This action will approve a purchase with Motorola Solutions, Inc., via BearCom (Motorola Manufacturer ’s Representative) and the use of encumbered Department of Justice (DOJ) COPS Grant (15JCOPS-24-GG-02084-TECP) funds to purchase IT infrastructure, software, and equipment for a total cost of $59,631.25.
Recommendation:
Recommended Action: It is recommended that the City Council:
1. Approve the purchase of Motorola portable radios, and associated accessories from Motorola Solutions, Inc., via BearCom (Motorola Manufacturer’s Representative); and
2. Authorize the City Administrator, and/or her designee, to execute all necessary documents, subject to City Attorney approval.
Strategic Plan Statement:
This item is consistent with the City Council approved Strategic Plan Goal 2: Ensure That Public Safety Continues to Be a High Priority; Strategic Plan Goal 5: Implement Public Infrastructure to Meet Community Needs, and Objective 5.4: Construct the Placentia Public Safety Center.
Discussion:
The City of Placentia’s Public Safety Building is nearing completion and will serve as the central hub for emergency communications, dispatch operations, and disaster coordination. As part of the facility’s operational readiness plan, a redundant radio cache is required to ensure continuity of operations during power disruptions, radio system failures, or large-scale incidents that exceed normal communications capacity.
The City has used existing DOJ COPS Grant funding to support communications and 1 technology enhancements for the Public Safety Building, including dispatch servers, audio recording equipment, and interoperable communications hardware. This purchase represents a continuation of that investment, ensuring that both the Police and Fire departments maintain full functionality in the event of a network or equipment failure.
Motorola Solutions, Inc. submitted Quote #3371679 (dated November 3, 2025) via BearCom for the purchase of six (6) portable radios (three APX6000 for Police, three APX8000XE for Fire) along with chargers, batteries, and programming services. Motorola Solutions is the sole- source provider for radio communications equipment as agreed upon by the Orange County Countywide Coordinated Communications System’s thirty-four (34) partner cities.
These radios will be stored and maintained within the Public Safety Building’s Communications Center as a dedicated backup cache, ensuring immediate deployment capability during emergencies or equipment failures. The radios will be fully programmed to match field configurations, including encryption, over-the-air programming, and P25 interoperability.
Purchasing under the LA County Cooperative Contract #18105 (MA-IS-2240228) ensures compliance with Placentia Municipal Code §3.08.070(3), which authorizes cooperative purchasing agreements for competitively bid public safety technology.
The purchase of backup portable radios will enhance redundancy and operational continuity within the Public Safety Building’s Communications Center. Utilizing COPS Grant funding for this purpose continues the City’s commitment to maintaining a resilient and modern public safety communications infrastructure.
Fiscal Impact Summary:
Funding for this purchase has been encumbered through DOJ COPS Grant funds. There will be no impact to the City's General Fund. The total cost for equipment, warranty, and support services is $59,631.25, inclusive of applicable sales tax.
These funds are budgeted in the Fiscal Year (FY) 2025-2026 Public Safety Building IT budget (105213-6840) using encumbered DOJ COPS Grant (15JCOPS-24-GG-02084-TECP) funds awarded on October 17, 2024.
