PLACENTIA CITY COUNCIL AGENDA REPORT
Meeting Date: June 16, 2026

Subject:

AWARD OF CONTRACT FOR CODE ENFORCEMENT CITATION PROCESSING SERVICES WITH DATA TICKET, INC.

Financial Impact:

Expense: $ 35,000 Annual Amount
Budget: $ 35,000 Per Fiscal Year
$ 175,000 Five -Year Term's Contract Total (2026-2031)
Summary:

The Development Services Department released a Request for Proposals (RFP) for Code Enforcement citation processing services on April 30, 2026, with proposals due on May 15, 2026. One firm responded by the deadline. After a review by Development Services Department staff, it is recommended that Data Ticket, Inc. be awarded a five-year agreement for a not -to -exceed amount of $35,000 per fiscal year.

Recommended Action:

It is recommended that the City Council:

1. Approve the Professional Services Agreement with Data Ticket, Inc. to provide Code Enforcement citation processing services for a cumulative contract not -to -exceed $175,000 ($35,000 per fiscal year) for a five-year term, with two additional one-year optional terms; and

2. Authorize the City Administrator or her designee to execute all necessary documents, in a form approved by the City Attorney.

Strategic Plan Statement:

By awarding this contract, the City continues to meet Strategic Plan Goal No. 2, Public Safety, utilizing Code Enforcement strategies to provide a safe, family -friendly environment through proactive policing, and forging strong community partnerships that protect residents, businesses and visitors. This contract also allows the City to meet Strategic Plan Goal No. 4, Economic Development, utilizing proactive Code Enforcement to help foster a thriving local economy by supporting business growth and attracting new businesses.

Discussion:

The Development Services Department released an RFP to provide Code Enforcement citation processing services. Data Ticket, Inc. has been providing the services since at least 1 2011. Placentia's Purchasing Policy states that contracts exceeding $40,000 must be formally bid and submitted to the City Council for approval. As the proposed term is for five years, the amount awarded to the contractor will exceed that $40,000 amount in the aggregate (i.e., $175,000 over five years).

The proposed contractor will conduct citation processing for all Code Enforcement related citations. They also provide an appeal officer, conduct appeal hearings, and provide collection services through the Franchise Tax Board (FTB). Only Data Ticket, Inc. submitted a bid during the RFP process. As the sole bidder, and based on past performance, the RFP reviewers in the Development Services Department recommend Data Ticket, Inc. The firm has extensive citation processing and appeals experience. They submitted an RFP consistent with the needs of the City, and offer pricing consistent with the City's budgeted expenditures for the related tasks.

Financial Summary:

The Agreement with Data Ticket, Inc. is for a five-year period, with two additional one-year extensions, to be exercised at the City's sole discretion based upon the performance by the Contractor. The City budgets adequate annual funding utilizing Technology Impact Fees generated by Development Services permits. Therefore, funding for this work is sustainable and continues to be budgeted annually. Accordingly, sufficient funds exist for the recommended action.

Consultant shall, in all solicitations and advertisements for employees placed by, or on behalf of Consultant shall state that all qualified applicants will receive consideration for employment without regard to age, race, color, religion, sex, marital status, national origin, or mental or physical disability. Consultant shall cause the paragraphs contained in this Section to be inserted in all subcontracts for any work covered by the Agreement, provided that the foregoing provisions shall not apply to subcontracts for standard commercial supplies or raw materials.

Consultant, when requested, shall furnish clarification and/or explanation as may be required by the City's representative, regarding any services rendered under this Agreement at no additional cost to City. If, and to the extent this Agreement incorporates by reference any provision of any document, such provision shall be deemed a part of this Agreement. SECTION C: INTRODUCTION
Data Ticket Experience
Data Ticket, Inc. is a California Corporation that provides administrative citation processing, courtesy noticing, payment processing, adjudication management, Franchise Tax Board collections processing, data entry, inbound and return call customer service, citation issuance hardware, citation enforcement software, as well as parking citation processing, parking permit management and collection services for Cities, Counties, Universities, Districts and other Public entities nationwide. Data Ticket employs 49 full time Staff. Data Ticket was incorporated in California in 1989. We provide expertise to ensure that citations get processed and collected in a timely manner for over 500 Agencies nationwide.

The Beginning — Delinquent Parking Collections
Data Ticket's initial focus in 1989 was to attempt to collect citations that had been issued but not collected in a timely manner or were considered "delinquent". We developed a niche in the industry that removed the management of California DMV registration holds and releases, customer service and delinquent noticing from public municipalities and offered a contingency based pricing model in return. The idea was simple: with no upfront cost, we would handle delinquent parking citations and only get paid when the citation was paid.

The Middle —Expansion of Services into Code Enforcement While we continued to expand our parking citation processing services, we realized there was a gap in the market in that municipalities with which we were working did not have an effective or efficient manner in which to manage their code enforcement citation operations.

We incorrectly assumed that code enforcement processing would be just like parking citation processing, but we quickly realized that code enforcement was much more diverse in the way in which municipalities handled the processing, adjudication, data entry, and even the citation date.

Now — Full -Service Processing and then some....

We were the first software provider in California to develop administrative citation processing software and to process for agencies that issue non -criminal citations, and we quickly expanded our services to include citation issuance, citation enforcement, Franchise Tax Board collections, and more.

Today, Our client's annual citation issuance ranges from 25 — 360,000. Every single client is treated with great care, attention and respect regardless of size. All citations are processed according to each client's unique set of business rules, and always in compliance with state and local laws.

Data Ticket's sole office is in Irvine, California. All work performed will be handled out of this office. Our offices are always open to our clients, and we encourage in-person communication on a regular basis. Data Ticket, Inc. is a California certified Small Business Enterprise and a California certified Woman -Owned Business Enterprise. 5jPage

Often this notice will result in payment, which eliminates the cost to the City of obtaining a SSN and returns revenue to the City much sooner than waiting for tax season.
b) Data Ticket will continue to handle all customer service as it relates to FTB processing.
c) The Cities of Fairfield, Placentia, and Jurupa Valley, provided as references in our response to the City's RFP, utilize our Franchise Tax Board services. We have provided Franchise Tax Board services for well over 17 years. d) We have submitted to FTB on behalf of the City of Fairfield just over $3M and collections have just started and are at over $8K. Submission to FTB for the City of Placentia's Administrative Citation is just under $360k with collections at just under $24k.
e) Data Ticket understands it must pay all fees associated with FTB participation.

Schedule of Performance
The City has requested that respondents provide a schedule of performance as it relates to the scope of work that includes activities, meetings, timelines, and draft and final work products and deadlines; however, as the City's current processor, we are fully implemented and functional. We are the only vendor that can and will provide uninterrupted services to City Personnel and the City's Customers.

You can then choose to delete the report, clone the report, or share the reports amongst co-workers. The clone feature provides users with the ability to generate a report with a slightly different or altogether different set of criteria.

All the reports available to our clients are available on our website. This provides City Personnel with the ability to generate reports on their timeframe while reducing their dependency on a vendor. We find the more control we provide to our clients; the better able they are to do their jobs, on their timeframe. If there are specific reports City Personnel require on a specific timeframe to be provided by Data Ticket, we will provide those at no cost to the city.
