SUMMARY:

The City created the Placentia Fire and Life Safety Department in July 2020 and the Placentia Firefighter's Association (PFA) was formed and formally recognized in December 2020. In February 2021, City Staff began working with the PFA to create their first Memorandum of Understanding (MOU). The City and the Placentia Firefighters' Association (PFA) have been engaged in good faith labor negotiations and have reached terms on the wages, hours, and working conditions for their employees. The Memorandum of Understanding which represents the tentative agreement, is presented for City Council approval.

RECOMMENDATION:

It is recommended that the City Council take the following actions:

1. Approve the Memorandum of Understanding between the City of Placentia and the Placentia Firefighters' Association; and

2. Authorize the City Administrator, to execute the necessary documents, in a form approved by the City's Labor Counsel.

DISCUSSION:

This the first Memorandum of Understanding (MOU) between the City and the PFA. City representatives have been in discussion with the labor group representatives and with cooperation from PFA, the negotiations process has been successfully completed between these parties.

In December 2021, due to both parties understanding the length of time involved in creating an initial MOU for a newly formed labor group, the PFA received an economic offer of 3% market rate adjustment effective the first full pay period of July 2021 and 3% effective the first full pay period of July 2022; and a one-time bonus of 3% based upon adjusted wages as of July 1, 2021.
