agencies. Any long lead
time items will be addressed at this point along with
construction access and possible staging options.

Mitigating Issues Early On:

CITY UTILITIES: We will collect all pertinent
information on the site such things as site survey
information and verify that all utilities are adequate to 24 UNDERSTANDING OF SCOPE O F WORK CITY OF PLACENTI RDQ avoid unforeseen issues arising later on.

ZONING & BUILDING CODE: The A/E team will
prepare a zoning and building code analysis for the
project. This will determine key program elements
such as parking and restrooms required.

CONCEPT / ALTERNATIVES WORKSHOP
This is where we really excel.

We will take any provided plans and develop a concept
that ties together the concepts of a project. This may
be as simple as assigning a language to the color
palette where we use strong colors to accentuate key
spaces or perhaps we decide on the use of hard and
soft surfaces to define spaces. We will present you
with a couple of different approaches to the overall
concept design that will lead the project in a unified
direction to a cohesive and elegant space, and have
that discussion as s group with idea boards to lead the discussion.

PHASE 2 // SCHEMATIC DESIGN
Once we have agreed upon a concept and general
layout, RA -DA shall develop a general set of
architectural drawings for the project. We will start
to look at design features at this point. We typically
work in 3D and generate massing, color, and lighting
studies, allowing the client to really understand the
space and the ideas. We will also work in plan to
figure out any complex areas.

FF&E
We will start at this early stage identifying furniture systems and manufacturers for the interiors for the
project. We will create an options / ideas package for
discussion purposes with the client group.

CONSULTANT COORDINATION
We will confer with the consultants to understand
civil, structural, mechanical, electrical and plumbing
impacts on the project. The Engineering team will
develop a basic set of drawings that describes general
approaches and identifies any utility needs that may
impact the project and require further coordination
with the City.

COST ESTIMATE
We will work with our estimator to generate a cost
estimate for budgeting purposes based on the set
of schematic drawings. We will use this estimate as
a budget for the project and address any items that
are coming in high at this early stage in an effort to
control cost. If needed, we will generate of list of
value engineering' items for review with the client
group.

DESIGN WORKSHOP
Once we have a set of drawings generated, we will
have a design review meeting with the client group.

This will be an opportunity to review the project
together and address questions and issues. We will
also review any value engineering items that may be
necessary to keep us safely within budget. Feedback
from this meeting will be critical to the development
of the drawings and project.

PHASE 3 // DESIGN DEVELOPMENT
Once we have reviewed the project with the client
and updated the drawings to reflect feedback and any
value engineering items, RA -DA shall start to develop
the project further. We will look at and coordinate
lighting, details, materials, MEP systems, signage
etc. for the project. We will refine the ideas and the
approach and heavily research key components,
materials and fixtures that might be integral to the
project.

DESIGN WORKSHOPS
Midway in this phase, we will present progress to
you in a design review meeting that allows input and
feedback on the progress of the design. Much of our
design work is done in 3D, so walk-throughs and
screen shots will facilitate this process. We will plan a second workshop at the end of this phase also.

FF&E
At this stage of the project we will work with the Client group to finalize systems selections for the project.

We will work on specifications for these systems and
start working with manufacturers to coordinate power
and data with our consultants. The drawings will
include layouts of furniture at this stage.

MATERIALS PALETTE
Midway in this phase, we will present a couple of
options for the materials and colors palette for the
project for discussion and selection by the Client
Group.

CONSULTANT COORDINATION
RA -DA shall continue to work with Mechanical,
Electrical, Plumbing, Civil, and Structural engineers
to coordinate the development of these systems
and integrate them into the architectural drawings.

We shall also develop any IT and AV plans so that
25 UNDERSTANDING OF SCOPE OF WORKA
CITY OFPLACENTARFFQ
these elements can start to be coordinated into the
drawings.

COST ESTIMATE
We will work with our estimator to update the earlier
cost estimate and track changes on the project.

PRELIMINARY CITY MEETING
We will arrange a meeting with the City Departments
and other pertinent agencies to review the project
with the goal of identifying any red flag issues that
might crop up later and also getting initial feedback
and review of exiting, occupancy, ADA and Seismic
work.

PHASE 4 // CONSTRUCTION DOCUMENTATION
Once we have reviewed the DD package with the
client group and incorporated feedback into the set,
RA -DA and the consultants shall develop a full set of
drawings and specifications to describe the design
and to prepare for plan check submittal. These
drawings shall also be ready for pricing by selected
contractors.

DESIGN WORKSHOP
At the 50% and 90% documentation points we will
have a workshop to review all selections including
furniture, materials, colors, fixtures and finalize
any outstanding decisions. Progress plans and
Specifications will be issued during these phases to
the client.

CONSULTANT COORDINATION
We shall continue to work with the consultants
to coordinate all the systems in the project and
incorporate their information into our drawings and
specifications.

COST ESTIMATE
A cost estimate shall be prepared at 80% Construction
Documents to confirm that the project is within
budget and also giving us a baseline for contractor
bids and allowing us to make any last minute
adjustments if we decide it is necessary.

PHASE 5 // PLAN CHECK

PERMITTING
We will submit all the drawings to the permitting
department and gather all comments and corrections.

Once comments are received from the plan checkers
we will review and update our drawings with
corrections and address any issues they may have. We
provide updated drawings package with a corrections
worksheet that lists all of the comments and the
answers to those comments so that the plan checker
can easily review the updates and corrections in an
effort to make this process as seamless as possible.

PHASE 61/ PROJECT BID

BIDDING ADMINISTRATION
While the drawings are in plan check for review, we
shall issue complete sets to contractors so that they
may bid on the drawings. RA -DA and our consultants
shall be available to answer questions and issue
addenda as necessary. At the end of the bid phase,
we shall compile an updated set of drawings and
specifications for Construction that also incorporate
the plan checker's corrections. This shall be the
'Construction Set'.

RA -DA will not perform a formal bid levelling but will review the bids with the client in this phase to advise on the process.

PHASE 7 /1 CONSTRUCTION ADMINISTRATION
RA -DA provides strong support during construction
administration. This is often a critical phase in the
project where good support can mean the difference
to the client both in budget and in quality. We shall
attend weekly construction meetings, visit the site
on a regular basis, review progress and answer
contractor questions. We have a rigorous internal
system for answering RFIs, reviewing shop drawings
and submittals. We will work with the Client or
Construction Manager to review change orders.

Site visits will be followed up with Field Notes that
bring any errors or issues to light so that they may be addressed appropriately by the Contractor.

At substantial completion RA -DA shall attend a site
meeting with the construction manager and client and
contractor to generate a final punch list of items for
final completion by the contractor.

It is our assumption that the client shall retain a
construction manager or have a full time in-house
project manager for at least this phase of the project
to lead the project to completion.

CITY OF PLACENTIA RFQ
The City of Long Beach engaged RA -DA to design an
approach to activating the beach front for the City.

The beach was an under utilized amenity and so
with a relatively small budget we came up with ideas
to activate nodes along the beach pedestrian and
bike path that would make this a destination and a
comfortable place to be.

As a highly visible project, we underwent in depth
Public Outreach to engage all the neighborhood
groups and locals and build consensus.

ALAMITOS BEACH
Location: Long Beach, California
Scope: Demolish and replace 1 -story, 2,234 SQ.FT. beach concession stand with 2 new buildings.

Building A, 4,240 SQ.FT., 2 -story, type V -B concession stand and cafe with first floor decks, roof deck, and game area. Building B, 1157 SQ.FT., 1 -story, type V -B public restroom, rinse station, and recreation rental facility.

Playground, public promenade area, shade structure and pylon wayfinder signage.- Expand and improve beach parking including new EV stations and future infrastructure for future stations.

Completion Date: July 2022
Since Alamitos is at one end of this stretch of beach we designed it to become the 'head' or starting point of the Beach Front. Here we demolished the existing concession building and constructed a new cafe, smart restrooms, vendor rental building, playground, expanded parking, covered lockable trash enclosure building, rinse station, and seatings alongside the boardwalk with the idea of creating a promenade. The improvement includes the restaurant and cafe building that spills out into a large ground level outdoor deck and roof deck providing magnificent views of the oceanfront.

Although LEED Certification was not a requirement of this project RA- DA always designs in a matter that is conscious of it's impact on the projects surroundings and environment. Consideration for Low Impact Development was a main priority since this was located on the beach where drainage is a major consideration.

JUNIPERO BEACH TENANT IMPROVEMENTS AND PLAY FEATURES
Includes Tenant Improvements, Playground, Shade Structure, Basketball Courts, Rental Facilities, Fitness Stations, and future Skating Rink and Pickleball Courts Locations: Junipero 333 W. Ocean Blvd, Long Beach, CA 90802 The Junipero existing building provided a baseline
infrastructure that supports this site. It has restrooms, beach amenities (such as rinse stations), a kitchen and cafe windows.

Our design maintains these elements as the fundamental
infrastructure for the location but greatly enhanced the experience.

To tie all sites to each other, we carried over a key design element that we used to activate the space and drive the design at Alamitos. That was the creation of a 'boardwalk'. This Boardwalk is a social space that connects the cafe window to the pedestrian and bike path.

Another key design feature that we use at all the sites is the pylon sign paired with the logo wall. The intent is to provide visibility and identity to each location. So that the concession stand is visible from a distance and easier to locate and to serve as a meeting point for the community.

CITY OF PLACENTIA RFQ
The City hired us to design this community center
that would be a new building adjacent to their existing community center. Our scope on this project included
a new parking lot, a new 6500 sf LEED silver certified
building and the renovation of their existing building that was built in stages in the 1930s, the 1950s, and the 1980s.

The entrance to the main building was relocated to be
at the knuckle where the new and the old meet, directly southwest from the parking lot, making it clearly visible to those driving in. A reorganized front plaza creates a drop off zone for buses and visitors.

The new addition is situated to the east of the existing building creating an enclosed courtyard space between
it and the 1930's building and is connected by an open, but covered walkway. The new wing is a rectangular
building that extends south into the park. It houses 2 large multipurpose rooms and a central core for restrooms and a reception area. The main restrooms are accessed from
the central courtyard space but two public restrooms face

out to the park providing park goers access to that amenity without having to enter the building. The roof of the new building is split into three parts, mirroring the functions inside the building and the existing buildings.

Our scope in this project consists of a new building AND the renovation and retrofit of the existing community center. The retrofit took form in phases and was split logically between what needed to happen for the new community center to
function properly and also remedying existing damage.

Since we re -organized access to the building, relocating the reception and administration areas, the front portion of the building needed to be retrofitted.

The Porterville Animal Facility has just finished the
Construction Documents phase for the main building

PROJECT GOALS
Working with a known small budget RA -DA per-
formed cost estimating very early on in the Concept
Design phase. Based on this budget constraint and
the client's needs we split the project into a base bid with the option for four add alternatives as funding
becomes available. Through our value engineering
efforts we have been able to fullfill the Cities needs.

Also, we were able to implement cost savings by
reusing much of the existing infrastructure. Such as
retaining the existing HVAC rooftop uints and laying
out the rooms while keeping the existing load bearing
walls. We were also able to create a kennel layout
within this scheme that was able to meet the quantity
of kennels needed at this facility. A plan was devised
that placed the kennels in such a way that kept the
waste lines efficient and minimized threnching.
