Our Approach •
NEVER. STOP. LEARNING.1110
0 ur award-winning marketing and community outreach firm takes this mantra to heart. Each project, every community and each agency has its own story and respecting those voices has informed our expertise and taught us valuable lessons regarding the importance of creating dynamic communi- cation strategies. Ours is never a cookie -cutter approach.

Rather, our tailored strategies are dynamic road maps and continuously adjusted to meet your goals. We have successfully executed this approach many times and it has allowed us to build a wide regional support network that we can draw upon for the projects we undertake. This is what sets us apart.

While we approach each project with the individual attention it deserves, our experience and relationships are put at the client's disposal in a collaborative effort to create something unique to meet your specific objectives. We draw upon local history, institutional knowledge and professional acumen, as well as your key stakeholders to view data through a new lens, crafting your messages to be their most effective. We've experienced first hand how neighborhood characteristics, such as education and language, can be deeply polarizing even where geographic distance is relatively minor. Our past projects have taught us that these differences do not need to be impossible barriers but rather, unique differentiators.

We are excited to work with Pomona to develop a strong communications strategy that speaks to the heart of your target audiences in a manner that is respectful of your history and inclusive in its tone.

Communications LAB can't wait to get started!

JtL. Project Phases & Timeline
14Li
Once a project is awarded to our team, the Project manager will schedule an initial Kick -Off Meeting with the client to make formal introductions between assigned team members and confer on the project timeline and milestones. We will use this meeting to make initial decisions on the project management tool the client prefers to utilize and set parameters for information gathering. With these essential start-up tasks complete, a project moves forward smoothly in a highly accountable manner.

Our Project Manager will utilize the selected project tools, coupled with regular communications with the client, to monitor all aspects the process and provide real-time access and updates. This is especially important as we envision that the project phases to overlap. Our project manager adjusts project schedules, progress milestones and tasks assignments as feedback is received from the client or if priorities change.

For maximum efficacy, we have broken the overall project into three (3) distinct phases. As outlined below, these phases are: Research, Social & Digital Strategy and, Delivery. By moving through these phases with intention, we insure our ability to meet the client's timeline for project completion with timely deliverables.

Scoie o Work
In PHASE 1 I RESEARCH &ASCERTAINMENT
Following the initial Team Kick -Off Meeting, we launch into Phase One of our project which includes research and ascertainment asks. The goal is to have a complete, 360 -degree picture of what is needed and the landscape in which we are building the City's Communications Strategic Plan and messaging platform.

Doing so accomplishes several things:

1. Sets a new baseline for where growth, or obstacles, may lie.

2. Provides key insights into what messaging resonates with the various audiences the City wants to reach.

3. Provides initial metrics to evaluate success going forward.

ASCERTAINMENTS - EXTERNAL & INTERNAL
A component of our research centers on conducting external/internal ascertainments to develop a clear picture of where the areas of improvement efforts and what recommendations (if any) we should consider as we build a com- prehensive communications strategy for Placentia. Furthermore, these efforts will help define what new resources or problems should be understood moving forward.

Ascertainment are conducted as interviews with key stakeholders, pre -approved by the client team. Following the com- pletion of these interviews, and once the survey work is complete, we then develop recommendations for the Project Team in a timely manner so that the information maintains its value. It is our experience that assessments (and research in general) that drag on lose their significance and insight. Ascertainments will be invaluable to the development of a strategic communications program. Upon delivery, we want the recommendations to be thoughtful and defensible because it will be based on real data.

Questions used during the interviews will be standardized for all participants and will be vetted with the client prior to any interview being conducted.

Potential ascertainment interviewees may include:
• City Council Members
• City Manager
• City Department Heads
• City PIO
• City Program Leaders
• Chamber of Commerce Leaders
• Educational Leadership (K-12 & Colleges)
• Tourism Organizations & Leadership
• Local Realtors

COMMUNICATIONS AUDIT
Communications LAB intends to conduct a complete and exhaustive analysis of the City's current brand usage and the various channels by which it communicates. This Communications Audit is an assessment of the City's existing com- munications materials, strategies, tactics, media tools, messaging, frequency of the message, platforms, image/visual consistency, and metrics for measuring results.

We will consider the City's various audiences and provide a breakdown based on the efficacy of the communications program for each audience. This roadmap will be the foundation of our communications strategy to be delivered at the conclusion of Phase One. It is always an interesting exercise for an organization to see, in its totality, all the ways in which they touch their audiences. Are they consistent? What channels had the most reach? Which messages resonated most favorably?

In PHASE 2 I SOCIAL & DIGITAL REVIEW
As stated previously, our process begins with research. As part of the communications audit, our team conducts an internal audit of all your social media channels and analytics to determine how content is performing across platform.

Based on analysis of your content, reach and engagement, in combination with target audiences and objectives, we will then provide recommendations to enhance your social media strategy. Our team will also recommend any neces- sary A/B testing to determine how content is performing with your audiences. In conducting this assessment, we can then assist the City in the development of the following tools:

SOCIAL MEDIA CALENDARS
Communications LAB relies on comprehensive social media editorial calendars as a key tool for organizing and scheduling content on our client's social media channels. Typically built one to two months out and sent for review and approval well before implementation, the calendars allow us to maximize engagement, reach, and promotion of the content.

We will assist the City build on our assessment and communications strategy to increase your visibility on social media.

Our calendars include information on metrics such as post content, image/video attachments, links, copy, hashtags, and timing. It is also used to build content around topics, campaigns, and key dates. The editorial calendar allows clients to manage the approved social media strategy while our team is creating consistent and valuable content via a seamless workflow.

Content Creation, Graphic Design & Social Reels
Communications LAB has an entire department dedicated to content creation for social media. This team is focused on creating engaging content (such as images, videos, and written posts) and making it available to users on social media platforms driven by the strategy that is informed by research and developed collaboratively with the client. Our Digital Marketing team has become an award-winning group of professionals that includes graphic designers, videogra- phers, copywriters and strategists. Their expertise in content creation helps brands build visibility and attract more followers. It is an essen- tial element in increasing brand awareness and helping our clients better engage with their audiences.

Community Management
Communications LAB works with your internal teams to develop prepared language to engage your online community.

This language will include promotional, casual, and/or sensitive responses to a variety of topics. By creating these pre- pared talking points, your team will be able to engage your community on a daily basis without backlogging approv- als or posting comments and/or responses that are not aligned with the brand's positioning. This may include creating some auto -response messages to answer frequently asked questions.

Understanding the rules public agencies must follow is extremely important in engagements such as this. Many agen- cies pitch high-octane strategies for public agencies but if they don't know the legal consequences for improperly managing community comments, fancy tactics mean nothing.

Specific to the City's social media, Communications LAB has the ability to assign team members to provide assis- tance and training in this area, specifically in the area of online community management so that the City maintains an engaging presence with its target audiences through social media platforms. This includes responding to inquiries and comments, using analytics to monitor and measure success, providing relevant content, encouraging user generated content/interaction, creating relationships with key passion advocates, and utilizing social listening to understand audience sentiment.

Our methodology includes:

1. Establish a clear purpose and plan

2. Engage the audience frequently

3. Create meaningful content

4. Respond quickly

5. Encourage interaction

6. Analyze results

7. Leverage influencers (as needed)

8. Be proactive with reporting

9. Monitor industry -related conversations

10. Focus on quality over quantity
RFP Response Prepared By: Communications LAB 13

REPORTING & METRICS
Communications LAB takes great pride in carefully tracking individual campaigns and providing metrics to our clients that underscore the ROI of chosen tactics. We will help the team develop recognized standards in monthly KPI reports to accurately track reach, impressions, penetration, and message acceptance. Part of our deliverables will be to create the template the City team can use going forward to present consistent metrics.

Working with the client, evaluation tools and existing measurement systems will be discussed in detail. When appropri- ate, our team will recommend additional, critical measurement tools to provide the City with the most comprehensive and strategic insights. If course corrections are required at any given point in a project, we will never hesitate to act in the best interest of the client and provide a detailed consultation with the client utilizing accurate data so that a collabo- rative decision can be made.

We will provide a full presentation (inclusive of graphics illustrating results) once the research phase is complete. As stated previously, delivery of the updated strategic plan includes value-added training for your key spokespeople, providing them with new skills that will serve them well day-to-day or, should a crisis ever occur.

COMMUNICATIONS & BRAND STYLE GUIDE
Delivery of our final communications strategy will include a comprehensive Style Guide for use City-wide. These tools are important to create synergy throughout the organization and ensure that all public -facing team members are using the same playbook. The guide will outline how the City's brand and visual identity should be used in various contexts.

It will be a simple document for easy reference that outline standards for the written and visual elements of a City's brand and includes a company's logo, fonts, colors, photography, tone, and voice. It serves as a touchstone for how to communicate the City's brand identity and various elements are used in a consistent manner across all communications, channels, and platforms.

VALUE ADD 1 TRAINING

TEAM TRAINING (VALUE ADD)
Training internal teams about the new Communications Strategy and Style Guide is a value-added service provided by Communications LAB and an important step in our process. The guide may be introducing sub -brands for the City's var- ious departments so educating your teams on use of the new elements will insure consistency across the organization.

At one or more times of the City's choosing, the Communications LAB team will conduct internal trainings introducing these elements and assisting employees with finding the right fonts, colors, icons, etc., in the programs they use every day such as Microsoft Outlook, PowerPoint and, Word software.

LEADERSHIP TRAINING (VALUE ADD)
Communications LAB has developed a full media training
program for public agency leaders, including those elected to serve. For Communications LAB, one of our core values is to share our knowledge. We are inspired by communi-
cations and take great pride in our ability to train others to become better communicators. Training programs, semi-
nars, on -camera practice sessions and pre -debate practice sessions are all part of our toolkit. As a national member of the Public Relations Society of America, we have team members who have achieved national APR accreditation
and who lead certification training in turn. We have also developed a popular social media training program for
elected officials that provides clear definitions of appropri- ate use of these channels.

In April of that year, Barrios & Associates, LLC acquired the Media Relations and Public Outreach portfolio of Faubel Public Affairs. The acquisition increased the total number of employees to six including Brian Lochrie, Barrios' husband, who serves as the firm's president. Public Relations / Marketing Campaigns / Crisis Communications First tapped in 2019, Communications LAB works with the City of Huntington Beach to improve community outreach, communications, and counteract misinformation about the City. Working directly with the office of the City Manager, Communications LAB has made its team available in a wide variety of areas including:
crisis communications, graphic design, social media, video production, media training, event assistance, media relations, and more.

Over the past year, Communications LAB assisted the City in producing a series of Virtual Town Halls to connect residents with their city and county leaders and promote factual information about COVID-19, vaccinations, mental health awareness, and more. The Comm LAB team has also been asked to document city events and conduct interviews with local residents and businesses to share the stories of the "Real HB" to counter negative portrayals of the City at the national, state, and regional levels.

Shown below are a series of Comm LAB created street banners showcasing amazing places and assets around the City while the adjacent page highlights live, virtual events the agency has produced for the City.

Media Training
For Communications LAB, one of our core values is to share our knowledge. We are inspired by communications and take great pride in our ability to train others to become better communicators. Training programs, seminars, on -camera practice sessions and pre -debate practice sessions are all part of our toolkit.

As a national member of the Public Relations Society of America, we have team members, such as Justin Glover, who have achieved national APR accreditation and who leads certification training in turn. In addition, we conduct trainings for the tools we create, such as web and email.

For the City of Huntington Beach, and many of our other clients, we have been called upon to conduct extensive, multi -day media training and preparation with all of the city's elected officials and executive management. Our methodology involves providing on -camera exercises and review for the trainees to assess their on -air presence and track improvement
Destination Marketing
Huntington Beach is home to several world-class events that draw millions to the City each year including the World Championship of Surfing, Annual Pacific Airshow, BMX and Skateboarding competitions. Miles of public beaches and restored wetlands attract locals and tourist alike to spend their summers in Surf City U.S.A.

As part of our engagement with the City, Communications LAB has been called upon to maintain the City's external news website: Surf City Break and, last year, we assisted the City in creating its pitch deck and marketing materials for consideration by the U.S. Olympic Committee in a bid to host the 2028 Summer Olympic events for action sports in Huntington Beach.

January 2013 - 2022
Public Policy, Community Outreach, Social Media, Graphic Design, Video Production, Special Projects, Event Management, Crisis Communications.

Since 2022, Communications LAB has provided strategic communications support to the City of Cypress. Effectively serving as the City's public information arm, our team develops and implements communications and marketing efforts to highlight city news, services, programs, and special events (Spring Egg Hunt, Summerfest, Concerts on the Green, Salute to America, Cypress Run, State of the City, Women's Conference, Holiday Sing and more).

We have introduced several enhancements to improve the quality and reach of the City's communications, including the creation of a brand guide, adoption of a social media strategy, improved video production and streamlining the production of the City's newsletter.

As the City's digital storyteller, our team creates daily social media content (Facebook, Instagram, Twitter and YouTube) promoting programs, resources, services and events. We also produce bi-weekly "Minute with the Mayor" video seg- ments, a bi-weekly email newsletter, monitor social channels, respond to resident inquiries, and bring issues that need to be addressed to the attention of City staff. On a quarterly basis, City leadership receives reports on social media reach, engagement, and growth.

Working in conjunction with the City Manager and various City Departments, our team helps increase transparency by ensuring that the City's website and mobile app are up to date. In addition, we draft talking points, speeches, press releases, and proactively monitor news sites to stay on top of important topics that may affect the City of Cypress.

Our team has also executed citywide outreach campaigns to educate residents on the California Voting Rights Act and the 2022 Election.

By providing this broad range of communications support, we aim to keep the residents of Cypress informed and en- gaged.

In 2021, the City of Santa Ana in partnership with the City of Anaheim solicited to find a new contractor to manage and oversee the countywide Ready OC and See Something, Say Something programs funded by a grant from the federal government through Homeland Security. The search was the first time the programs had received new leadership in more than 10 years and Communications LAB was tapped to breathe new life into the emergency preparedness programs.

In nine short months, the Comm LAB team has conducted a massive overhaul of both programs that has included top to bottom strategy assessment, brand alignment, rebranding, new visual assets, two new websites, email outreach programs, partner development, microcampaigns and more. Of specific note, the Comm LAB team recognized the disconnect between the two program which kept the from efficiently working together. The See Something, Say Something was rebranded and relaunched under the name Safe OC at a press conference in early 2022. Together, the new programs have begun garnering attention countywide, drawing subscribers and impressive social media followings at a fastest pace in three months than either program had garnered in almost 10 years of existence.

In 2019, the North Orange County Public Safety Task Force, a collaborative partnership between 13 North Orange County Police Departments, tapped Communications LAB to spearhead a state effort to increase awareness for the grant -funded group and help ensure the group received monies in the next grant cycle.

Communications LAB developed a plan to conduct intense media relations activities and earned media strategies over a 1 -year period. The effort was so successful that the Task Force garnered $5 million in state and federal funding, far exceeding the initial $2 million grant funding.

In nine short months, the Comm LAB team undertook an aggressive video production schedule showcasing the organization's success and partners. Furthermore, the team rebranded the organization from Task Force to Collaborative and rolled out a powerful new image and messaging platform, completely rebuilt the agency's website and social media presence to foster media attention from Sacramento to San Diego. In late 2022, the Collaborative welcomed Governor Newsom for a media event broadcast statewide in which he lauded their efforts as a model for other agencies focused on fighting homeless.
