From: Public Works
Subject:

APPROVAL OF RESOLUTION AFFIRMING THE CITY’S COMMITMENT TO THE ATWOOD MULTIPURPOSE TRAIL PROJECT SUBMITTED IN THE 2027 FEDERAL

TRANSPORTATION IMPROVEMENT PROGRAM (FTIP)
Financial Impact:

Fiscal Impact:

There is no fiscal impact associated with the recommended action.

Summary:

On February 12, 2024, the Orange County Transportation Authority (OCTA) Board of Directors (Board) approved the 2023 Orange County Complete Streets Program (OCCSP) Project Prioritization Recommendations and awarded the City a total of $2,753,000 funding for the Atwood Multipurpose Trail Project (Project). This funding is to complete the preliminary design and construction of the Project.

The Federal Transportation Improvement Program (FTIP) is a capital listing of all transportation projects proposed over a six-year period. The OCTA FTIP database (OCFundtracker) includes all projects that are deemed regionally significant, regardless of the funding source and allows local agencies access to view and amend their projects. The Atwood Multipurpose Trail Project has been included in OCFundtracker for fiscal year (FY) 2025-26 and FY 2026-27.

It is anticipated that a major part of the project work be performed in 2026 and completed in 2027. OCTA requested the City to carryover the Project funding into the 2027 FTIP which will provide grant funding for this project through 2027. A resolution from the City Council is also required authorizing the project fund carryover into the 2027 FTIP and affirming the resources to fund this project.

Recommendation:

Recommended Action: It is recommended that the City Council:

Adopt Resolution No. R-2025-65, a Resolution of the City Council of the City of Placentia, California, certifying that the City of Placentia has the resources to fund the projects in the federal fiscal years (FFY) 2026-27 to 2031-32 Transportation Improvement Program and affirms its commitment to implement all projects in the Program. 1 Strategic Plan Statement:

This item is consistent with the City Council approved Five Year Strategic Goal 1: Ensure long-term fiscal sustainability, under Objective No. 1.2: Continue efforts to seek and obtain new sources of state and federal grants, including Federal and State earmarks and Biden Infrastructure Package.

Discussion:

On June 10, 2019, the Orange County Transportation Authority (OCTA) approved the City’s grant application to the Bicycle Corridor Improvement Program (BCIP) for the proposed Atwood Recreation Trail in the amount of $350,000, including a 20% matching contribution from the City. The grant provided funding for a 30% complete preliminary engineering and environmental review and clearance. Later in 2021, a consultant was brought on to complete the preliminary engineering and environmental review. This review was completed in late 2023.

On February 12, 2024, the Orange County Transportation Authority (OCTA) Board of Directors approved the 2023 Orange County Complete Streets Program (OCCSP) Project Prioritization Recommendations and awarded the City a total of $2,753,000 funding for the Atwood Multipurpose Trail Project (Project). This funding is to complete the preliminary design and construction of the Project.

This funding is comprised of $272,000 in Congestion Mitigation and Air Quality Improvement (CMAQ) funds to complete the Preliminary Engineering phase of the Project and $2,481,000 in Surface Transportation Block Grant (STBG) for the Construction phase. These funds are administered through Caltrans. In November 2024, the City received authorization to move forward with completion of the Preliminary Engineering phase of the project.

The project consists of a 0.6 mile trail along the County of Orange-maintained Atwood Channel. The Project will provide commuting and recreational opportunities for people walking and biking between Lakeview Avenue and Van Buren Street, directly adjacent to Parque de Los Ninos and the Veterans Village facility. The Atwood Multipurpose Trail will incentivize new active transportation users and promote public health by providing residents with a dedicated Class I trail with full ADA accessibility, landscaping enhancements, and amenities.

The project was first included in the 2023 FTIP which consisted of environmental review. Now, OCTA required the City to carry over the project funds into the 2027 FTIP. A resolution of commitment from the City Council is required to affirm the resources to fund this project through 2027 (Attachment 1).

Fiscal Impact Summary:

There are no direct costs associated with the recommended action. The estimated cost for the engineering design phase of the Atwood Multipurpose Project is $310,000 and funds have been included in the adopted Fiscal Year (FY) 2025-26 Capital Improvement Program (CIP) Budget. These funds are being allocated through County Grants and Quimby In-Lieu Development Impact Fees. The design phase of the project is scheduled for FY 2025-26.

Once the design phase is completed, construction is anticipated to start in FY 2026-27.
