PLACENTIA CITY COUNCIL AGENDA REPORT
Meeting Date: September 2, 2025
Submitted by: Samantha Byfield
From: Public Works
Subject:

Purchase of Recovered Organic Waste Product from Synagro West, LLC, for Calendar Years 2025 and 2026 to Meet SB 1383 Procurement Requirements
Financial Impact:

Fiscal Impact:

Expense: $70,769.06
Budget: $75,257.00 CalRecycle Grant Funds (203-80000-DNU-6299) Summary:

Senate Bill 1383 Short-Lived Climate Pollutant Reduction Strategy (SB 1383) requires jurisdictions to meet procurement targets based on their population. Placentia’s procurement target is 4,094 tons of recovered organic waste product (ROWP) each calendar year. The City satisfies this requirement primarily through the purchase and distribution of compost from Synagro West, LLC (Synagro) using CalRecycle grant funds. In order to spend the grant funds timely and to satisfy the procurement target for calendar years 2025 and 2026, Staff recommends that the City Council approve the purchase of compost from Synagro in the total amount of $70,769.06.

Recommendation:

Recommended Action: It is recommended that the City Council take the following actions:

1. Approve a purchase order with Synagro West, LLC, for Fiscal Year 2025-26 in the amount of $70,769.06; and

2. Authorize the City Administrator and/or her designee to execute all necessary documents, in a form approved by the City Attorney.

Strategic Plan Statement:

There is no specific strategic planning goal or objective associated with this agenda item.

Discussion:

Senate Bill 1383 Short-Lived Climate Pollutant Reduction Strategy (SB 1383) requires jurisdictions to meet procurement targets based on their population. Specifically, SB 1383 requires local agencies to procure .08 tons of ROWP material per resident, per year based on the population. Population counts are adjusted every five years as determined by the California Department of Finance. SB 1383 allows for the procurement of ROWP through direct use or the purchase of credits for the use of compost or mulch; renewable natural gas 1 (RNG) for transportation, heating, or electricity; or electricity created from biomass conversion.

Jurisdictions may also purchase ROWP for direct use or giveaway. The City’s procurement target is 4,094 tons ROWP per calendar year. ROWP comes in various forms which include renewable gas in the form of transportation fuel, electricity and heat from renewable gas, electricity from biomass conversion, compost, and mulch.

Staff has explored several options to meet the City’s procurement requirement. One option to meet the requirement is through the purchase of RNG which must come from a facility in California processing waste only from within the state. This is not currently a feasible option to meet the City’s procurement target as RNG is not yet commercially available for purchase.

Should RNG become commercially available, a provision of the current lease with the tenant of the City’s CNG station requires the purchase of enough RNG to satisfy the City’s procurement target each year.

Another avenue explored is obtaining ROWP from Orange County Waste and Recycling (OCWR). As part of the Orange County cities’ waste agreement with OCWR, the City and Placentia residents are able to obtain compost at no cost. The County has provided 1.2 tons of compost for City events and upon request from residents in 2024. Additionally, Republic Services hosts an annual compost giveaway event where approximately 20 tons of compost is provided to the public. This leaves the City significantly short of the procurement target.

To meet the City’s procurement target, Staff recommends the purchase of 2,375 tons of compost from Synagro. CalRecycle determines ROWP materials differently based on CalRecycle conversion factors. See Attachment 1. Based on CalRecycle's conversion factor for compost along with our procurement target, the purchase of 2,375 tons of compost material will meet the City’s procurement target. Synagro distributes the compost to agricultural businesses and provides the City with related documentation. The cost for the purchase in calendar year 2025 is $34,867.97. The cost increases to $35,901.09 in calendar year 2026.

The City was previously awarded SB 1383 Implementation Grant funds from CalRecycle which will be used to complete the purchases in 2025 and early 2026 to meet the grant expenditures timeline.

Pursuant to the City’s purchasing policy, the City can piggyback off existing competitively bid contracts. The City received a proposal from Synagro which piggybacks off the contract from the City of Garden Grove which put out a formal request for proposals on PlanetBids on May 24, 2024. The proposal includes pricing for three years in line with the Garden Grove agreement. The City is not required to purchase for the full three years to receive the benefit of the piggyback pricing. The recommended actions authorize the City Administrator to approve a purchase order with Synagro for the purchase of ROWP materials for calendar years 2025 and 2026.

Fiscal Impact Summary:

The total cost for the purchase ROWP to satisfy the procurement target for calendar years 2025 and 2026 is $70,769.06. Funding for both calendar years is included in the Fiscal Year 2025-26 Operating Budget using CalRecycle Grant funds. Funding for future calendar years will be requested in future fiscal year budgets. While the proposal includes pricing for three years, the City is not committed to purchasing for all three years to secure the piggyback pricing. The City will have the option to purchase from Synagro at the stated rate for calendar year 2027 should it choose to.

Re: SYNAGRO SB1383 PROPOSAL
“Provide Compliant Compost Distribution Services for the City of Placentia”

Synagro West, LLC (Synagro) is pleased to respond to the City of Placentia (City) Request for Proposals for SB 1383 Compost Procurement and Distribution Services.

Synagro’s mission and core business purpose is focused on the management of municipal organics and residuals, including facilities project development, operations, and compost product beneficial use recycling and marketing. This focus has resulted in Synagro being North America’s leading provider of high-quality, cost-effective organics and residuals management for beneficial use services. We have been successfully meeting the organics and residuals management needs of hundreds of generators for more than 40 years. Synagro’s experience in all areas is unparalleled and diversified.

Synagro’s Composting Benefits
The use of AllGroTM compost generated from local organics provides the public with an opportunity to see the benefit of recycling materials, while also helping replenish nutrients and carbon for healthy soils on city and county properties.

Synagro – one of the largest private composters in the United States and in California – participates with municipalities to establish programs and stands ready with multiple distribution options for AllGro compost enabling cities and counties to be compliant with SB 1383 procurement requirements. This is accomplished through the use of our Class A Exceptional Quality compost in a variety of applications, such as regenerative agriculture, community gardening, healthy soil projects, landscaping in city parks, golf courses, on center divides of roads and highways, public giveaways, and in community or school gardens.

Additionally, compost can be used in civil engineering applications like erosion control along roadways and streets. AllGro compost also provides many direct and indirect benefits when used as a component of systems and treatments designed for:
• Carbon Sequestration
• Water Retention in Soil
• Fire Remediation and Land Reclamation
• Storm Water Management and Wetlands Restorations.

AllGro Compost Characteristics
A good way to describe AllGro compost is to state what it is not. It is not manure or residuals or food waste or other organic substrates, either fresh or aged. It is not mulch such as wood chips, shredded green and wood waste.

While a quality compost contains these elements, they must be combined in the proper ratios and undergo a controlled natural biological process of decomposition converting all the inputs into basic elements during a approved and certified composting process and technologies used by Synagro to produce a high-quality Grade A tested and certifiable regenerative complexed nutritive compost.

Proposal to Provide SB 1383 Compost Procurement and Distribution SYNAGRO’S COMPOSTING BENEFITS
The use of AllGro compost generated from local organics provides the public with an opportunity to see the benefit of recycling materials, while also helping replenish nutrients and carbon for healthy soils on city and county properties.

Synagro – one of the largest private composters in the United States and in California – participates with municipalities to establish programs and stands ready with multiple distribution options for AllGro compost enabling cities and counties to be compliant with SB 1383’s procurement requirements. This is accomplished through the use of our Class A Exceptional Quality compost in a variety of applications, such as land used for community gardening, agriculture, landscaping in city parks, golf courses, on center divides of roads and highways, public giveaways, and in community or school gardens.

Additionally, compost can be used in civil engineering applications like erosion control along roadways and streets. AllGro compost also provides many direct and indirect benefits when used as a component of systems and treatments designed for:
•Carbon sequestration,
•Water retention in soil,
•Fire remediation and land reclamation, and
•Storm water management and wetlands restorations.

COMPOST CHARACTERISTICS
A good way to describe AllGro compost is to state what it is not. It is not manure or residuals or food waste or other organic substrates, either fresh or aged. It is not mulch such as wood chips, shredded green and wood waste.

While a quality compost contains these elements, they must be combined in the proper ratios and undergo a controlled natural biological process of decomposition converting the inputs into basic elements during various approved composting process technologies used by Synagro to produce a high-quality Grade A tested and certifiable complexed nutritive compost. 100% Recycled Organics
Synagro combines the following with extensive end-product marketing experience:

Proposal to Provide SB 1383 Compost Procurement and Distribution Both Synagro and our customers have received numerous regional and national awards for organic based materials program excellence, including:
•2010 “Composter of the Year”
US Composting Council
SYNAGRO’S COMPOST FACILITY FOR GARDEN GROVE
South Kern Compost Manufacturing Facility
Seated approximately 50 km southwest of
Bakersfield, California, South Kern Compost
Manufacturing Facility (SKIC) was
commissioned in 2006 to alleviate Synagro’s Los
Angeles area customer’s concerns about long-
term viability of land application of residuals in
Southern California. Beyond this objective, SKIC
aimed to meet the highest standards in
addressing air quality and odor control while
expanding regional organics recycling capacity
which now supports SB 1383.

SKIC was originally designed to utilize a state-of-the-art Engineered Negative Aerated Static Pile composting technology to blend and compost up to 400,000 tons annually of treated residuals in combination with up to 270,000 tons annually of bulking organics (i.e., agricultural, wood waste, green waste and food waste) and other available carbon-rich sources, into Class A - Exceptional Quality (EQ) composted soil amendment.
•The SKIC design includes an enclosed organics receiving and feedstock mixing building, along with the Engineered Positive Aerated Static Pile compost system, including Biofiltration to control Volatile Organic Compounds (VOC’s) and odors by over 80%. •In the first quarter of 2016 the facility has been converted from negative Aerated Static Pile (ASP) to positive ASP. The benefits of this conversion include:
o Reduced electric consumption and improved energy efficiency. o Lower equipment repair and maintenance costs due to less materials movement during the compost process
o More efficient biofilter utilization
Synagro utilizes an enclosed organics receiving and mixing building along with biofiltration in its compost system that effectively controls VOCs and odors.
