AGENDA REPORT
SUBJECT: AGREEMENT WITH ALL CITY MANAGEMENT SERVICES, INC. FOR

CROSSING GUARD SERVICES
FISCAL
IMPACT: EXPENSE: $100,116 FOR FISCAL YEAR 2024-2025 BUDGET $105,494 FOR FISCAL YEAR 2025-2026 BUDGET
$112,169 FOR FISCAL YEAR 2026-2027 BUDGET
BUDGETED: $100,116 (103047-6290) FOR FISCAL YEAR 2024-2025 BUDGET SUMMARY:

The Placentia Police Department administers the crossing guard services contract. The City continues to provide crossing guard services at five (5) predetermined locations. Consistent with previous years, the Placentia-Yorba Linda Unified School District provides crossing guards at an additional 11 locations. This action would authorize the City to enter into an agreement with All City Management Services for a three-year term ending June 30, 2027, with two (2) additional one-year extensions, to be exercised at the sole discretion of the City of Placentia.

RECOMMENDATION:

It is recommended that the City Council take the following actions:

1. Approve the Agreement with All City Management Services, Inc. for a three (3) -year term ending June 30, 2027, with two (2) additional one-year optional extensions, for amounts not to exceed $100,116 (FY 2024-2025), $105,494 (FY 2025-2026) and $112,169 (FY 2026-2027); and

2. Authorize the City Administrator to execute the necessary documents, in a form approved by the City Attorney.

DISCUSSION:

This item conforms to Strategic Plan Goal 2, Ensure that Public Safety Continues to be a High Priority.

All City Management Services have continuously provided crossing guard services to the City and Placentia-Yorba Linda Unified School District. (PYLUSD), with the City funding five (5) predetermined locations and the PYLUSD funding the other 11 locations. These areas are

locations that provide the greatest benefit to the community based on analysis previously conducted by the City Engineer.

Placentia Municipal Code Section 3.08070(6) allows City Staff to procure goods or services outside the formal bidding process when the product or service can only be provided by one vendor. As All City Management Services already provides crossing guard services to the PYLUSD, it is beneficial to maintain consistency across the Placentia jurisdiction by also utilizing the same company for the City's five (5) funded crossing guard locations. Accordingly, City Staff recommends a sole source contract with the firm.

FISCAL IMPACT:

The annual cost of the Agreement is for not -to -exceed amounts of $100,116 (FY 2024-2025), $105,494 (FY 2025-2026) and $112,169 (FY 2026-2027). Should the City, in its sole discretion decide to exercise the additional two (2) one-year optional terms, the costs will be negotiated pursuant to the terms of the Agreement.
