AMENDMENT NO. 2 TO PROFESSIONAL SERVICES AGREEMENT WITH
PEOPLE ASSISTING THE HOMELESS (PATH) FOR THE OPERATION OF
FOUR MONTHS OF THE YEAR-ROUND NAVIGATION CENTER/EMERGENCY SHELTER LOCATED AT 731 S. MELROSE STREET
EXPENSE: $916,495 PLACENTIA REGIONAL NAVIGATION CENTER FUND REVENUE: $916,495 NORTH SERVICE PLANNING AREA CITIES MOU The North Orange County Service Planning Area ("North SPA") received Homeless Emergency Aid Program (HEAP) funding to open Navigation Centers in the Cities of Placentia and Buena Park. The North SPA is comprised of the Cities of Anaheim, Brea, Buena Park, Cypress, Fullerton, La Habra, La Palma, Los Alamitos, Orange, Placentia, Villa Park, Stanton, and Yorba Linda. The Placentia Navigation Center ("Center") is located at 731. S. Melrose Street. The Center is one of the two (2) facilities serving the North SPA. The Center along with the other North SPA site in Buena Park, addresses a comprehensive regional solution in North Orange County to provide supportive services to individuals experiencing homelessness.
The City of Placentia has released a formal Request for Proposals (RFP) for the selection of the Center Operator on February 5, 2024. As the RFP is still open, the City has determined that the current provider experienced in providing homeless services would be the most effective approach for the management of the daily operations of the Center for the duration of the RFP process.
Both parties have agreed to a limited four (4) month extension for up to six (6) months to streamline the transitionary period between the PATH departure and the hiring of a new service provider. The compensation paid for the four (4) month extension is a total cost not to exceed of $916,745. Should it be necessary to extend, the cost for the additional two (2) month extension would total an amount not to exceed $ 458,255.
RECOMMENDATION:
It is recommended that the City Council consider the following actions based upon staff's recommendation:
1.1. March 19, 2024
City Council Agenda
March 19, 2024
1. Approve Amendment No. 2 to the Professional Services Agreement with People Assisting the Homeless (PATH) for the operation and management services of the Placentia Navigation Center for an additional four (4) month term ending on July 31, 2024, in the amount not to exceed of $916,495; and
2. Authorize the City Administrator to approve eligible contract term extensions for two (2) month extensions up to six (6) months in an amount not to exceed $458,255, based upon contractor performance and at the discretion of the City; and
3. Adopt Resolution No. R- 2024-19, A Resolution of the City Council of the City of Placentia, California authorizing a budget amendment in Fiscal Year 2023-24 in compliance with City Charter of the City of Placentia §§1206 and 1209 pertaining to appropriations for actual expenditures; and
4. Authorize the City Administrator and/or his designee to execute all necessary documents, in a form approved by the City Attorney.
DISCUSSION:
PATH made the decision to not exercise the option for the two (2) year extension, therefore the City released a Request for Proposals (RFP) on February 5, 2024. The City determined that the current provider experienced in providing homeless services would be the most effective approach for the management of the daily operations of the Center for the duration of the RFP process.
PATH provided the City with an extension option to continue services throughout the transitory period. The extension option is for four (4) months, with the option to go month to month for up to a total of six (6) months. This includes a one-month transitory period where PATH and the new provider selected through the RFP process will work collaboratively to transition services of the Navigation Center.
The cost of the PATH extension contract will be split between the 12 North SPA cities based upon the formula from the N -SPA MOU.
The table below depicts the current four (4) and six (6) month costs compared to the proposed four (4) and six (6) month cost with the percentage per the MOU.

On April 2, 2019, the City Council approved a Memorandum of Understanding (MOU) for the North SPA to establish a multi -jurisdictional approach for the operation of "Navigation Centers." The compensation paid for the four (4) month extension is a total cost not to exceed of $916,745. Should it be necessary to extend, the cost for the additional two (2) month extension would total an amount not to exceed $ 458,255.
