VIA: CITY ADMINISTRATOR
FROM: DEPUTY CITY ADMINISTRATOR / PUBLIC SERVICES & INFRASTRUCTURE DATE: JANUARY 24, 2023
SUBJECT: GRANT OF EASEMENTS TO GOLDEN STATE WATER COMPANY FOR A

NEW WATER LINE TO BE PLACED IN JAYCEE PARKETTE
FISCAL
IMPACT: REVENUE: $54,280 FOR THE PROPOSED EASEMENTS
SUMMARY:

Golden State Water Company (GSWC) contacted the City for approval on the construction of a new discharge pipe from their water pumping station located on Vista Avenue. The proposed line extends from Vista Avenue to Kansas Avenue, crossing over the OC Flood Control Channel and through Jaycee Parkette. One of the conditions of approval was for GSWC to purchase a temporary construction easement and a permanent easement from the City to allow for construction of this new pipeline on the City's park property. Subsequently, Golden State provided the City with an appraisal report for purchasing these easements. City staff, including Public Works and Community Services met with GSWC to negotiate terms and compensation for the proposed easements with an agreement reached between both agencies. The City Attorney's Office has reviewed and has approved the easement documents. Staff recommends that City Council approve a permanent easement for the price of $49,280 and a temporary construction easement for the price of $5,000.

RECOMMENDATION:

It is recommended that City Council take the following actions:

1. Approve a permanent easement for the price of $49,280 and a temporary construction easement for the price of $5,000 and associated agreements to allow construction of a new discharge water line in Jaycee Parkette; and

2. Authorize the City Administrator to execute the above-mentioned easements and agreements, in forms approved by the City Attorney.
