Discussion:
VectorUSA is a Torrance-based firm with over 37 years of experience delivering comprehensive, turnkey IT infrastructure solutions across Southern California. The company has a strong track record of successful public sector projects, including work with over 1,000 1 public agency sites. VectorUSA specializes in network infrastructure, cybersecurity, data center design, virtualization, and backup systems, and holds key certifications with leading manufacturers such as Fortinet, Dell, VMware, and Veeam. The firm is leveraging its Omnia Contract (R200803) to streamline procurement for this project.
In alignment with the City's commitment to enhancing public safety and operational readiness, the City Council previously approved construction of a state-of-the-art Public Safety Building.
These systems are needed to support operations inside the new building.
VectorUSA was selected based on their comprehensive proposal, competitive pricing, extensive experience with public safety IT deployments, and proven technical expertise.
VectorUSA has also demonstrated the available resources to deliver within a condensed timeframe, aligning resources and accelerating implementation without compromising quality or project integrity. This agility is critical to meeting the City's project deadlines and operational readiness goals. The project includes installation, configuration, and validation of critical IT infrastructure components such as:
Firewalls for advanced security and reliable connectivity.
Network Switches and Wireless Access Points for seamless wired and wireless communications.
Compute Servers and Storage Arrays, along with VMware Virtualization for efficient server management.
Hybrid Backup Solutions utilizing Dell and Veeam technologies, including cloud-based storage for immutable backups.
The proposed timeline for project completion is approximately six (6) weeks, including comprehensive testing, validation, and staff training.
This purchase is covered under the Omnia Partners cooperative purchasing agreement (Contract R200803), pursuant to Placentia Municipal Code Section 3.08.070(3) which states purchases of supplies, services, and equipment may forego bid procedures when participating in an established governmental cooperative purchasing program.
Fiscal Impact Summary:
Funding for this purchase has been encumbered through DOJ COPS Grant funds. There will be no impact to the City's General Fund. The total cost for equipment, installation, training, warranty, and support services is $371,391.33, inclusive of applicable sales tax.
These funds are budgeted in the Fiscal Year (FY) 2024-2025 Public Safety Building IT budget (105213-6840) using encumbered DOJ COPS Grant (15JCOPS-24-GG-02084-TECP) funds awarded on 10/17/2024.
