Deposit Processing:
The city currently makes deposits each business day at its current bank's local branch.
Deposits are comprised solely of currency and coin.
Describe how the bank would accommodate the City's deposit activity. Indicate deposit options, including remote deposit and cash vault centers. The bank should have a centralized cash vault operation that can accommodate the security and deposit volume associated with City accounts. Indicate the cut-off time for deposits at the operations center to ensure same-day ledger credit. Describe the bank's adjustment procedures for any deposit discrepancies. Provide information on the bank's procedures for processing change/currency orders placed by the City.
Citizens Business Bank processes deposits at the local Business Financial Center Monday thru Friday until 5:00 PM.
Armored carrier delivery to the cash vault location can be arranged for pick up at the designated pick up location. The deposit must be received by the cash vault no later than 7:30 PM for same day credit.
Remote Deposit Capture software and equipment will be made available to electronically transmit check deposits. Electronically transmitted deposits received on business days by 7:00 PM, Monday through Friday, will be credited on the same day. Original checks must be retained for a maximum of 45 days then promptly destroyed by shredding after the 45 days.
The Bank will provide notification by phone or email based on your instructions if there is a correction on a cash deposit made at a Business Financial Center. Deposits with checks only are balanced with nightly processing and a notice will be mailed.

Account Reconcilement & Positive Pay:
The bank must provide monthly account reconcilement reports, bank statements (both paper and electronic copies), account analysis statements, confirmations and other report -related features. The bank must be able to provide various reports and statements in an electronic format via download from the online portal and also provide specialized reports, where feasible, as needed. Describe the account reconciliation and positive pay services offered by the bank whereby the City can view check images for daily exception items prior to making a pay or no/pay decision.
Citizens Business Bank will provide monthly account reconcilement reports, bank statements, account analysis statements, confirmations and other report -related features.
The Bank's Business Online Banking system provides transaction data to generate an export file in various format options, such as BA12, CSV, and QuickBooks, which can be used to create custom reporting.
Full Reconcilement
Full Reconcilement provides listings of both paid and outstanding checks in numerical order, based on customer -provided issued check information, as well as posted electronic items for each selected reconcilement period.
Partial Reconcilement
Partial Reconcilement provides a list of paid checks presented in check number order.
Customers import this data into their account systems to reconcile applicable accounts.
Positive Pay Check
The Bank's Standard Positive Pay is a fraud prevention service that compares checks presented to the Bank for payment against a customer's issued check file. The customer is provided a daily list of paid checks that do not match their issued check file, allowing the customer an opportunity to review these items and make a pay or return decision. 11 City of Placentia

Positive Payee Match
The Bank's Positive Payee Match service enhances the Positive Pay Check service with a powerful optical engine that validates images of presented check payees against the payee names provided by the customer in their issued check file. Items that do not match are presented to the customer as "payee mismatch" exceptions online, allowing the customer to easily make pay or return decisions.
Positive Pay ACH
The Bank's Positive Pay ACH service is a fraud prevention service that allows the customer to filter incoming ACH activity and make pay or return decisions on identified exceptions.
Positive Pay Auto Void Option
The Bank's Check Positive Pay service includes an auto -void option that complements its standard stale date feature. When a check is issued and the customer's Positive Pay profile is updated with the issued check's information, the system will track the term that the issued check remains outstanding. When an issued check is not presented for payment within an established period of time (typically 180 days but can easily be changed to 90 days, the Positive Pay system will flag the item as "Stale Dated." A complementary option allows you to turn on an auto -void feature that will automatically void stale dated checks in the system. If a check is later presented that was voided, it will appear as a Positive Pay exception with a condition of "Void" for you to submit a "Pay" or "Return" decision.
Information Reporting BA12 All Items File
Information Reporting is critical to daily cash management. The BAI2 All Items file provides all activity on a customer's selected accounts in an industry standard BAI2 format, which is used by almost all accounting systems and makes daily reconcilement fast and efficient. At the end of each business day, a BAI2 file is generated and placed in the customer's assigned encrypted, secure file transfer protocol (SFTP) folder, which is available for pick up the following morning.
Depending upon the sophistication of the customer's back-office systems, the BAI2 file can either be manually exported from the SFTP folder or automatically imported into the customer's accounting software.

Remote Deposit:
The City currently uses this service to deposit checks. Provide information on the bank's capability to provide a scanner for remote deposit, including the cost of any equipment required. The City currently uses a scanner with a typical volume of fifty (50) checks per day processed. Also, advise if the bank can provide a device at the City Hall to deposit cash and checks for immediate credit. Provide a general overview of your remote deposit capabilities and processes.
Remote Deposit Capture (RDC) provides the convenience of electronically capturing and depositing paper checks from your location. Deposits can be made directly to accounts 24 hours a day, 7 days a week. Using a small, specialized scanner, a computer, and an Internet connection, RDC is used to capture images of checks, review, balance, and transmit deposits to the bank for processing. Captured check images are accepted in place of the original checks, which should be maintained in a secure location for a period of time and destroyed within 45 days. Scanner rental is $50 a month per scanner.
Depositing electronically provides an efficient and cost savings measure that eliminates preparing deposit slips along with paper checks. Remote Deposit Capture provides robust security measures including tokens, multi factor authentication and multiple levels of security initiation and approvals, and user entitlement controls.
Image Cash Letter Service is also a deposit remittance service that allows customers to use their own back-office specialty scanning equipment to scan, capture, balance, and transmit X9 - formatted check image files for deposit to designated Citizens Business Bank accounts. Smart Safe Advanced Credit Option
Most armored carrier companies offer a proprietary Smart Safe. The Smart Safe is a special safe installed at the customer's location that counts cash being inserted, detects counterfeits, provides detailed reporting and can only be opened by the armored carrier. Detailed reporting allows the customer and the armored carrier to know exactly how much cash is in the safe.
The contract for both Armored Carrier and Smart Safe Service is between the customer and armored carrier vendor. The armored carrier vendor provides the Smart Safe hardware, installation, maintenance and support.
Citizens Business Bank as an option can provide Smart Safe Cash Vault customers with advanced credit for cash deposited into the safe rather than waiting for the cash to be processed by the Bank's Cash Vault facility.
Customer benefits for this advanced/provisional credit include: receiving credit for deposits sooner, reducing the number of armored carrier pickups and reduced employee exposure to risks associated with handling cash.
Citizens Business Bank's Smart Safe Advanced Credit Option is limited to the provision of credit for funds collected in the customer's safe prior to receipt by the Bank's Cash Vault. Analysis customers only are eligible for Smart Safe Advanced Credit. Implementation of this service will require additional customer due diligence and specific Bank Officer Approvals. 15 City of Placentia

The Bank's Business Online Banking which includes the origination of wires and ACH, has numerous security/control features. Citizens Business Bank utilizes a multi -layered security approach for customer/user access to Online Banking services and to initiate and approve payments. The Bank maintains multiple firewalls, defensive routing (DMZ zones), and multiple security system oversight from the application/system perspective. In addition, activity into and through Online Banking is monitored by multiple systems for anomalous behavior. For end-users, there are [D/password controls, security challenge questions, device recognition controls, browser registration, and geographic indicators.
Citizens Business Bank has reviewed the City of Placentia's Wire Transfer Policy.
Citizens Business Bank uses Fraud Analytics to review wire transfers for potential fraudulent activity. Calls may be placed to customers for additional information regarding the wire including how wire instructions were received and verbally verified using contact information on file in addition to customer approval to release the wire.
Citizens Business Bank can also implement additional monitoring rules for all wire activity for the City of Placentia which would include a phone call-back verification to the individual or individuals provided by the City. This step would be an additional monitoring step for the City of Placentia.

Also, discuss the bank's contingency plan for providing information in the event of unexpected bank system problems or natural disasters.
Business Online Banking is a powerful browser -based Treasury Management tool accessible via Internet connection. Customers can view prior day and select same day information; paid items, deposited items and deposit slip images and electronic statements. Users can also initiate internal transfers, bill payments, tax payments, payroll and other payments using Business Online Banking's wire transfer and Automated Clearing House (ACH) functionality designating appropriate user rights.

Automated Clearing House (ACH) Services Requirements
ACH Direct Deposit of Payroll:
The City utilizes direct deposit services for bi-weekly payroll (every other Thursday).
Approximately 90% of the City's employees take advantage of this payment mechanism.
Please include the following:
• Describe the bank's direct deposit services, including the software requirements and transmission options available.
Citizens Business Bank offers ACH and direct deposit services. Payments can be processed through Online Banking or sent by uploaded NACHA files or CSV files.
Files can also be uploaded for ACH Direct Transmission via Secure File Transfer Protocol (SFTP). This method is strictly for NACHA files.
• Discuss screening measures that the bank uses to minimize errors on files sent to the bank.
The Bank's Secure File Transfer Protocol (SFTP) system which is used by customers to transmit ACH and Positive Pay files directly to the Bank operates in a high -availability environment. The Bank would transfer over to a live secondary environment offering little to zero downtime if an issue with the Bank's primary SFTP environment experiences an issue.
Citizens Business Bank uses a fraud analytics tool to assess suspicious ACH activity that will generate fraud alerts which would require review from a Fraud Analyst. This allows the Bank to stop any suspected ACH transactions that are fraudulent from leaving the Bank.
Additionally, Citizens Business Bank uses the same fraud analytics tool to monitor for online access from unusual locations and analyze the user's behavior during the online session. An alert will be generated if suspicious behavior or activity are detected which would require review from a Fraud Analyst. Calls may be placed to customers to obtain additional information about an online session and appropriate action would be needed to protect unauthorized access to an online session.

The transmission deadline cutoff time for Online Banking is 4:30 PM Pacific Standard Time (PST). The transmission deadline cutoff time for ACH Direct Transmission is 3:30 PM PST ACH Credits: It is recommended to process the payments/files two business days in advance from the effective date.
ACH Debits: It is recommended to process the payments/files one business day in advance from the effective date.
All funds are debited on the effective date.
• include ability for ACH blocks and filters.
Citizens Business Bank offers ACH Block and ACH Filter. ACH Block service blocks all ACH activity. Positive Pay-ACH is a fraud prevention service that allows customers to filter incoming ACH activity and make pay or return decisions on identified exceptions. 20 City of Placentia

ACH Vendor Payments:
The City currently has a small number of vendors that are paid using ACH. Please describe the mechanism used by the bank to facilitate these type of vendor payments.
Describe whether these payments can be made using the bank's online system, and if so, what measures are in place to provide a higher level of security.
The Bank offers two ACH transfer services depending on your needs and systems capabilities.
Transfer service capabilities with both services include the ability to originate both consumer and commercial debit and credit transactions, including but not limited to direct deposit of payroll, vendor payments, collections, and electronic tax payments.
The first service is ACH Direct Transmission. You would will utilize your accounting and back office systems with ACH Direct Transmission to create and transmit National Automated Clearing House Association (NACHA) formatted Automated Clearing House (ACH) files directly to the Bank.
The second service is Business Online Banking with ACH Origination. This would be done with you using Business Online Banking ACH Origination to create and transmit NACHA formatted ACH files, templates, or free form transfer templates directly to the Bank.
Payroll Tax Processing:
Describe the services available from the bank to accommodate the City's payment and reporting of payroll taxes. The City requires the ability to report and pay Federal and State tax withholdings automatically either by telephone or by PC (internet).
Tax deposits may be initiated to include payment type and breakdown information via Citizens Online Banking. Citizens Online Banking allows the creation of a template of recurring tax payment data, only changing the dollar amount and due date each time a payment is due.
This service is included with Citizens On -Line Banking at no additional cost.
As an alternative method outside Business Online Banking, the payroll tax withholdings can be facilitated by utilizing TTAXpIus, whereby transfers can be conveniently initiated through touch- tone telephone or PC. Any potential unauthorized access to the system is prevented by the assignment of a Personal Identification Number (PIN) and Access Codes. A faxed receipt is available for confirmation of all payments made within minutes of the transaction. 21 City of Placentia

A significant amount of the fees charged for processing credit card and non -PIN debit card transactions represents charges that we must pay to the issuing banks (or that are otherwise charged to us by Visa©, Mastercard©, Discover©, and American Express the "payment networks" and under the payment network rules). This amount, called 'Interchange" varies based upon a complex series of interchange levels that may apply to the transaction depending upon a number of factors, such as the type of card presented, specific information contained in the transaction, how and when the transaction is processed, industry, and other factors.

Bank Compensation:
The City has historically paid for bank services with compensating balances and settles with its current bank on a monthly basis. The City's monthly balances have averaged approximately $2,500,000 over the past 12 months. Please indicate the following in this section:
• Can the City compensate the bank for services with compensating balances, hard - dollar fees, or a combination of the two at its own election? Analysis fees can be covered by compensating balances or hard dollar fees. A combination of compensating balances and hard dollar fees would be accomplished if there were not enough compensating balances for the Analysis fees due. The balance would then be debited from the account.
• Is there a surcharge or a different price schedule if the City pays with hard -dollar fees? No, the fees are the same whether paid with compensating balances or debit of fees due. • Can the City choose between paying for any analysis deficiencies by check, auto debit, or ACH credit?
Any Analysis fees not covered by compensating balances would be debited from the account.
• What is the bank's Earnings Credit Rate (ECR) based on, and how is it calculated each month?
Citizens Business Bank uses an internal index for our public entities so we can provide a higher Earnings Credit Rate (ECR) than the Standard Industry Index. The non-interest bearing demand deposit accounts will earn a monthly Earnings Credit Rate that will be applied to available balances (ledger balances less float and reserves). The Earnings Credit Rate will generate an Earnings Allowance which can be applied against monthly service activity.
• List the bank's actual ECR for each of the last six months.
The current ECR and the ECR for the last six months is 0.55% 32 City of Placentia

• Using the ECR for the most recently completed month, please calculate the level of compensating balances (after float and reserves) needed to offset one dollar of bank services. ($1 in services=$ in compensating balances.)
$2,378.63 in average daily collected balances will offset $1.00 of charges. This factor includes a provision for reserves.
• What is the bank's settlement period for account analysis and billing purposes (monthly, quarterly, semiannually, and annually)? How long can any excess balances be carried forward to apply to charges in future billing periods? Citizens Business Bank can provide a monthly or quarterly account analysis deferral, allowing for settlement at the end of each calendar month or quarter for the greatest flexibility possible.
• For what period of time will the proposed pricing in the bank's proposal be fixed? Assuming the RFP is for a 5 -year contract, it is assumed that the depository and treasury services pricing is fixed for 5 years; with increases in ECR as the market improves.
The pricing during the 5 year contract is fixed pricing. The Earnings Credit Rate (ECR) is an internal index so we can provide a higher ECR than the Standard Industry Index and is subject to change.
Please note: Citizens Business Bank provides Tranche based pricing. For example, all cities are on the same Tranche pricing. Citizens Business Bank believes this is a fair way to provide pricing so you don't need to be concerned about whether you are receiving the same pricing as another City.
The Pricing Quote expires ninety days after submission of Banking Proposal. • Please detail which types of items and services can be applied against account analysis in addition to standard bank services, such as messenger service, armored carrier, check stock, supplies, custody services, etc.
Armored Carrier Service, Courier Service, Bank Supplies, Check Stock, and Deposit Slips can be applied to analysis. There is no mark up on these items. 33 City of Placentia

• How does the bank charge for overdrafts? Does the bank charge for the use of uncollected funds? If so, how is the charge calculated? The Overdraft Charge is per day and applies to Checking, Savings and Money Market Accounts. The fee applies to overdrafts created by checks, in person withdrawals, returned deposited items, or other electronic or other debit items (such as ACH transactions or Service Charges) as applicable. There is a charge for the use of uncollected funds. • When calculating average balances, are positive and negative balances netted? The uncollected funds charge is currently Prime plus 4.00%. The following is the calculation for the charge: Number of Days the account resulted in negative available balance multiplied by the Average Negative Available Balance divided by 365 days multiplied by Uncollected Funds Rate.
The rate quoted for negative collected balances will be fixed for the term of the contract. • Are account analysis reports available on-line? If so, is there a cost? Account Analysis Reports are available online through the Bank's Online Banking system.
There is no additional cost for Account Analysis Reports.
Collateralization:
Please describe how the bank will collateralize all deposits in excess of FDIC insured balances in accordance with California Government Code Sections 53630-53686.
Citizens Business Bank collateralizes all public funds pursuant to the California Government Code. The collateralized funds are held at a third party custodial bank which is Bank of New York Mellon.
