Mayor Kirwin opened the Public Hearing at 7:13 p.m.

Richard Price, representing adjacent property owners on Industrial Way and Crowther Avenue, expressed concerns regarding inadequate parking conditions, the lack of mandatory valet and parking management requirements, and the absence of a defined construction staging plan. He requested the project be referred back to Staff for further review to ensure appropriate protections for his clients’ properties during and after construction.

A discussion ensued on the item. Direction was provided to Staff to implement revisions to the conditions in Resolution No. R-2025-71.

City Attorney Bettenhausen read into the record a revision to Condition No. 17 to strengthen enforcement and clarify valet parking requirements. The revised condition shall read:
“In the event the valet service is suspended, discontinued, or otherwise ceases operation, or where it is clear the valet service is not being used by hotel occupants on a regular basis, impacting neighboring streets, the property owner and/or operator shall immediately notify the City in writing and implement a temporary self-parking arrangement. Inadequate on-site parking and spillover parking onto neighboring streets shall result in a temporary limitation on the number of hotel rooms that may be occupied or reserved until valet operations are restored or an alternative parking arrangement acceptable to the City is approved. The amount of available parking provided on-site during such suspension shall be evaluated in accordance with Placentia Municipal Code Chapter 23.78 (Off-Street Parking). The valet parking operations plan shall include language requiring all overnight guests with vehicles to use on-site parking, and that the cost of valet parking shall be incorporated into the room rate.

The valet parking operations plan shall be submitted to and approved by the City and shall remain in continuous effect for the duration of the hotel’s operation.” This amendment was incorporated into the motion to approve Resolution No. R-2025-71.

Mayor Kirwin closed the Public Hearing at 8:04 p.m.
