Scope of Work
Street Name Sign Inventory / Management Tasks
TASK 1: Kick-off Meeting
The first step in implementing a successful traffic control device inventory program truly resides in frequent communication and timely scheduled data updates. For the City of Placentia, it will be essential to establish, up front, the Public Works, Traffic and Maintenance management priorities. Our team will set a Project Kickoff meeting to discuss and review the expectations of the project, technical approach and the review of schedule and budget.
This effort will build consensus between the Traffic, Maintenance and Public Works departments as well as build a stronger maintenance / replacement program.
The key topics to be discussed will include the review and assessment of the existing sign data, sign data attributes, recently replaced signs, data quality and condition.
During the project several project status meetings will be held to ensure that the major scope tasks and project schedule are being adhered too.
TASK 2: Conduct Street Name Sign Inventory
Bucknam staff is very familiar with the Placentia street network due to our current support of the City's pavement management program. This familiarity with the network gives our firm the unique ability to immediately set public street surveys in motion.
Definition of Sign Attributes
We have included below the typical street name sign attributes collected during our surveys. Our Project Manager will work with Mr. Chris Tanio in defining what attributes will be collected and associated with each street name sign location. These attributes typically include:
• Street Name Sian Inventor,
o Sign ID and # of signs
o Sign text
o Pole ID, Post type, post count, cluster (grouping)
o Street name, cross street, street side
o General sign condition (Poor, Fair, Good)
o Standardized comments (missing sign, bent pole, etc.) The City includes 131 miles of streets that include approximately 2,800 street name signs.
Through our discussions with City staff we have indicated that we will provide the following assessment inventories:
• Perform a Street Name Sign Inventory to ensure data accuracy, reliability and use; o Data collection will include all Street Name Signs only 1-1
Scope of Work
o Verify / Correct existing sign location data (if any) Through the use of our Field Map GIS mobile application we will identify Arterial/Collector and Local signs. All street name sign data becomes property of the City.
Each asset location will be represented with a GPS point based on the assets definition. All captured sign data is captured and exported to ESRI GIS Enterprise software for quality control and review. All data collected can easily be imported into Excel and ESRI based software's such as Field Map, Collector, ArcGIS Online.
Establishment of QA/QC Plan
We will use a statistical sampling approach for measuring the quality of our field technician's work. In this manner, five (5) percent of the original surveys will be re -assessed by an independent survey crew and the results will be compared to the original surveys.
Our QC process involves checking the field crews' work in a "blind study" fashion. Quality control checks will be performed multiple times throughout the survey schedule. This will ensure that all field personnel are properly collecting street name sign attributes and quantities along defined segments. We will make sure that all street name sign assets are projected with the proper coordinate and projection system; the City's street centerline and parcel layer will be used for this effort as well.
It is our understanding the City is currently managing their GIS data through ESRI's ArcMap/ArcGIS Online software, Bucknam will provide the updated street name sign data to the City in the proper format to ensure its validity and use. This will be completed by working with current GIS/IT staff.
TASK 3: GIS Delivery / Integration of Sign Assets
Anytime during the survey efforts and/or once data collection efforts are complete, we will provide our mapping/reporting deliverables to the City for review, comment and approval:
• Citywide Placentia Street Name Map Atlas Book
• Street Name Sign Inventory report (Excel) demonstrating all signs that were located along with their associated attribute data
• Final GIS data for integration within the City's GIS Enterprise 1-2
