SUBJECT: PUBLIC WORKS AGREEMENT WITH ASAD HOLDINGS LLC DBA
ORANGEBLUE GENERAL CONTRACTORS FOR THE INSTALLATION OF TILE
WALLS AT THE PLACENTIA NAVIGATION CENTER

SUMMARY:
The North Orange County Service Planning Area ("North SPA") received Homeless Emergency Aid Program (HEAP) funding to open Navigation Centers in the Cities of Placentia and Buena Park. The North SPA is comprised of the Cities of Brea, Buena Park, Cypress, Fullerton, La Habra, La Palma, Los Alamitos, Orange, Placentia, Villa Park, Stanton, and Yorba Linda. The Placentia Navigation Center ("Center") is one of two (2) facilities serving the North SPA. The Center, along with the other North SPA site in Buena Park, is part of a comprehensive regional solution in North Orange County that provides supportive services to individuals experiencing homelessness.
The North SPA has approved the usage of funds for the installation of tile walls at the Center. In order to improve the health and safety of the residents, the City of Placentia ("City"), released a Request for Proposal ("RFP") for the installation of the over the current wooden partition walls.
The tile project will enhance the durability and the aesthetics of the interior of the building. In addition, utilizing tile on the wooden partition walls will improve the longevity of the heavily used facility and provide for easier maintenance and cleanliness of the building.
This proposed Public Works Agreement with Asad Holdings LLC DBA Orangeblue General Contractors is to install tile walls. The scope of work includes the installation of tile walls, removal, protection, and reinstalling of the epoxy glass barriers on top of the walls. The proposed action will award a Public Works Agreement with Asad Holdings LLC DBA Orangeblue General Contractors for a not -to -exceed amount of $144,500 to complete this work.

RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Approve a Public Works Agreement with Asad Holdings LLC DBA Orangeblue General Contractors for the installation of tile walls at the Placentia Navigation Center for a not -to - exceed amount of $144,500; and
2. Authorize the City Administrator to approve contract change orders up to 10% of the contract amount, or $14,450; and
3. Authorize the City Administrator and/or his designee to execute all necessary documents, in a form approved by the City Attorney.
DISCUSSION:
The Placentia Navigation Center (Center) has been in operation since March 2020. Since its opening, the Center has operated to near capacity every month. The Center primarily serves single men and females experiencing homelessness. As part of the operation of the Center and in alignment with Orange County's Continuum of Care (CoC), it is necessary to install additional health and safety measures within the facility to provide improved quality of living quarters.
It was determined that adding hardy backboard and tile would improve the longevity and preservation of the interior space within the building. The wooden partition walls currently serve as dividers to separate the men's and women's sleeping areas. Each individual sleeping quarter is highly utilized by residents of the Placentia Navigation Center. Due to the high use of these areas, the current wooden walls are difficult to maintain and clean based on the type of material.
The project will consist of furnishing all materials, equipment, tools, labor, and incidentals as required by the RFP. The general items of work include the installation of ceramic tiles per the instruction and the specifications outlined in the RFP. In addition to tile work, the project will include demolition work: moving/demolition, cement board work/taping: drywall, and framing work for cement board joints (adding studs): framing and rough carpentry. Due to the complexity of the project, which includes multiple trades of work; Staff has determined that the most appropriate Contractors State License should be Class B - General Building Contractor for this project.

Based upon the proposal provided and qualifications and experience with similar projects, Staff recommends the City Council award the Public Works Agreement to contract Asad Holdings LLC DBA Orangeblue General Contractors. In addition, Asad Holdings LLC DBA Orangeblue General Contractors has the ability to coordinate and complete the work quickly.

FISCAL IMPACT:
A total of $158,950 has been budgeted in the FY 2022-23 Navigation Center Program Budget for the installation of tile walls. As such, sufficient funds exist for the recommended actions. The following table summarizes the costs associated with the award of this contract:
