(Direction provided, Hummer absent)
Director of Public Works Tanio and Deputy Director of Public Works Gabriel Guerrero-Gabany gave a PowerPoint presentation reviewing the purpose of the CIP, its prioritization process, and available funding sources. Staff explained Measure U revenues were projected at $9.2 million and that either 40% or 50% could be allocated to infrastructure depending on reserve levels. Staff also reviewed the top-ranked projects, including street rehabilitation, the City Hall roof replacement, and the Kevin Way storm drain replacement.

City Council discussed the Measure U reserve policy, long-term financial stability, and the need to maintain commitments made to the public. While acknowledging the importance of several infrastructure needs, City Council expressed concerns about relying on uncertain revenue projections and further reducing reserves.

Direction was given to proceed with funding the projects above the red line, consistent with the 40% Measure U allocation scenario, for preparation of the draft CIP and requested Staff to revisit the Police Department Women's Locker Room Renovation Project and the City Yard Administration Building Renovation Project during the budget process if revenues improved.
