Agenda Item No: 1.f

PLACENTIA CITY COUNCIL AGENDA REPORT
Meeting Date: October 7, 2025
Submitted by: Jesus Avila
From: Public Works
Subject:

Authorization for the Submittal of Application for the Rubberized Pavement Grant Program and All Other CalRecycle Grants for the Next Five (5) Years for Which the City of Placentia is Eligible
Financial Impact:

Fiscal Impact:

There is no fiscal impact associated with the recommended action.

Summary:

The California Department of Resources Recycling and Recovery (CalRecycle) offers various funding opportunities to assist local agencies in their efforts to reduce, recycle, and reuse solid waste generated in the State of California. To apply for grants and other funding opportunities, the City Council must adopt a resolution authorizing Staff to apply for CalRecycle grants as opportunities arise. The attached resolution will authorize the City Administrator and/ or her designee, to apply for all grants for which the City is eligible to participate for the next five (5) years. The first grant to be applied for under this new resolution will be CalRecycle's Rubberized Pavement Grant Program.

Recommendation:

Recommended Action: It is recommended that the City Council:

1. Adopt Resolution No. R-2025-49, a Resolution of the City Council of the City of Placentia, California, authorizing submittal of application(s) for all CalRecycle grants for which the City of Placentia is eligible; and

2. Authorize the City Administrator and/or her designee to submit a grant application to the Department of Resources Recycling and Recovery (CalRecycle) for the CalRecycle Rubberized Pavement Grant Program Funding; and execute all necessary grant documents to accept grant funding in a form approved by the City Attorney.

Strategic Plan Statement:

There is no specific strategic planning goal or objective associated with this agenda item.

Discussion:

CalRecycle has released a Notice of Funding Availability for the Rubberized Pavement Grant Program (“Program”) for Fiscal Year (“FY”) 2025-26. This competitive grant provides funding for local agencies that use Rubberized Asphalt Concrete (RAC) products with crumb rubber 1 derived from only California-generated waste tires as part of pavement maintenance and rehabilitation projects. The program is designed to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled content tire products. There is a total of $6,571,315 available for this grant cycle. The City of Placentia may apply for a total grant of $165,000.

If this action is approved, Staff will apply for grant funds to be applied towards the Palm Avenue and Rose Drive Arterial Roadway Rehabilitation Projects. The project will repave more than 800,000 square feet of arterial streets. This project also includes replacement of broken concrete, ADA-compliant curb ramps, and traffic safety improvements. Staff anticipates to solicit bids and begin construction in the Summer of 2026.

CalRecycle's procedures for administering payment programs require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of the payment program (Attachment 1). The proposed resolution shall also authorize the City Administrator as the signature authority to execute all documents necessary to implement and secure payment.

Fiscal Impact Summary:

The City will be requesting the grant award of $165,000 from CalRecycle through this grant program. These grant funds will supplement funds to be allocated for future Arterial Roadway Rehabilitation Projects allowing those funds to be utilized for additional street repairs. There is no fiscal impact associated with the submission of this grant application. Staff will return to the City Council for the award of Arterial Roadway Rehabilitation Projects and present the amount of Rubberized Asphalt Grant Funds received (estimated at $165,000), if approved by CalRecycle.
