MSW Consultants is pleased to submit this proposal to furnish Minerva° recycling compliance software to the City of Placentia. As you know, the current CalRecycle SB 1383 regulatory environment requires extensive tracking, reporting and communication. Minerva° is a technology solution that provides transparency to the commercial recycling process. As we discussed at our demo, Minerva° enables the City to coordinate compliance activities among City staff, hauler staff, and outreach consultants. Minerva° is also able to serve as the City's SB 1383 Implementation Record.
This proposal will remain in effect through December 31st, 2022.

Features of Minerva°
Reporting
• Compliance Dashboard with visual status indicators, EAR metrics, and simple 1 click filtered reports for SB 1383 (SLCP), AB 1826 (MORe), and AB 341 (MCR). • Advanced, transparent, generator location based reporting accounting for all active accounts and services a generator may have, even multiple haulers. • Reports can be exported as .xlsx or .csv files or can be printed directly from the browser.
• Reports can be filtered by hauler, or by as many as 50 or more other variables, allowing quick and specific customizable reports.
Compliance Tracking
• Tracks the SLCP, MORe, & MCR compliance status of individual commercial waste generators by location and account.
• Tracks the organic material types generated and the recycling status for each, ensuring that all non-waivered generators have the containers needed to recycle all organic waste generated.
• Identifies which generators recycling have a SLCP 1, 2, 3, or 3+ container collection system, and tracks MORe & MCR alternative compliance methods like self -hauling and 3rd party recycling.
• Integrated waivers and exemptions, with status monitoring, issue date tracking, and automatic compliance updates.
• Let's users identify edible food generators and assists with determining Tier 1 or Tier 2 commercial status, and reports on edible food generators for SLCP. • Let's users enter edible food recoverers, link generators to recoverers, and report on recoverers within a jurisdiction.
Education and Outreach
• Location linked assets such as notes, photos, documents, waivers and more that remain accessible even as haulers change account numbers or info, or services. • Facilitates mobile site visit documentation, uploading of documents and photos right from a tablet or phone.
• Outreach history per location independent of hauler billing system account level changes.
System Capabilities
• Microsoft Azure, cloud -based, encrypted, data protection and backup. • Designed for use on desktop, tablet, and mobile.
• We create hauler specific data schemas allowing haulers to quickly export and provide consistent data using their existing reports for import. No more templates to fill out. • Multiple user roles and permissions for detailed access control and collaboration.
On -boarding Process
During the setup and on -boarding process, our staff will:
• Schedule a kickoff meeting with the jurisdiction to coordinate the on -boarding process • Work with staff and haulers to obtain data import using an existing hauler report, and gaining an understanding of the available containers and materials by jurisdiction • Create hauler specific data schema to import service data consistently over time • Setup user roles and establish user access via established jurisdiction or company email • Setup and train users on full functionality of the system Product Roadmap
As part of its subscription, the City will enjoy enhancements to Minerva° at no additional cost during the term of the contract.
