$148,500 FY 23-24 CIP BUDGET (799800-6750 J/L 243301-6750) SUMMARY:
The scope of work for this project consists of repairing two collapsed sewer lines identified by City Maintenance Staff within the Old Town area that need immediate repair. One location is on Center Street, east of Bradford Avenue, and the other location is on Camarillo Street. As a part of Golden State Water Company's (GSWC) Bradford Transmission Main Project, they are installing a new water transmission main on Bradford from Chapman to Santa Fe and a new distribution main at the alley to the west of Bradford from Chapman to Santa Fe. This action provides the City with an opportunity to advance much needed sewer repair work and achieve some cost efficiencies by utilizing GSWC's contractor, Big Ben Engineering whom is already mobilized on site, to perform sewer repairs near their project limits.
The construction cost for this work amounts to $135,000 and covers the cost of all sewer removals, replacement, and repairs. The total construction cost is $148,500 and includes the cost proposal provided by Big Ben Engineering and a construction contingency amount of 10%.
Staff recommends that the City Council award a Public Works Agreement to Big Ben Engineering to complete this project.

STRATEGIC PLANNING STATEMENT
There is no specific Strategic Plan Goal or Objective associated with this agenda item.
DISCUSSION:
As part of the Golden State Water Company's (GSWC) Bradford Transmission Main Project, they are installing a new water transmission main on Bradford Avenue from Chapman Avenue to Santa Fe Avenue and a new distribution main at the alley to the west of Bradford Avenue from Chapman Avenue to Santa Fe Avenue. The water transmission main work includes approximately 1,450 feet of 12" polyvinyl chloride (PVC) pipe on Bradford and approximately 2,000 feet of 8" ductile iron pipe (DIP) at the alley just west of Bradford Avenue. This ongoing work provides an opportunity for the City to advance much needed sewer repair work by capturing economies of scale by allowing GSWC's contractor, Big Ben Engineering, to repair two collapsed sewer lines identified by City Maintenance Staff within the Old Town area that are in need of immediate attention. One location is on Center Street, east of Bradford Avenue, and the other location is on Camarillo Street. Given the sensitive nature of the sewer repairs, Staff recommends that these repairs be advanced as soon as possible.
The construction cost for this work amounts to $135,000. The total construction cost is $148,500 and includes the cost proposal provided by Big Ben Engineering and a construction contingency amount of 10%. Staff recommends that the City Council award a Public Works Agreement to Big Ben Engineering in the amount of $135,000 to complete this project.
FISCAL IMPACT:
The total construction cost for this work amounts to $148,500. This cost consists of the proposal submitted by Big Ben Engineering in the amount of $135,000 and a construction contingency in the amount of $13,500. Staff has carefully reviewed the cost proposal provided by the contractor and found it to be reasonable for the work to be provided. This project was exempt from following typical bidding procedures, pursuant to City Municipal code § 3.08.070, due to the emergency nature of the repair, which required the work to be performed by the nearest available source.
Sufficient funds are budgeted and available in the FY 2023-24 CIP Budget to cover this expense.
As such, sufficient funds exist for the recommended actions.
