SUBJECT: APPROVAL OF FINAL TRACT MAP NO. 19251 FOR THE DEVELOPMENT OF AN APPROXIMATE 0.40 ACRE SITE WITH 12 RESIDENTIAL TOWNHOME
CONDOMINIUM UNITS LOCATED ALONG THE WEST SIDE OF VAN BUREN STREET AT 503 AND 513 SOUTH VAN BUREN STREET

SUMMARY:
On January 10, 2023, the City Council approved Tentative Tract Map No. TTM 19251 for the development of an approximate 0.40 gross acre site with 12 residential townhome units located at 503 and 513 South Van Buren Street. This development includes two (2) three-story, multi- family buildings consisting of 12 for -sale residential town -home units and associated hardscape and landscaping improvements that will be utilized for a private internal street system, outdoor parking, and pedestrian walkways, including landscaping for the property perimeter and passive and non -passive open space areas.
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Approve Final Tract Map No. 19251, subject to final review and approval by the County Surveyor; and
2. Accept the offers of easement dedication for emergency access, and accept the easement dedications for the Public Roadway and Utility improvements; and
3. Authorize the Mayor and City Clerk to execute a Subdivision Improvement Agreement, in a form approved by the City Attorney for public improvements associated with Tract Map 19251; and
4. Authorize the City Clerk to sign Final Tract Map No. 19251.

DISCUSSION:
Placentia Municipal Code (PMC) Section 22.76.070 requires the Planning Commission to take action to recommend to the City Council conditional approval or denial of a proposed subdivision map. On December 13, 2022, the Planning Commission voted 5-0-1, to recommend approval of Tentative Tract Map No. TTM 19251. At the same meeting, the Commission reviewed and approved Development Plan Review (DPR) No. 2022-03 and Use Permit (UP) No. 2022-04 to permit the development of an approximately 0.40 -gross acre lot for the construction of two (2), three-story, multi -family buildings consisting of 12 residential townhome units and associated hardscape and landscape improvements. On January 10, 2023, the City Council approved TTM 19251 as Phase II into the Hudson development that is currently in construction.
All conditions imposed upon the subject tract have been met pursuant to Section 66473.5 of the California Government Code, including the provisions for the design and improvements of the proposed subdivision. The proposed project is consistent with the City's General Plan and meets the minimum development standards of the PMC. The recommended actions will accept Final Tract Map No. 19251 and all the easement dedications for emergency access and the Public Roadway and Utility improvements, as shown and documented on the final map.
