On October 17, 2023, the City Council awarded a construction contract to Monarka Development Corporation (dba Express Sign & Neon), in the amount of $304,355 for fabrication and installation of new overhead mast arm mounted street name signs throughout the City. This project was the fourth phase of the citywide wayfinding signage program.
Wayfinding signage at key locations throughout a community helps to create unique community branding when announcing a motorist's or pedestrian's arrival at key destinations.
Effective community wayfinding signage is a key component to economic development efforts and placemaking and conveys a higher degree of a community's sophistication and investment in its local infrastructure.
Contract Change Order No. 1 in the amount of $22,117.50 was approved by the City Administrator, which was under his authority limit to cover additional work. The scope of the change order work included ten (10) additional street name signs for the intersections at the City's border. The Project has been completed to the satisfaction of the City. This action concludes the Project and authorizes filing a Notice of Completion with the Orange County Clerk -Recorder's Office in the amount of $326,472.50.
Recommendation:
Recommended Action: It is recommended that the City Council:
1. Accept the work performed by Monarka Development Corporation, for construction of the Intersection Street Name Sign Project (Wayfinding Project Phase IV), City Project No. 24104 for a grand total amount of $326,472.50; and
2. Authorize the City Administrator to file a Notice of Completion with the Orange County Clerk -Recorder's Office for the Project; and
3. Authorize the City Administrator to release retention funds in accordance with the terms of the contract.

Discussion:
On October 17, 2023, the City Council awarded a construction contract to Monarka Development Corporation (dba Express Sign & Neon), in the amount of $304,355 for replacing street name signs at the City's signalized intersections with new the sign design approved by Council at the November 15, 2022 Council meeting. This project was the fourth phase of the citywide wayfinding signage program. Wayfinding signage at key locations throughout a community helps to create unique community branding when announcing a motorist's or pedestrian's arrival at key destinations. Effective community wayfinding signage is a key component to economic development efforts and placemaking and conveys a higher degree of a community's sophistication and investment in its local infrastructure.
The Wayfinding Signage Phase IV Project included fabrication and installation of newly designed street name signs at all of the signalized intersections in Placentia. One contract change order was approved by the City Administrator in the amount of $22,117.50. This change order covers the cost to fabricate and install ten additional street name signs at intersections at the City's border. Staff has inspected and accepted the project. This action concludes the Project and authorizes filing a Notice of Completion with the Orange County Clerk -Recorder's Office in the amount of $326,472.50.
Fiscal Impact Summary:
The final construction cost plus the change order amounts to $326,472.50. This cost consists of the bid amount submitted by Express Sign & Neon in the amount of $304,355 and Contract Change Order No. 1 for $22,117.50. A total amount of $500,000 was available and budgeted within the Fiscal Year (FY) 2023-24 Capital Improvement Program (CIP) Budget for this project. The remaining project funds were carried over to the FY 2024-25 CIP Budget. As such, sufficient funds exist for the recommended actions.
