SUBJECT: AMENDMENT NO. 2 TO PROFESSIONAL SERVICES AGREEMENT WITH
HALO CONFIDENTIAL INVESTIGATIONS

IMPACT: EXPENSE: NOT -TO -EXCEED $90,000 PER FISCAL YEAR SUMMARY:
The City has executed Professional Services Agreements with Halo Confidential Investigations (Halo) for background screening and training services since 2007. This action would approve Amendment No. 2 to exercise the two (2) one-year optional extensions provided in the current 2021 Agreement.
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Approve Amendment No. 2 to Professional Services Agreement with Halo Confidential Investigations for a not -to -exceed amount of $90,000 per fiscal year; and
2. Authorize the City Administrator to execute the necessary documents, in a form approved by the City Attorney.
DISCUSSION:
Halo has provided background screenings and training services for the City and the Police Department for the past fifteen years. Last year, Halo completed 34 Background Investigations (BGI). The cost per BGI varies based upon the type of employee being reviewed. For example, sworn employees receive a more thorough and extensive BGI than non -sworn, and other personnel needing BGIs. Additionally, Halo provides Training Coordinator expertise to the Police Department, specifically scheduling and preparing training reports for Command Staff.
FISCAL IMPACT:
Amendment No. 2 with Halo Confidential Investigations is for a not -to -exceed amount of $90,000 for FY 2024-2025 and FY 2025-2026. Funding for these Professional Services is included in the upcoming FY 2024-2025 Police Department Budget.
