CITY COUNCIL

CITY ADMINISTRATOR

DEPUTY CITY ADMINISTRATOR/PUBLIC SERVICE AND INFRASTRUCTURE NOVEMBER 21, 2023

APPROVAL OF RESOLUTION AUTHORIZING GRANT APPLICATION AND

SUPPORT FOR KRAEMER BOULEVARD/GLASSELL STREET/GRAND

AVENUE (KGG) REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROJECT There is no fiscal impact associated with the recommended action.

On August 14, 2023, the Orange County Transportation Authority (OCTA) issued the 2024 Call for Projects for the Regional Traffic Signal Synchronization Program (RTSSP) or Project "P" funded through Measure M2. OCTA considers coordinating traffic signals across jurisdictional boundaries a major component in enhancing County -wide traffic flow and reducing congestion.

Traffic corridors considered for grant funding are reviewed for high traffic volumes and the measurable benefit of interagency signal synchronization. The proposed RTSSP project along the Kraemer Boulevard corridor involves the cities of Anaheim, Orange, Placentia, Brea, and Santa Ana. OCTA has requested a resolution of support from each respective City Council for an RTSSP project along the Kraemer Boulevard corridor. This action will adopt a resolution authorizing the application and support for this project.

RECOMMENDATION:

It is recommended that the City Council take the following action:

Adopt Resolution No. R-2023-87, a Resolution of the City Council of the City of Placentia, California authorizing an application and support for the Kraemer Boulevard/Glassell Street/Grand Avenue (KGG) RTSSP for funds from the Orange County Transportation Authority under the competitive Measure M2 Regional Transportation Signal Synchronization Program.

STRATEGIC PLAN STATEMENT

DISCUSSION:

The Comprehensive Transportation Funding Programs (CTFP), administered by the OCTA, has been developed to help fund City improvement projects throughout Orange County. OCTA has issued the 2023 CTFP CaII for Projects for funding under the Project RTSSP. This call is to fund projects for a three-year period with implementation in the first year and signal monitoring for two (2) subsequent years. In June 2023, the City Council adopted Resolution No. R-2023-46 to approve the City's Local Signal Synchronization Plan (LSSP) as part of the Measure M2 Eligibility Process. The LSSP identifies traffic signal synchronization routes including all elements of the Regional (countywide) Signal Synchronization Network located within the City.

Placentia is eligible to apply for and compete with other cities within Orange County for funding signal synchronization projects under the RTSSP. The project must be on a priority corridor network, or the signal synchronization network identified in the Regional Traffic Signal Synchronization Master Plan or the Master Plan of Arterial Highways. Furthermore, the project must be multi -jurisdictional and have documented support from all participating jurisdictions. The RTSSP requires that all participating local agencies provide minimum matching funds of twenty percent (20%) for each project. The matching funds may be from local funds or in-kind services from local agency staff.

OCTA, in conjunction with the cities of Santa Ana, Anaheim, Orange, Placentia, and Brea ("Cities") have determined the Kraemer Boulevard/Glassell Street/Grand Avenue (KGG) to be a corridor in Orange County worth consideration for Measure M2 funding. The proposed project is between Kraemer Boulevard/Lambert Road in the City of Brea and Grand Avenue/Dyer Road in the City of Santa Ana. In Placentia, the corridor starts at Golden Avenue, and it includes eleven (11) signals. The project is in collaboration with the Cities of Brea, Orange, Anaheim, Santa Ana, and the State of California Department of Transportation. This project will be led and implemented by the City of Santa Ana.

The RTSSP projects allow agencies to implement traffic signal timing coordination and communications equipment improvements along the corridor. If this project is selected for funding, the City of Placentia will modernize existing traffic signal technology at various signals. Some of these improvements will include new traffic signal controllers and cabinets, fiber optic, video vehicle detection, CCTV camera, audible pedestrian push button, and new workstations for the Traffic Management Center. These improvements will help ensure the signals along each corridor can facilitate and operate with optimized synchronized timing.

The estimated cost of the traffic signal improvements for the City's portion of the project amounts to $959,750, of which OCTA will cover 80% of the cost through the Measure M -funded RTSSP Grant Program. The City's share of this cost amounts to 20% or $191,950. The total estimated cost of the project for the entire corridor amounts to $ 5,809,030, of which OCTA would cover 80% or $4,647,224.

The KGG RTSSP grant application was submitted on October 26, 2023. A resolution by the City Council is required to affirm and formally authorize the submittal of the grant funding application (Attachment 1). Should the project be awarded this grant by OCTA next spring, Staff will return to

the City Council with a Cooperative Agreement between the Cities which will outline each agency's responsibilities and financial commitment. In addition, the project will be added to the City's Capital Improvement Program Budget as part of the annual budget preparation process.

FISCAL IMPACT:

There is no fiscal impact associated with the recommended action. Should the project be awarded grant funding in spring 2024, the City would not receive any invoices for the project cost until late 2025, when construction of the project is expected to be completed. Staff proposes to include this project in the FY 2024-25 Capital Improvement Program Budget for the City's share of the project cost, which is estimated to be $191,950, to be funded with a combination of Gas Tax and AB 2766 Air Quality Subvention Funds. The City of Santa Ana will act as the lead agency for implementation of the proposed project.
