PROPOSAL FOR CM SERVICES FOR THE CITY OF PLACENTIA POLICE DEPARTMENT EVIDENCE STORAGE FACILITY (PUBLIC SAFETY BUILDING) — BIDDING/CONSTRUCTION PHASE.

Dear Masoud,
Thank you for asking Totum to provide a proposal to assist the city with construction management for the for the Police Evidence Storage Facility (Public Safety Building).

The project is a 2 -phased construction project, with phase 1 being the Butler building scope and phase 2 being the main building with gun range. Both buildings total approximately 19,500 sq. ft. Totum have perused plans dated 8/5/2022 provided by PBK. The procurement is based on a 2 -phase bid process over the next 20 months.

We have based this proposal on the overall project schedule reviewed with the team on 9/21/22 and attached.

This proposal is based on a part time, as needed role providing the scope of services based on the schedule provided and attached.

Therefore, we would suggest a not to exceed fee $278,000 plus $60,000 allowance for deputy inspection = $338.000 billed on a time and materials basis per the rates shown on our staffing chart.

The city could also hire a deputy inspection firm yourselves. We would request reimbursement at cost.

Our hourly billing rates for year 2022-2023 (we can lock into the project) are as follows:

Principal/SCM $195
Senior Project Manager $190
Construction Manager $145
Our typical scope / role would include, but not be limited to, assistance as necessary, with:

PRECONSTRUCTION / CONSTRUCTION

1. Kick off meeting with all stake holders.

2. Manage and coordinate all aspects of the project and report directly to the city.

3. Developing and maintain a master schedule including key milestones
