The Placentia Parks Initiative (PPI) was created in March 2021. A working Group of City Council Members, the City Administrator, Deputy City Administrator, Community Services Director, Public Works Superintendent and Staff from the Community Services and Police Departments conducted a comprehensive review of the City's parks and open spaces. This included a tour of all City parks along with an evaluation of funding availability and prioritization of necessary park improvement projects. This exercise culminated in Staff developing a comprehensive draft Parks Capital Improvement Program (CIP).
The PPI is a citywide initiative which is aimed at establishing a significant capital investment into the City's parks and open spaces by improving and renovating aging park infrastructure and amenities over the course of the next two (2) fiscal years. The PPI was approved by the City Council at the May 18, 2021 meeting and includes the replacement of existing park amenities.
Additionally, the specific amenities were presented and approved by the City Council during the same meeting.
The park amenities will be replaced prior to the playground renovations, during the renovation process, or shortly after the renovations are complete at each park based upon funding and equipment availability. Since the completion of the the amenity installations at Koch Park and Goldenrod Park, Santa Fe Park has been newly renovated. Additionally, the City Council has recently approved the design and renovations of Tuffree Park and Wagner Park. Parque de los

STRATEGIC PLAN STATEMENT:
This item is consistent with the City Council approved 5 -Year Strategic Plan Goal to Implement Public Infrastructure to Meet Community Needs and complete the Placentia Parks Initiative, under Objective #5.2.
DISCUSSION:
The City was selected by SCAG, as one of nine (9) cities in the Southern California area to develop an Open Space and Urban Greening Master Plan as part of SCAG's Sustainability Program. The City selected KTUA as the consultant to deliver the Placentia Open Spaces and Urban Greening (POSUG) Master Plan project.
KTUA utilized workshops and the City's webpage to distribute a project survey designed to gather feedback from the community to determine how to improve existing park facilities. Additionally, the survey was used to determine priority levels for park amenities and improvements. Surveys were completed and were used to determine recommended park/facility improvements. Of the 418 survey comments that were received, 20% (twenty percent) indicated park playgrounds and amenities need replacement or improvement at various City parks.
Based upon feedback gathered from the survey and community workshops, potential park/facility improvements were identified and listed below:
• Repair/replacement of damaged turf, playground surfaces, and walking trail areas at park facilities and throughout the City

• Replacement of playground structures
• Addition of shade tops/sails to playground structures • Replacement/addition of picnic tables, benches, trash receptacles, and water fountains, throughout park facilities
• Repair/replacement of cracked concrete
• Addition of park identification and signage
The POSUG Master Plan was approved by the City Council at the December 3, 2019, meeting to be utilized as a guide for future Capital Improvement Program (CIP) Projects to be incorporated into the City's CIP plan and to allocate potential funding sources as available through the City's annual budgetary process. This Master Plan was the basis for the creation of the Placentia Parks Initiative (PPI); a citywide initiative which is aimed at establishing a multi -million -dollar significant capital investment into the City's parks and open spaces by improving and renovating aging park infrastructure and amenities over the course of the next two (2) fiscal years.
The PPI was approved by the City Council at the May 18, 2021 meeting, and as part of the plan, the replacement of park amenities was included. The amenities will be replaced prior to playground renovations, during the renovation process, or shortly after completion at each park.
Currently, renovations have been completed at Santa Fe Park. Upcoming playground renovations include Tuffree and Wagner Parks. Additionally, Parque de los Ninos is also listed in the CIP plan for upcoming playground renovations. The approved park benches, picnic tables, trash receptacles, and hydration stations will now be replaced at these four (4) parks locations.
The recommended actions will approve a Public Works Agreement with Great Western Installations Inc. for the replacement of the existing park benches, picnic tables, trash receptacles, and hydration stations in the amount of $116,978.03.
FISCAL IMPACT:
The City Council budgeted a combination of Measure U Funds, Quimby in -lieu Fees, and Park & Rec Impact Fees for the replacement of park amenities as part of the PPI in the City's Capital Improvement Program (CIP) budget in Fiscal Year 2022-23. The amenities will be strategically replaced as each park undergoes renovations.
Currently, the renovations are complete at Santa Fe Park and upcoming renovations include Parque de los Ninos, Tuffree, and Wagner Parks. The current budget for the purchase, replacement, and installation of the park benches, picnic tables, and trash receptacles is $208,601.44. Therefore, sufficient funds exist within the CIP budget to remove all existing amenities, and to purchase and install new amenities at Parque de los Ninos, Santa Fe, Tuffree, and Wagner Parks in the amount of $116,978.03.
