In the event that the Consultant fails to cure its default within such period of time, the City shall have the right, notwithstanding any other provision of this Agreement, to terminate this Agreement without further notice and without prejudice to any other remedy to which it may be entitled at law, in equity or under this Agreement.

Before execution of this Agreement by the City, the Consultant shall file with the Public Works Director/City Engineer the following signed certification:

I am aware of, and will comply with, Section 3700 of the Labor Code, requiring every employer to be insured against liability of Workers' Compensation or to undertake self-insurance before commencing any of the work.

The Consultant shall also comply with Section 3800 of the Labor Code by securing, paying for and maintaining in full force and effect for the duration of this Agreement, complete Workers' Compensation Insurance, and shall furnish a Certificate of Insurance to the Public Works Director/City Engineer before execution of this Agreement by the City.

The City, its officers and employees shall not be responsible for any claims in law or equity occasioned by failure of the consultant to comply with this section.

Neither the CITY nor any of its elected or appointed officials, officers, agents, employees, or volunteers makes any representation that the types of insurance and the limits specified to be carried by Consultant under this Agreement are adequate to protect Consultant.

If Consultant believes that any such insurance coverage is insufficient, Consultant shall provide, at its own expense, such additional insurance as Consultant deems adequate.

5.2. Endorsements. The commercial general liability insurance policy and business automobile liability policy shall contain or be endorsed to contain the following provisions as worded below:
(a) Additional insureds: "The City of Placentia and its elected and appointed boards, officers, officials, agents, employees, and volunteers are addition- al insureds with respect to: liability arising out of activities performed by or on behalf of the Consultant pursuant to its contract with the City; products and completed operations of the Consultant; premises owned, occupied or used by the Consultant; automobiles owned, leased, hired, or borrowed by the Consultant."
(b) Notice: "Consultant shall provide immediate written notice if (1) any of the required insurance policies is terminated; (2) the limits of any of the required polices are reduced; (3) or the deductible or self-insured retention is increased. In the event of any cancellation or reduction in coverage or limits of any insurance, Consultant shall forthwith obtain and submit proof of substitute insurance. Should Consultant fail to immediately procure other insurance, as specified, to substitute for any canceled policy, the City may procure such insurance at Consultant's sole cost and expense."
(c) Other insurance: "The Consultant's insurance coverage shall be primary insurance as respects the City of Placentia, its officers, officials, agents, employees, and volunteers. Any other insurance maintained by the City of Placentia shall be excess and not contributing with the insurance provided by this policy."
6 Rev. 08/2017

(d) Any failure to comply with the reporting provisions of the policies shall not affect coverage provided to the City of Placentia, its officers, officials, agents, employees, and volunteers.
(e) The Consultant's insurance shall apply separately to each insured against whom claim is made or suit is brought, except with respect to the limits of the insurer's liability.

5.3. Deductible or Self -Insured Retention. If any of such policies provide for a deductible or self-insured retention to provide such coverage, the amount of such deductible or self-insured retention shall be approved in advance by City. No policy of insurance issued as to which the City is an additional insured shall contain a provision which requires that no insured except the named insured can satisfy any such deductible or self-insured retention.

5.4. Certificates of Insurance. Consultant shall provide to City certificates of insurance showing the insurance coverages and required endorsements described above, in a form and content approved by City, prior to performing any services under this Agreement. The certificates of insurance and endorsements shall be attached hereto as Exhibit "B" and incorporated herein by this reference.

5.5. Non -limiting. Nothing in this Section shall be construed as limiting in any way, the indemnification provision contained in this Agreement, or the extent to which Consultant may be held responsible for payments of damages to persons or property.

Consultant agrees to submit to the personal jurisdiction of such court in the event of such action.

6.7. Assignment. Consultant shall not voluntarily or by operation of law assign, transfer, sublet or encumber all or any part of Consultant's interest in this Agreement without City's prior written consent. Any attempted assignment, transfer, subletting or encumbrance shall be void and shall constitute a breach of this Agreement and cause for termination of this Agreement. Regardless of City's consent, no subletting or assignment shall release Consultant of Consultant's obligation to perform all other obligations to be performed by Consultant hereunder for the term of this Agreement.

6.8. Indemnification and Hold Harmless. Consultant agrees to defend, indemnify, hold free and harmless the City, its elected and appointed officials, officers, agents and employees, at Consultant's sole expense, from and against any and all claims, demands, actions, suits or other legal proceedings brought against the City, its elected and appointed officials, officers, agents and employees arising out of the performance of the Consultant, its employees, and/or authorized subcontractors, of the work undertaken pursuant to this Agreement. The defense obligation provided for hereunder shall apply without any advance showing of negligence, recklessness, or willful misconduct by the Consultant, its employees, 8 Rev. 08/2017

and/or authorized subcontractors, but shall be required whenever any claim, action, complaint, or suit asserts as its basis the negligence, recklessness, or willful misconduct of the Consultant, its employees, and/or authorized subcontractors, and/or whenever any claim, action, complaint or suit asserts liability against the City, its elected and appointed officials, officers, agents and employees based upon the work performed by the Consultant, its employees, and/or authorized subcontractors under this Agreement, whether or not the Consultant, its employees, and/or authorized subcontractors are specifically named or otherwise asserted to be liable.

Notwithstanding the foregoing, the Consultant shall not be liable for the defense or indemnification of the City for claims, actions, complaints or suits arising out of the sole active negligence or willful misconduct of the City. This provision shall supersede and replace all other indemnity provisions contained either in the City's specifications or Consultant's Proposal, which shall be of no force and effect.

6.9. Independent Contractor. Consultant is and shall be acting at all times as an independent contractor and not as an employee of City. 6.10. PERS Eligibility Indemnification. In the event that Consultant or any employee, agent, or subcontractor of Consultant providing services under this Agreement claims or is determined by a court of competent jurisdiction or the California Public Employees Retirement System (PERS) to be eligible for enrollment in PERS as an employee of the City, Consultant shall indemnify, defend, and hold harmless City for the payment of any employee and/or employer contributions for PERS benefits on behalf of Consultant or its employees, agents, or subcontractors, as well as for the payment of any penalties and interest on such contributions, which would otherwise be the responsibility of City.

Notwithstanding any other agency, state or federal policy, rule, regulation, law or ordinance to the contrary, Consultant and any of its employees, agents, and subcontractors providing service under this Agreement shall not qualify for or become entitled to, and hereby agree to waive any claims to, any compensation, benefit, or any incident of employment by City, including but not limited to eligibility to enroll in PERS as an employee of City and entitlement to any contribution to be paid by City for employer contribution and/or employee contributions for PERS benefits.

All findings, reports, documents, information and data including, but not limited to, computer tapes or discs, preliminary notes, working documents, files and tapes furnished or prepared by Consultant or any of its subcontractors in the course of performance of this Agreement, shall be and remain the sole property of City. Consultant agrees that any such documents or information shall not be made available to any individual or organization without the prior consent of City but shall be made available to the City within ten (10) days of request or within ten (10) days of termination. Any use of such documents for other projects not contemplated by this Agreement, and any use of incomplete documents, shall be at the sole risk of City and without liability or legal exposure to Consultant. City shall indemnify and hold harmless Consultant from all claims, damages, losses, and expenses, including attorneys' fees, arising out of or resulting from City's use of such documents for other projects not contemplated by this Agreement or use of incomplete documents furnished by Consultant.

Consultant shall deliver to City any findings, reports, documents, information, data, preliminary notes and working documents, in any form, including but not limited to, computer tapes, discs, files audio tapes or any other Project related items as requested by City or its authorized representative, at no additional cost to the City. Consultant or Consultant's agents shall execute such documents as may be necessary from time to time to confirm City's ownership of the copyright in such documents.

6.13. Public Records Act Disclosure. Consultant has been advised and is aware that this Agreement and all reports, documents, information and data, including, but not limited to, computer tapes, discs or files furnished or prepared by Consultant, or any of its subcontractors, pursuant to this Agreement and provided to City may be subject to public disclosure as required by the California Public Records Act (California Government Code Section 6250 et seq.).

Exceptions to public disclosure may be those documents or information that qualify as trade secrets, as that term is defined in the California Government Code Section 6254.7, and of which Consultant informs City of such trade secret. The City will endeavor to maintain as confidential all information obtained by it that is designated as a trade secret. The City shall not, in any way, be liable or responsible for the disclosure of any trade secret including, without limitation, those records so marked if disclosure is deemed to be required by law or by order of the Court.

6.14. Conflict of Interest. Consultant and its officers, employees, associates and subconsultants, if any, will comply with all conflict of interest statutes of the State of California applicable to Consultant's services under this agreement, including, but not limited to, the Political Reform Act (Government Code Sections 81000, et seq.) and Government Code Section 1090. During the term of this Agreement, Consultant and its officers, employees, associates and subconsultants shall not, without the prior written approval of the City Representative, perform work for another person or entity for whom Consultant is not currently performing work that would require Consultant or one of its officers, employees, associates or subconsultants to abstain from a decision under this Agreement pursuant to a conflict of interest statute.

6.15. Responsibility for Errors. Consultant shall be responsible for its work and results under this Agreement. Consultant, when requested, shall furnish clarification and/or explanation as may be required by the City's representative, regarding any services rendered under this Agreement at no additional cost to City. In the event that an error or omission attributable to Consultant occurs, then Consultant shall, at no cost to City, provide all necessary design drawings, estimates and other Consultant professional services necessary to rectify and correct the matter to the sole satisfaction of City and to participate in any meeting required with regard to the correction.

If, and to the extent this Agreement incorporates by reference any provision of any document, such provision shall be deemed a part of this Agreement. Nevertheless, if there is any conflict among the terms and conditions of this Agreement and those of any such provision or provisions so incorporated by reference, the conflict shall be resolved by giving precedence in the following order, if applicable: This Agreement, the City's Request for Proposals, the Consultant's Proposal.

6.18. Costs. Each party shall bear its own costs and fees incurred in the preparation and negotiation of this Agreement and in the performance of its obligations hereunder except as expressly provided herein.

No waiver of any provision of this Agreement shall be effective unless in writing and signed by a duly authorized representative of the party against whom enforcement of a waiver is sought. The waiver of any right or remedy in respect to any occurrence or event shall not be deemed a waiver of any right or remedy in respect to any other occurrence or event, nor shall any waiver constitute a continuing waiver.

If any provision of this Agreement is determined by a court of competent jurisdiction to be unenforceable in any circumstance, such determination shall not affect the validity or enforceability of the remaining terms and provisions hereof or of the offending provision in any other circumstance. Notwithstanding the foregoing, if the value of this Agreement, based upon the substantial benefit of the bargain for any party, is materially impaired, which determination made by the presiding court or arbitrator of competent jurisdiction shall be binding, then both parties agree to substitute such provision(s) through good faith 11 Rev. 08/2017

Re: On -Call Development Plan Checking and Entitlement Review Services, RFQ No. PW -23-04 Dear Chris and other Selection Committee Members,
HR Green Pacific, Inc. (HR Green), as a company and team members, has decades of experience providing on-call development plan checking and entitlement review services to a multitude of southern California agencies including the City of Placentia. We realize that you are committed to keeping Placentia a pleasant place by providing a safe family atmosphere, superior public services and policies that promote the highest standards of community life. We are committed to moving forward your exceptional quality of life while preserving your outstanding amenities and beautiful environment. Partnering with you, HR Green will elevate your image as a prestigious community and will help maintain your open, honest, responsive services by providing exceptional service with our innovative, high-quality, and synergistic entitlement and plan review model.

Our Project Manager, Tina York, PE, has been providing the City of Placentia with plan review services for 10 years.

We know your city. Many of our key staff have served as Acting City Engineer for your city (Maria Doyle, PE) or as City Engineer to your neighbor (City of Fullerton - Derek Wieske, PE). We have also worked on several key city projects, such as the Transit -Oriented Development (TOD), Metrolink Station, and parking structure.

Our Understanding of the Scope of Work
HR Green prioritizes a staffing model that maximizes flexibility and responsiveness. Since 95% of our services are provided through on-call contracts to municipalities, we know it is crucial our staff be multi -faceted and provide maximum value by seamlessly transitioning between different duties, such as handling a variety of review types (private and public improvements) and/or a variety of plan types (grading, improvement, and survey). Because of our decades of experience serving public agencies and providing plan review services to Placentia and other municipalities. HR Green has the unique understanding of your needs. We provide constant communication and tremendous attention to detail—all within the promised turn -around time. We are committed to proactively impact Placentia for your residents, entrepreneurs, and investors. We will bridge the needs between your staff, project stakeholders, and the applicants to maintain project momentum and generate a product of which we are all proud.

Most of our team has an excess of 30 years' experience providing entitlement reviews and conditions of approval preparation and plan review for grading (mass, rough, and precise), erosion control, WQMP, hydrology and hydraulic studies, storm drains, streets, including street lights, signing and striping, traffic signals, traffic control plans, traffic studies), water, sewer and sewer studies, subdivision maps, and cost estimates, all supporting calculations, and fiber optics. Each entitlement project is reviewed so the project conforms to zoning, General Plan, and other City master plan documents. The review is written to provide clear direction for the development project. HR Green will submit all necessary documents to the City setting forth our findings and recommendations from an engineering perspective. The documents will include conditions of approval and mitigation measures tied to the development.

Each plan check project is compared to the appropriate Specific Plan (TOD requirements), the final map, and other improvement plans for the project to verify conformance and no conflicts. Utility plans are compared to the master plans. The plans also go through a thorough investigation for compliance to conditions of approval and comments/ coordination with other appropriate City departments, site plan/tentative map, federal, state, county, and City standards and regulations, municipal codes, ordinances, resolutions, statutes, policies, procedures, checklists, and City -approved format/preferences. Our survey review team provides review services for parcel and tract maps (tentative and final), right-of-way documents, legal descriptions, easements, dedications, ALTA survey maps, lot line adjustments, lot mergers, and reversion of acreage along with the required closure calculations. Each review is compared to the appropriate Specific Plan, tentative map, and other reference documents for the project to verify conformance and compliance to the subdivision Map Act, Land Surveyor's Act, mapping principles and practices and compliance to conditions of approval.

With our internal plan review coordination process, GreenTREx, and use of the Agiline Software, CityView36o° module, we provide a smooth conveyance of information between the City and HR Green and project stakeholders—all within the prescribed turnaround times. We understand that the maximum turn -around time for projects may vary. HR Green strives to beat all expectations. Entitlement review turn -around times are dependent on the complexity of the site. For plan checking, we will meet or beat a 10 working day turn -around schedule. HR Green has the depth of resources to meet or beat any requested expedited schedules,
Our Differentiators
Unparalleled Local Knowledge. Key HR Green plan check staff and subconsultants are familiar with Placentia's specific qualities and requirements. As a current plan review provider, we have reviewed key developments in the city. Under prior contracts with Placentia, our staff has provided administrative support and review of five major grade separation projects. We assisted in the coordination of projects with your neighbor, the city of Anaheim, the Orange County Transportation Authority (OCTA), and have served in key public works positions with the cities of Placentia and Fullerton.

Understanding Transit Oriented Developments (TOD). We are familiar with the importance of the TOD to the city. The TOD has its own standards to create a walkable neighborhood located near the Metrolink Station. This essential development will provide for a mixture of housing, office, retail, and other amenities, generating thousands of jobs and revenue to the city.

Comprehensive Placentia Experience. As well as being your current plan check provider, our Civil Plan Check Lead, Marla Doyle, PE, provided contract City Engineer services to the City. Bob Makowski, our Water Quality Lead, was a longtime City of Placentia employee providing WQMP reviews and overseeing the water quality program, Currently, our subconsultant, Dennis Janda, PLS, signs survey documents as the City Surveyor. We also provide on-call engineering, including the design of Old Town Streetscape Improvements.

Plan Check Proficiency. Our core plan review team members have combined over 100 years of engineering services dedicated solely to plan review—providing the experience for thorough and accurate reviews.

One -Stop Shop. Given our familiarity with the City's strategic vision, economic development strategic plan, and General Plan, we seamlessly provide entitlement review and development plan checking services.

Development Plan Checking and

HR Green has helped 50+ cities/counties achieve a 98%
turnaround review success rate by utilizing a combination of the same staff (on- and off-site), electronic plan review, digital commenting, continuous code training/workshops, pre -development meetings, staff augmentation reviews/
support, and ongoing collaboration with developers/engineers throughout the review process, Providing in-depth entitlement reviews and thorough plan reviews are essential for life safety and welfare of the public. We have no limits or
restrictions of how many entitlement or plan reviews
our staff can handle at one time. With offices and staff throughout Southern California and across the nation, we have a deep bench of reviewers available on an as -needed basis, Proven Process to Allocate Staffing
Resources
Green
HR Green believes that a proactive
approach to Quality Assurance/Quality
• 4Control (QA/QC) is essential to the
success of any project, and a formal QC process should be built into every project undertaken. Quality control is more of a philosophy than a separate set of tasks or activities, and a quality control plan is only the documentation of that philosophy and approach.

The most critical aspect of quality control includes
building quality into the project from the very
beginning. HR Green has built our QA/QC Program
for Plan Check Review into our standard process,
so that the quality of our services is automatically taken into account with every plan check we undertake. We
understand that quality is not a separate element or
distinct event that is added in at the last minute through reviews. The belief in the importance of quality control is part of our company's culture.

To help assure that submittals are properly handled, and work hours are optimized, HR Green has a proven internal plan review coordination process, GreenTREx, to make
certain that each plan received is properly processed and returned on time. Our GreenTREx development review
process/program allows us to efficiently complete plan
tasks concurrently. This is a formalized and integrated process whereby Technician data input and processing,
Review, and Experienced professional staff manage
quality control functions that are consistently implemented Entitlement Review + Staffing
on each and every project. This allows multiple HR Green staff to assist at any point during the processing, review, and approval phases.

The Project Manager, as the person with overall
responsibility for the technical work, consistently monitors the entire QA/QC process. They are accountable for
project quality. On projects with greater complexity or size, the Project Manager can verify compliance with
the QC process by assigning QA Auditors to perform an
audit of the QC process prior to all milestone submittals.

If QA Auditors are not assigned, the QA audit is the
responsibility of the Project Manager.

Regardless, the QA audit will review all documents to
verify:
► All items have been checked, back -checked, rechecked, and reviewed with check prints filed.
► Check prints and check print stamps were used,
s All computer generated calculations have been checked. ► Spot checking "original" documents to see that
corrections noted on check prints have been made and
to verify that client and regulatory review comments
have been addressed.
► Proper specifications are being used; i.e. specific forms corresponding to project funding, client -specific forms, etc.
► Proper CADD standards are being used whether they
are HR Green's or the client's standards.
► Proper design standards are being followed, The plan
and document submittal checklists have been reviewed
for completeness and checked off. These checklists will become a part of the quality control file.

The audits will include constructive criticism regarding such items as clarity, accuracy, completeness, guidelines, etc. The results of the audits will be documented and
communicated to all members of the project staff. Any
follow-up corrective activity required will be noted and initiated as appropriate.

An illustration of our GreenTREx process is on the next page.

E. Understanding of Scope of Work
Scalable Solutions to Enhance , "./.1 ntain Your Strategic Objectives The City of Placentia has a nearly 200 year storied
history. Having partnered with the City for nearly a decade (some staff served the City longer with other firms), we understand your development standards and requirements
as well as your key objectives to provide constructive and collaborative services. As a "pleasant" place to live, you require the teaming efforts of a consultant that will protect your quality of life while enhancing your service delivery.

HR Green's primary focus is to meet the City's goal
to maintain your high standards of community life
for residents and visitors by providing superior public safety, exceptional service delivery, and outstanding
amenities. Your goals will be met through our dynamic and progressive practices. We have built proven processes
that have been effectively utilized for 50+ federal, state, regional, and municipal clients nationwide.

Land Development Plan Check
"LEVELING UP" THE REVIEW PROCESS
HR Green has a proven internal plan review coordination process, GreenTREx (see page 11), which facilitates that each plan received is properly processed and returned on time. Our GreenTREx review process/program allows us to efficiently complete plan review tasks concurrently. This is a formalized and integrated process whereby Technicians manage data input and processing, the appropriate staff members Review, and Experienced staff manage quality
control functions that are consistently implemented on
each and every project. This allows multiple HR Green
staff to assist at any phase of the processing, review, and approval.

PROCESSING NEW DEVELOPMENT/ENHANCING

COMMUNITY ENGAGEMENT
Entitlement Review - Since maintaining an effective
entitlement process is critical to support a thoughtful community development program, HR Green will
work closely with Placentia's planning team, meet
with prospective developers and their engineers, and
participate in meetings early in the planning process to collaboratively shepherd projects through to construction.

Our team of engineers have taken projects from "cradle
to grave". We have worked with Planning Departments
in multiple agencies to move applications through the
entitlement process by writing the engineering Conditions of Approval and coordinating with the plan reviewers and field inspectors. We communicate often with Planning
Departments to develop a common understanding
of project goals, the entitlement process, and city
expectations to efficiently maintain project momentum.

HR Green embraces the future and is evolutionary,
bringing fresh and new ideas, using the latest technology, advanced permitting, and project software. Our plan check team has been providing electronic plan reviews for over two decades. While we still do the hard copy reviews when requested, well over 90% of our reviews are completed
electronically.

Civil Engineering Design Plans — Most of our plan
review team members have more than 20 years of
experience providing plan review for grading (mass,
rough, and detailed), erosion control, WQMP, hydrology
and hydraulic studies, streets, street lights, signing and striping, traffic signals, traffic studies, water and sewer plans and studies, storm drain studies, all supporting
calculations, and utility permits including small cell and fiber optics. Each plan is compared to the appropriate Site Plan, map, and other improvement plans for the project to verify conformance and no design conflicts, Water, sewer, and storm drain plans are compared to the master plans.

The plans also go through a thorough investigation for
compliance with the conditions of approval, Federal, State, County, and City standards and regulations, Municipal
Codes, Ordinances, Resolutions, policies, procedures,
checklists, and City approved format/preferences,

Subdivision Map Review — Our survey review team
is conversant in the requirements of the California
Subdivision Map Act, The review of each tentative
map, parcel or final tract map, legal description, lot
line adjustment and easement deeds include the
coordination of the documents submitted for review
(map, closure calculations, etc.) and compliance with
the City's Municipal Code, Resolutions, Specific Plans, Conditions of Approval, Tentative Map, checklists, and City approved format/preferences as well as Orange County
requirements.

All documents are turned around on-time or ahead of
schedule. The redlines, a comprehensive comment
letter, and checklist are provided to all stakeholders, if necessary. HR Green earnestly seeks to meet or beat your expectations. We are able to meet the most hard-hitting schedules with a near perfect track record. The County of Orange had an aggressive schedule and we have met or
beaten this schedule better than 98% of the time.

PLAN & ENTITLEMENT REVIEW METHODOLOGY
We are proficient in numerous electronic plan review
systems. This is critical on larger, multi -disciplined projects where there may be overlap between design
disciplines. Comments from each review are summarized
electronically by our staff. The designer can add responses to the plans or the corrections memo and include with
each submittal to verify that all comments have been
understood, accepted, and addressed. This approach has
been effective in resolving comments at early stages,
avoiding repeat comments by reviewers, and coordinating responses among disciplines.

STEP 1 - PRELIMINARY DISCUSSIONS
Prior to beginning our initial review project, the Plan Review Manager or Entitlement Task lead and Engineering Technician will review the submittal for completeness and areas of design concern. If necessary, we will conduct
a meeting or conference call with the applicant and
City staff to discuss the concerns, local code policies, documentation procedures, plan processing protocols,
plan review checklist items, and scheduling.

DTh
STEP 2 - INITIAL REVIEW
Once HR Green receives a complete set of plan
documents, we will perform our review in the agreed-
upon timeframe either writing conditions of approval for entitlement review projects or, checking for compliance to all applicable codes and standards plan checking projects.

All corrections are identified based on compliance with the following specified resources:
► City Standards, Codes, Ordinances, and Regulations
► Orange County Standards, Codes, Ordinances, and
Regulations
► Orange County Drainage Design Standards
► Orange County Hydrology Manual
► Orange County Local Drainage Manual
► Caltrans Highway Design Manual
► Caltrans Traffic Manual
► Caltrans Standard Plans & Specifications
► California Manual on Uniform Traffic Control Devices
► American Water Works Association Standards &
Guidelines
► State Water Resources Control Board Guidelines
► MS4 Permit
► Air Quality Management District requirements
Marked up plans, the corrections memo or draft conditions of approval, and a transmittal will be sent electronically (or by overnight if hard copy submittal) to the City and/or the applicant.

Page 15 ends

STEP 3 - RECHECKS
Upon receipt of the resubmittal package, we will verify that the resubmittal package is complete. We will
assign the package to the same reviewer who provided
the prior review and perform a recheck in the agreed-
upon timeframe. This process will be repeated until the project plan documents are ready to be conditioned or
recommended for approval.

Upon completion of the plan review, should there be a
significant amount of comments still to be addressed
or if there is a significant issue, a meeting between
our staff, the City, applicant and their representatives will be coordinated so that all parties understand the
expectations,
STEP 4 - FINAL CONDITIONS OR PLAN APPROVAL
Once all comments have been addressed, HR Green will
provide the City with the final conditions of approval for our entitlement reviews or a letter recommending plan
approval for plan reviews.

As part of the City reorganization in early 2013, staffing in the Development Services Division of Public Works was reduced in recognition of the much lower level of private development at that time. Later that year, private development activity increased significantly, resulting in the need to increase the City's engineering plan check capacity.

HR Green was selected to provide engineering plan check services on an as -needed basis using the City's TRAKIT program and Blueheam Revu software clue to our demonstrated expertise in local hydrology, which has proven invaluable in plan checking certain development projects, as well as our experience in full service engineering plan check of diverse development projects.

HR Green has continuously provided full-service civil plan check services for commercial, residential, and custom home site projects involving coordination with Coachella Valley Water District requirements (100+ projects since 2013). We have helped to redevelop City standards and checklists and to update bulletins and calculation documents.

Currently, HR Green is reviewing all the precise grading plans for the entire SilverRock site, which is being expanded to include two premier hotel brands, Montage and Pendry, a conference center, a new golf clubhouse, and a limited number of branded single-family homes, condominiums, and bungalows to deliver a world-class destination in the region.
