SUMMARY:

The Scope of the Fiscal Year ("FY") 2022-23 Street Rehabilitation Project entails the rehabilitation of several arterial, collector and residential streets totaling 1.4 million square feet of roadways. In general, the work consists of pavement reconstruction; replacement of damaged sidewalk, curb, and gutter; installation of new concrete bus pads; and new signing, striping, markings, and pavement legends. The location and limits of the work include Orangethorpe Avenue (East of Placentia Avenue to West of Kraemer Boulevard), Crowther Avenue (East of Placentia Avenue to East of 57 Freeway Overpass), Bradford Avenue (North of Chapman Avenue to South of Yorba Linda Boulevard), Kraemer Boulevard (South of Chapman Avenue to South of Yorba Linda Boulevard) in addition to five residential cul-de-sac streets in the neighborhood east of Kraemer Boulevard (between Bastanchury Road and Yorba Linda Boulevard). (Attachment No. 3) There was an Additive Bid "B" Schedule that included the rehabilitation of Chapman Avenue (East of Placentia Avenue to West of Kraemer Boulevard). Unfortunately, that portion of work would increase the budget by an additional $1.1 million, in order to keep this project within our current budget, it will need to be constructed as part of the next street rehabilitation project.

The City solicited competitive bids for the project. A total of six (6) bids were received for this project on October 5, 2023. These bids consisted of two portions: Bid "A" + Additive Bid "B". The total of both bids was used as the basis in determining the low bid for this project. The contract will only be for the amount represented by Bid "A". The low bid received from R. J. Noble Company was found to be the lowest responsive and responsible bid received. Staff recommends that City Council award a construction contract to R. J. Noble Company ("RJ Noble") in the amount of $5,383,306.25.

This bid also includes an active alternate bid item for protecting the fiber network that was recently installed by SiFi Network. The bid amount received for protecting the fiber lines will be billed to SiFi to cover this cost. In addition to the construction cost, a ten percent (10%) construction contingency amount of $538,330.63 is provided to cover any unforeseen conditions found during construction. The total construction contract cost including contingency amounts is $5,921,636.88.

RECOMMENDATION:

It is recommended that the City Council take the following actions:

1. Approve the Engineered Plans and Specifications prepared by Transtech, Inc. for the FY 2022-23 Street Rehabilitation Project No. 1301; and

2. Approve a Public Works Agreement with R. J. Noble Company for the FY 2022-23 Street Rehabilitation Project in the amount of $5,383,306.25; and

3. Reject all other bids received and authorize return of the bid bonds; and

4. Authorize the City Administrator to approve contract change orders up to ten percent (10%) of the contract amount, or $538,330.63, for a total construction contract not -to - exceed amount of $5,921,636.88; and

5. Approve a Cooperative Agreement with the City of Anaheim for the construction cost for Anaheim's share of the project that is estimated to be $200,000, with the final cost to be based on the actual bid received and final construction contract costs; and

6. Adopt Resolution No. R-2023-81, A Resolution of the City Council of the City of Placentia, California authorizing a budget amendment in Fiscal Year 2023-24 in compliance with City Charter of the City of Placentia §§1206 and 1209 pertaining to appropriations for actual expenditures; and

STRATEGIC PLAN STATEMENT:

This item conforms to Strategic Plan Goal 5 and Objective 5.8, Implement the 2022 Pavement Management Plan Report to prioritize streets and roads.

DISCUSSION:

The Scope of Work for the Fiscal Year 2022-23 Street Rehabilitation Project includes several arterial, collector and residential streets that entails pavement reconstruction; replacement of damaged sidewalks, curb, and gutter; installation of new concrete bus pads; and new signing, striping, markings, and pavement legends. A total of 1.4 million square feet of roadways will be rehabilitated as part of this project.

On October 5, 2023, the City received six (6) bids from contractors to construct the project. The following table provides the total bid amounts received from each contractor:

Contractor Bid "A" Amount
RJ Noble $5,383,306.25
All American Asphalt $5,589,969.40
Hardy & Harper, Inc $5,994,000.00
Sequel Contractors, Inc $6,250,257.50
Onyx Paving Company, Inc $6,334,000.00
Sully -Miller Contracting Company $7,082,011.00
After reviewing the bids, it was determined that RJ Noble submitted the lowest responsible bid.

Staff reviewed and analyzed their bid proposal, and it was found to be responsive and valid. Based upon RJ Noble's reference check, submitted bid and City Staff's experience working with RJ Noble on similar projects in the past, Staff recommends awarding a construction contract to RJ Noble for the FY 2022-23 Street Rehabilitation Project.

FISCAL IMPACT:

The total construction cost for the Fiscal Year 2022-23 Street Rehabilitation Project amounts to $6,014,496.88. This cost consists of the bid amount submitted by RJ Noble in the amount of $5,383,306.25, a construction contingency in the amount of $538,330.63, and a Construction Inspection contract with Fountainhead in the amount of $92,860.
