Kraemer Memorial Park Fountain Landscape Project - Receive and File Financial Impact:

Fiscal Impact:

Expense: $24,000 Park & Rec Impact Fees
Contingency: $ 999 Park & Rec Impact Fees
Total: $24,999

Budget: $24,999 Parks & Rec Impact Fee fund Summary:

An alternative landscape option for the Kraemer Memorial Park Fountain has been developed, and the Request for Proposals (RFP) process has been completed. The lowest responsible bid was awarded to Kormex Construction Inc., in the amount of $24,000, with an additional $999 allocated for contingency. This report is presented for City Council review and feedback, if desired.

The project will be funded through Park Impact Fees, which are restricted for use on park improvements. As the total contract amount is under $25,000, the award falls within the City Administrator’s purchasing authority.

Recommendation:

Recommended Action:

It is recommended that the City Council receive and file this staff report and provide input if deemed necessary for the Kraemer Memorial Park Fountain Landscape project.

Strategic Plan Statement:

This project highlights Strategic Goal 3: Promoting community and economic development.

By increasing the visibility in a positive way, the City will continue to promote community engagement and pride in their local park and open space locations.

Discussion:

The initial design for the Kraemer Memorial Park Fountain renovation project had an estimated cost of $2,000,000. After Staff review in November 2024, the project was deemed financially unfeasible and not a high priority for the surrounding community. As an alternative, 1 Staff developed a Request for Proposals (RFP) to landscape the fountain area and improve the visual appearance of this prominent, historical corner of the park. The project includes the installation of a drip irrigation system, as well as all associated materials and labor.

Community Services Maintenance Technicians have repaired the existing water line to ensure proper water flow for the new system.

The RFP was released on December 19, 2024, and closed on January 28, 2025 at 2:00 p.m.

Three bids were received:

Bidder Bid Amount
Kormex Construction, Inc.$24,000
So Cal Land Maintenance $24,650
KASA Construction Inc.$112,888

Of the original $50,000 approved FY 24-25 CIP budget allocated for the fountain renovation design, $34,812 remains. This funding comes from the restricted Park Impact Fund, which will be used solely for the betterment of parks and recreational facilities in the city. Staff recommends using these remaining funds to complete the landscaping project and eliminate the current visual blight.

The proposed concept was reviewed by both the Parks, Arts and Recreation Commission and the Placentia Community Foundation Board. Both bodies expressed support for moving forward with the project to enhance the park’s aesthetics.

It is also important to note that the Brick Donation Project was formally discontinued following multiple discussions with Staff and the Foundation. Donors were contacted via letters and emails, offering the option of a refund or the ability to redirect their contributions toward Placentia Community Foundation scholarships. To date, 121 of 179 donors have requested refunds.

Finally, the future of the dolphin sculptures has been a topic of discussion. In light of ongoing regional thefts involving brass and copper materials, Staff recommends salvaging the dolphins and repurposing them into public art pieces to be displayed in City facility lobbies. This art installation will be proposed as a future Capital Improvement Project (CIP), pending City Council approval.

Staff is confident that the landscaped fountain will bring a much-needed improvement to the park and serve as a successful and cost-effective solution to a long-standing issue.

Fiscal Impact Summary:

There is no financial impact for this project to be completed. The park impact funds are restricted funds that can only be used to improve parks in Placentia.
