SUBJECT: ADDITIONAL CITY COUNCIL APPOINTMENTS TO ONE (1) INTERGOVERNMENTAL AGENCY AND THREE (3) CITY SUBCOMMITTEES FISCAL

SUMMARY:
At the January 10, 2023 City Council Meeting, the City Council took action to appoint members to various intergovernmental agencies, associations, and City subcommittees for 2023. Subsequent to the meeting, it was discovered that one (1) agency appointment and three (3) City subcommittee appointments were inadvertently not listed on the Appointments Master List and appointments were not made to this agency and these subcommittees. This item is being presented to give the City Council the opportunity to make annual appointments to the Independent Cities Association and three City subcommittees. Please note that if the Council wishes to change the City Councilmembers currently on the Public Financing Authority of the Enhanced Infrastructure Financing District, City Council would need to adopt a resolution which would then be presented to the County of Orange for approval.
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Appoint a member(s) to the Independent Cities Association; and
2. Appoint members to three (3) City subcommittees (Civic Center Joint Use Committee, Public Financing Authority of the Enhanced Infrastructure Financing District Board, and Navigation Center Advisory Board); and
3. Direct Staff to notify the Independent Cities Association and City Staff of the City Council appointments.

DISCUSSION:
Each year after City Council reorganization and/or swearing in of new Council Members, the Mayor and City Council must consider appointments to numerous intergovernmental agencies, associations, and City subcommittees. These agencies, associations, and subcommittees include, but are not limited to the following:
• League of California Cities Orange County Division
• Association of California Cities Orange County
• Orange County Sanitation District
• Santa Ana Flood Control Protection Agency
• Southern California Association of Governments
