Subject:

AMENDMENT NO. 7 TO THE PROFESSIONAL SERVICES AGREEMENT WITH BIGGS CARDOSA AND ASSOCIATES INC., FOR CONSTRUCTION ENGINEERING SUPPORT SERVICES RELATED TO THE GOLDEN AVENUE BRIDGE PROJECT NO. 1801 Financial Impact:

Additional Expense:
$ 35,426.00 Construction Engineering
Available Budget:
$6,073,025.55 Total Project Budget
$2,200,000.00 Community Project Funding/Congressionally Directed Spending (CPFCDS) (505-90300-9600)
$2,647,046.00 Highway Bridge Program (HBP) (224-90400-9600) $ 215,682.00 County of Orange 00 Loop Segment D Contribution $1,010,297.55 Measure U (including required City Federal Match) (102-90300-9600) Summary:

On November 18, 2025, City Council awarded a construction contract for the reconstruction of the Golden Avenue Bridge. The bridge is located along Golden Avenue, West of Imperial Highway and East of Valencia Avenue. The total project cost was $6,037,599.55 which funds the construction, contingency, construction management and inspection, and construction engineering support from the design firm. The cost breakdown consists of $2,647,046 of Federal Highway Bridge Program funds, $2,200,000 of Community Project Funding/Congressionally Directed Spending, $215,682 of County of Orange contribution for OC Loop D construction, and $974,871.55 of Measure U funds. As a part of this action on November 18, 2025, Council also approved amending the contract with Biggs Cardosa and Associates (BCA), the design engineering firm responsible for preparing the project plans and specifications, a sixth time to include construction engineering support services. The approved amount was for $168,797 which was included as part of the total project cost of $6,037,599.55.

During construction, the team has encountered multiple situations which required the input and expertise of the design engineer. Their frequent involvement has helped ensure that questions asked in the field by the general contractor are answered quickly, which in turn has allowed the project to remain on schedule. BCA is also critical to the quality control process, 1 confirming as -built conditions and whether or not any discrepancies are within acceptable levels of tolerance according to Caltrans' requirements. Their hours of involvement exceeded their original proposal and staff is requesting the contract be amended to maintain the current level of effort on the project.

Staff requests City Council approve Amendment No.7 to the contract with BCA in the amount of $35,426 to provide for additional construction engineering support for the remainder of the project. This would increase the construction engineering support from the originally approved amount of $168,797 to $204,223. This would also revise BCA's total contract not -to -exceed amount from $1,139,735 to $1,175,161 where a majority of this contract amount was due to the extensive effort to design and coordinate the bridge plans and specifications from January 2017 to November 2025.

Recommended Action:

It is recommended that the City Council:

1. Approve Amendment No. 7 to the Professional Services Agreement with Biggs Cardosa and Associates Inc., for an additional $35,426, to provide additional professional services for the pavement management plan for a cumulative contract not -to -exceed amount of $1,175,161; and

2. Authorize the Acting City Administrator and/or her designee to execute the necessary documents, in a form approved by the City Attorney.

Strategic Plan Statement:

This item is not directly related to a specific strategic plan goal.

Discussion:

The City of Placentia has budgeted in its Capital Improvement Program to replace the Golden Avenue Bridge and the related portion of the OC Bikeway Loop Segment D. The bridge is located along Golden Avenue west of Imperial Highway and East of Valencia Avenue. Golden Avenue is a regionally significant collector roadway, providing east -west travel between the cities of Placentia and Yorba Linda. The bridge was built in 1934 to span the Carbon Canyon Channel and was rated functionally obsolete in 2005 by Caltrans.

The existing bridge was a earth -filled reinforced concrete arch bridge supported on spread footings. The bridge was 34 feet long and 27 feet wide and carried two lanes of traffic over the channel. There were no sidewalks or bicycle lanes on the bridge resulting in potential conflicts between pedestrians, bicyclists and motorists.

The proposed bridge will be a 60 feet 4 inch wide structure designed to improve safety, mobility, and connectivity. The bridge will provide two 12 feet wide travel lanes and 6 feet wide sidewalks on both the south and north sides of the structure. The superstructure will consist of PC/PS CA 154 girders and will incorporate a Type 732SW(Modified) barrier to meet current safety standards. It is also designed to accommodate six telecommunications conduits, a 4 inch So Cal Gas line, six conduits for Southern California Edison (SCE), and a 16 inch casing for a future Yorba Lind Water District waterline. The substructure will be composed of abutments with a thickness of 3.5 feet, supported on 2.5 feet CIDH piles. In addition, the project will also complete 800 feet of Orange County Public Works' bike/pedestrian trail project, OC Loop Segment D, from Station 21+00 to 29+00, which runs directly under the bridge, providing a link for regional trail connectivity. 2 On November 18, 2025 City Council awarded a construction contract for the reconstruction of the Golden Avenue Bridge. The bridge is located along Golden Avenue, west of Imperial Highway and East of Valencia Avenue. The total project cost was $6,037,599.55 funds the construction, contingency, construction management and inspection, and construction engineering support from the design firm. As a part of this action on November 18, 2025, Council also approved amending the contract with BCA, the design engineering firm responsible for preparing the project plans and specifications, a sixth time to include construction engineering support services. The approved amount was for $168,797 which was included as part of the total project cost of $6,037,599.55.

The project is now approximately 70% complete.

During construction, the team has encountered multiple situations which required the input and expertise of the design engineer. These situations include:
• Review of the vibration and displacement monitoring plan, and research required to institute the design change to
loosen vibration threshold values
• Check of new abutments for loading due to creep during girder placement • Extended back -and -forth with SoCal Gas on hanger redesign • Assessing channel damage & repair
• Temporary facilities review (girder bracing, overhang formwork, channel protection plan) • Structure mounted utilities review
• Channel protection plan review
• Type A joint seal assessment
Their frequent involvement has helped ensure that questions asked in the field by the general contractor are answered quickly, which in turn has allowed the project to remain on schedule.

BCA is also critical to the quality control process, confirming as -built conditions and whether or not any discrepancies are within acceptable levels of tolerance according to Caltrans' requirements. Their hours of involvement exceeded their original proposal, and staff is recommending the contract be amended to maintain their current level of effort on the project.

The revised total construction cost, including potential contingency, construction engineering and construction management and inspection amounts to $6,073,025.55.

Financial Summary:

The revised total construction cost for the Golden Avenue Bridge Replacement Project would amount to $6,073,025.55. This cost consists of the bid amount submitted by CT&T Concrete Paving Inc., Company in the amount of $4,687,010.50, a construction contingency in the 3 amount of $468,701.05, construction management and inspection services with T.Y. Lin in the amount of $713,091 and revised construction engineering support services with BCA increasing the amount from $168,797 to $204,223.

BIGGS CARDOSA
Mr. Chris Tanio, Director of Public Works
City of Placentia, Public Works Department

BCA Project No. 2017041
Subject: Additional Construction Phase Services for Golden Avenue Bridge Replacement Project at Carbon Canyon Channel Federal Project No. BRL-5269(025) Bridge NO. 55C-0192 Dear Chris:

Biggs Cardosa Associates is submitting this Extra Services and Fee proposal as requested, for additional construction support services for the Golden Ave. Bridge Replacement Project. The scope provided in this proposal is intended to carry the project to completion with an assumed duration through the end of August 2026 as per the most current project schedule. As previously discussed, there is a lot of uncertainty in forecasting construction support effort, since level of involvement for the designer depends heavily on the Contractor, the CM's approach, and field conditions. The original estimated hours and level of effort for construction support were exceeded towards the end of April 2026. The shortfall in hours and budget can be attributed to a consistently higher degree of involvement than we had anticipated (regular calls, meetings, coordination), along with various out -of -scope work requests.

Additional Construction Phase Services
BCA has performed the following out -of -scope tasks as needed and requested by the Construction Management firm and City staff:
• Reviews of vibration and displacement monitoring plan, and research required to institute the design change to loosen vibration threshold values
• OC Loop design coordination
o Assessing OC Loop design omissions (PPB relocation, mast arm removal) o Wingwall & barrier design modifications due to as -built location of OC Loop sheet pile walls • Multiple rounds of review for several construction submittals (1 resubmittal review was assumed for each shop drawing per the contract)
• Check of new abutments for loading due to crane during girder placement • Extended back -and -forth with SoCal Gas on hanger redesign • Traffic control plan modifications
• WPCP review
• Discussions on the Brandywine OH utility agreement
• Assessing channel damage & repair
• Review of submittals typically reviewed only at the field level:
o Temporary facilities (girder bracing, overhang formwork, channel protection plan) o Structure mounted utilities
o Channel protection plan
o Type Ajoint seal

Fee
Our requested construction support services fee represents a summary of tasks done to date and our best estimate of the future costs involved in carrying the project through to a successful completion. The construction support services costs are highly unpredictable, and highly dependent on the contractor's proficiency / performance and the overall construction schedule. The final cost may be above or below the amount estimated in this proposal. For these reasons, we recommend that the City establish a contingency budget for the remaining construction support services. This budget can then be utilized if more effort is deemed necessary by the City or their CM firm.

BCA proposes to provide the remaining construction support services for the project in combination for the out -of -scope services outlined in this proposal for an hourly, not to exceed fee of $35,426. A detailed breakdown of our fee proposal is attached.

Assumptions made in the preparation of this proposal:
• All work described in this scope applies to the Golden Avenue Bridge Replacement Project only. It is assumed that any construction support work required for the portion of the OC Loop project that will be constructed concurrently will be performed by others, in consultation with the Engineer of Record for the OC Loop project. • This scope assumes the project completion will be within the month of August 2026, as per the latest project schedule. If the project continues past August, BCA will use any remaining construction support budget and will submit an Extra Work Requests as needed or requested by the City.
• It is assumed that the RE will be the lead reviewer for all remaining roadway/civil related submittals/shop drawings, and that the design team will provide information as needed in a supporting role for up to five (5) roadway/civil related submittals/shop drawings.
• A maximum of two (2) rounds of reviews (i.e. one resubmittal) are assumed for each remaining submittal. The revisions required for the resubmittals are assumed to be minor and will not require another complete submittal review. • Responding to any remaining RFIs and developing associated CCOs to address contractor errors, alternative construction method requests, or unforeseeable construction field issues (contractor scheduling, contractor equipment limitations, 3rd party coordination/limitations, undocumented existing conditions, etc.) is not included in the scope of services but can be added as Extra Work Requests as required.
• OC Loop reviews by BCA have been completed. If any reviews or field visits are requested, they will be considered out of scope and are not included in this proposal. Requested design changes will be considered out of scope. • Site visits are limited to structural observations only during construction. Special structural inspections are not part of this scope and fee proposal. If requested, BCA can provide a separate scope and fee proposal for Inspection Services. • Remedial engineering design to determine corrective action required due to materials and/or contractor's operations not meeting contract requirements is not included in this proposal. If requested, BCA can provide this work as extra services. • Engineering advice and technical support for construction change orders to the plans and specifications initiated by the contractor, preparation of change order documentation which would include, where appropriate, changes to plans and specifications, and additional structural details are not included in this proposal. If requested, BCA can provide additional hours to perform these duties, as additional services.
• We shall review or take other appropriate action upon Contractor's submittals, as requested by the City or the CM's RE, such as Shop Drawings, Product Data and Samples, but only for the limited purpose of checking for conformance with information given and the design concept expressed in the Contract Documents. Review of such submittals is not conducted for the purpose of determining the accuracy and completeness of other details such as dimensions and quantities or for substantiating instructions for installation or performance of equipment or systems designed by the Contractor, all of which remain the responsibility of the Contractor to the extent required by the Contract Documents. 865 The Alameda, San Jose, CA 95126 1 408.296.5515 1 www.biggscardosa.com 8 BIGGS CARDOSA
