CITY OF PLACENTIA

LOCAL SIGNAL

SYNCHRONIZATION PLAN
UPDATED JUNE 30, 2023

SECTION ONE

TRAFFIC SIGNAL SYNCHRONIZATION GOALS, POLICIES AND

OBJECTIVES

MEASURE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION GOALS. POLICIES

AND OBJECTIVES
The purpose and goal of the City of Placentia's LSSP is to provide a plan to reduce vehicle and pedestrian traffic congestion and delays. Traffic signal synchronization plays a key role to keep busy intersections moving freely and to prevent lower volume minor streets from disrupting major arterials traffic flow. The City's near-term goals are to complete infrastructure improvements for a properly functioning synchronization system. Long-term goals include completion of safety and synchronization improvements along remaining corridor segments.

The City's infrastructure has lived well past its intended lifespan and the City will be budgeting additional funds to address existing traffic signal system maintenance deficiencies. In addition, traffic synchronization projects provide the City opportunities to upgrade outdated traffic signal equipment and ensure an efficient and well-run Traffic Management Center (TMC) at City Hall. Using the TMC, City staff can monitor synchronized corridors from City Hall and remotely modify timing as needed to address traffic needs.

The City of Placentia collaborates closely with its neighbors in Fullerton, Brea, Yorba Linda, and Anaheim to make sure shared arterials are adequately maintained and traffic flows efficiently. The City of Placentia coordinates beyond directly adjacent jurisdictions to partner with cities along major corridors. For example, ongoing Orange County Transportation Authority (OCTA) Project P funded synchronization projects along Chapman Avenue/Malvern Avenue, Orangethorpe Avenue, Tustin/Rose Avenue, and Imperial Highway (State Route 90) include multiple agencies for each project. Additionally, the Yorba Linda Boulevard synchronization project will begin soon.

The City reviews signal timing based on resident or business feedback and during design of Capital Improvement Projects to incorporate planned improvements where possible. The City's Transportation Manager considers the timing changes and implements them as necessary.

The City of Placentia acknowledges the Measure M2 Regional Traffic Signal Synchronization Program goals and will continue to support a multi -agency, corridor based approach that optimizes traffic signals based on existing traffic patterns. The City supports local agency responsibility for signal timing and working with neighboring agencies to improve corridor operations.

12 MEASURE M2 REGIONAL TRAFFIC SIGNAL

SYNCHRONIZATION PERFORMANCE
The City of Placentia's Traffic Signal Synchronization Program has enabled the City to upgrade aging signal infrastructure that otherwise is difficult to fund locally. Participation in regional efforts has been a great benefit to the City of Placentia as synchronization projects have improved traffic circulation and reduced congestion while allowing the City to replace and upgrade outdated and malfunctioning traffic signal system equipment.

Using the TMC, City staff can monitor synchronized corridors from City Hall and remotely modify timing as needed to address traffic needs. The efficiency of timely modifications improves traffic flow and service to the community. The traffic signal synchronization program and recently completed synchronization projects have improved traffic flow throughout the City. Upon completion of the OC Bridges grade separation projects, traffic patterns and flows have stabilized for ongoing evaluation and refinement by the City.

The City's approach to updating timing plans is to review traffic patterns on an annual basis. In combination with citizen comments and/or complaints, the City's Traffic Engineer also reviews timing charts and traffic patterns. The City's Traffic Engineer consults with the City's traffic signal maintenance contractor and decides if traffic timing should be adjusted. Additionally, the City's Traffic Engineer reviews potential for timing changes as part of and following completion of City Capital Improvement Projects.

Since 2011, OCTA has prepared a biannual Corridor Operational Performance Report (COPR) to conduct an evaluation of the corridor operational performance for 770 miles or arterials in the Orange County Synchronization Network. The most recently available COPR is dated 2021, and OCTA has provided a map showing the results of the performance evaluation that is specific to the City of Placentia.
