Fiscal Impact:
None.
Summary:
In October of 2024, the City of Placentia requested proposals to enter into a Professional Services Agreement with the (PSA) for the purpose of establishing a public-private ambulance subcontracting partnership. The concept was to establish a partnership for the purpose of submitting a bid to provide service to Region A of the County of Orange 911-Basic Life Support (BLS) Ambulance Exclusive Operating Area (EOA). The project was publicly solicited through a Request For Proposals (RFP) process, and one proposal was received by the deadline of October 28, 2024, from Lynch EMS. The City has subsequently determined that it is not in the City’s best interest to participate in the County’s EOA RFP process, and the deadline for County proposals has also recently closed. Staff recommends that the City Council reject the proposal and cancel this RFP process.

Discussion:
Late last year, the County of Orange had communicated that they were preparing to go out to bid for Region A 911-BLS Ambulance Exclusive Operating Area (EOA). The City of Placentia initiated a process to competitively select a partner for the purpose of potentially jointly developing and submitting a proposal to the County RFP. At the time it was not clear whether, and to what degree, the City would actually submit a proposal.
The City released an RFP in early October of 2024 and by the deadline of October 8, 2024, one proposal was received from Lynch EMS. The City later determined that it will not be submitting a proposal into the County's competitive process, and the County deadline for 1 submissions has recently passed. Page 5 of the RFP states that the City reserves the right to reject any and all proposals. Staff recommends that the City reject the proposal received from Lynch EMS and cancel the RFP process.
Fiscal Impact Summary:
There is no fiscal impact related to this action.
