Summary:
A proposal has been made to adjust the start times of the regular meetings of the City Council from 7:00 p.m. to 6:00 p.m.
Recommendation:
Recommended Action: It is recommended that the City Council:
Adopt Resolution No. R-2026-13, a Resolution of the City Council of the City of Placentia, California, Changing the time of the Regular Meetings of the City Council.
Strategic Plan Statement:
This adjustment supports Strategic Goal 5: Organizational Excellence by improving meeting efficiency, ensuring consistency with regional practices, and enhancing accessibility for the public and City Staff.
Discussion:
Staff recommends adjusting the regular City Council meeting start time from 7:00 p.m. to 6:00 p.m. to better align with the majority of Orange County cities, which typically begin meetings between 6:00 and 6:30 p.m. An earlier start also provides additional time for larger or more complex agendas. Study sessions and/or closed sessions may be held between 4:00 p.m. and 6:00 p.m. when included on the posted agenda. If approved, the new start time will take effect beginning with the April 7, 2026, regular meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLACENTIA, CALIFORNIA, CHANGING THE TIME OF THE
REGULAR MEETINGS OF THE CITY COUNCIL
A. Recitals
WHEREAS, Placentia Charter Provision Section 611 states, in part, that "[t]he City Council shall hold regular meetings at least twice each month, at such times and in such places as it shall fix by ordinance or resolution...."; and WHEREAS, Resolution No. 2000-R-01, set the time of regular meetings of the City Council; and
WHEREAS, it has been proposed to adjust the regular meetings of the City Council to 6:00 p.m.
B. Resolution
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLACENTIA HEREBY FINDS, DETERMINES, AND RESOLVES AS FOLLOWS:
Section 1: Time of City Council Meetings. The regular meetings of the City Council shall be held on the first and third Tuesdays of each month beginning at 6:00 p.m.
Study sessions and/or closed sessions may be held between 4:00 p.m. and 6:00 p.m., unless a regular meeting is adjourned to, or a special meeting is called for, a specific time.
The regular meeting shall commence at the hour of 6:00 p.m., unless otherwise provided on the agenda for that meeting.
