Subject:

INTRODUCTION AND FIRST READING OF ORDINANCE NO. 0-2026-09, AN ORDINANCE OF THE CITY OF PLACENTIA, CALIFORNIA, AMENDING SECTION 8.04.120 (HOURS OF COLLECTION) OF CHAPTER 8.04 (SOLID WASTE COLLECTION) OF TITLE 8 (HEALTH

AND SANITATION) OF THE PLACENTIA MUNICIPAL CODE
Financial Impact:

Summary:

This item pertains to the Placentia Municipal Code Section 8.04.120 (Hours of Collection) of Chapter 8.04 (Solid Waste Collection). To provide more efficient and effective solid waste collection services, the City's franchise waste hauler, Republic Services, may request earlier trash pickup times for specified commercial customers and locations.

It is recommended that the City Council consider Ordinance No. 0-2026-09 to amend Section

8.04.120 (Hours of Collection) of the Placentia Municipal Code to allow the City Administrator to authorize commercial customer trash collection services as early as 6:30 a.m.

Recommended Action:

It is recommended that the City Council:

Introduce for first reading, by title only, further reading waived, Ordinance No. 0-2026-09, An Ordinance of the City of Placentia, California, amending Section 8.04.120 (Hours of Collection) of Chapter 8.04 (Solid Waste Collection) of Title 8 (Health and Sanitation) of the Placentia Municipal Code.

Strategic Plan Statement:

There is no specific strategic planning goal or objective associated with this agenda item.

Discussion:

The City of Placentia and Republic Services have reached an agreement to execute an Amended and Restated Exclusive Franchise Agreement for solid waste collection services.

This agreement is expected to go to Council in June 2026. To provide more efficient and effective solid waste collection services, Republic Services may request earlier pickup times for specified commercial customers and locations. These earlier pickup times can be beneficial for commercial customers because it minimizes traffic during the morning commute 1 and empties dumpsters for businesses with earlier operating hours.

This item pertains to the Placentia Municipal Code Section 8.04.120 (Hours of Collection) of Chapter 8.04 (Solid Waste Collection). The current Section language is as follows: There shall be no collection of discarded materials before 7:00 a.m. or after 6:00 p.m. in any area of the city. It is recommended that this Section be amended to: There shall be no collection of discarded materials before 7:00 a.m. or after 6:00 p.m. in any area of the city. However, the City Administrator may authorize a hauler to collect discarded materials from specified commercial customers or specified commercial locations as early as 6:30 a.m., if the City Administrator determines such collection would be in the public interest.

It is recommended that the City Council consider Ordinance No. 0-2026-09, to amend Section

8.04.120 (Hours of Collection) of the Placentia Municipal Code to allow the City Administrator to authorize commercial customer trash collection services as early as 6:30 a.m.

Financial Summary:

There is no fiscal impact associated with this recommended item.
