City Council Agenda

STRATEGIC PLAN STATEMENT:
There is no specific City Council adopted 5 -Year Strategic Goal or objective related to this agenda item.
DISCUSSION:
The City owns and maintains 1,800 sewer manholes located throughout the City's sanitary sewer system. Insects are known to inhabit sewer collection systems and can often make their way to the surface causing nuisance, health, and other sanitary problems above ground. Routine spraying of pesticides within the walls of manholes can minimize and/or eliminate insect infestation. Staff has observed an increase in the cockroach population in the City's sanitary sewer system over the last several years. Insect activity is detected during routine sewer line cleaning and in response to resident complaints. A proven method for the control and elimination of cockroaches in sewer systems is through the application of a pesticide known as INSECTA.
INSECTA is an Environmental Protection Agency approved chemical manufactured by JABco and is the only spray -on insecticidal latex coating product registered for use in sewer systems.
The product is applied to the top seven (7) feet of the interior wall of a sewer manhole shaft and when a cockroach comes into contact with INSECTA, it will die within a 48-hour period. JABco has granted sole distribution and application licensing to Golden Bell in California since 1997.
Golden Bell contracts with 120 agencies throughout California for these services. To verify the validity of their product's effectiveness, Staff followed up with reference checks from the Cities of Anaheim, Bellflower, Orange, and the Orange County Sanitation District. Golden Bell received favorable reviews from these local agencies. The contract scope of work will provide for cleaning, debris removal, and pesticide spraying of the sewer manholes. The contractor will spray 950 manholes in year one followed by the remaining 850 manholes in year two. Golden Bell will provide a warranty of the pesticide spraying for up to 18 months including retreating areas at no charge to the City.
Per Placentia Municipal Code Section 3.08.070, the City is allowed to procure goods or services outside the formal bid process, when the commodity can be obtained from only one (1) vendor.
Based upon the sole -source licensing of a pesticide specifically utilized to treat sewer manholes and reference checks, Staff recommends the City Council award an agreement to Golden Bell to provide these services.
FISCAL IMPACT:
The agreement with Golden Bell is for an annual not -to -exceed amount of $22,800, the term of the agreement is three (3) years for a cumulative three-year not -to -exceed contract amount of $68,400 with the option to extend for one (1) additional two-year term based upon contractor performance and at the discretion of the City. The cost for these services was included in the Fiscal Year 2023-24 Sewer Maintenance Fund Budget. If the contract is approved, Golden Bell will provide these services beginning in October 2023.
