AWARD OF CONTRACT FOR POLICE DEPARTMENT PERSONNEL BACKGROUND
INVESTIGATION SERVICES WITH HALO CONFIDENTIAL INVESTIGATIONS LLC Financial Impact:
Expense: $ 60,000 Annual Amount
Budget: $ 60,000 Per Fiscal Year
$300,000 Five -Year Term's Contract Total (2026-2031)
Summary:
The Police Department released a Request for Proposals for Personnel Background Investigation Services on April 2, 2026, with Proposals due on April 30, 2026. Nine (9) firms responded by the deadline. After a review by Police Department Staff of the nine submissions, it is recommended that HALO Confidential Investigations LLC be awarded a five-year agreement for a not -to -exceed amount of $60,000 per fiscal year.
Recommended Action:
It is recommended that the City Council:
1. Approve the Professional Services Agreement with HALO Confidential Investigations LLC to provide Personnel Background Investigation Services to the Placentia Police Department for a cumulative contract not -to -exceed $300,000 ($60,000 per fiscal year) for a five-year term, with two additional one-year optional terms; and
2. Authorize the Mayor or his designee to execute all necessary documents, in a form approved by the City Attorney.
Strategic Plan Statement:
By awarding this contract, the City continues to meet Strategic Goal No. 2, Public Safety to provide a safe, family -friendly environment through proactive policing, efficient fire and emergency medical services, disaster preparedness, and strong community partnerships that protect residents, businesses and visitors.
Discussion:
The Placentia Police Department released a Request for Proposals (RFP) to provide as - needed Personnel Background Investigation Services. HALO Confidential Investigations has been providing the services for over a decade. Placentia's Purchasing Policy requires that contract exceeding $40,000 be formally bid and submitted to the City Council for approval. As 1 the proposed term is for five years, in the aggregate, the amount awarded to the Contractor will exceed that $40,000 amount (i.e., $300,000 over five years).
The Proposed Contractor will conduct pre-employment screenings of applications for sworn, non -sworn, civilian, paid and volunteer positions for workers tentatively selected for employment by the Placentia Police Department. Background Investigations fall into three categories, with the most extensive being for Sworn/Laterals. HALO Confidential Investigations will also conduct Background Investigations on Reserve/Supervisor/Expertise Civilians and Basic Civilian/Cadet/PSO/PCO/Administrative positions.
The following nine companies submitted proposals:
1. aINSIGHT (New Port Richey, Florida)
2. BBS Solutions, Inc (Temecula, CA
3. Driscoll & Associates, LLC (Murrieta, CA)
4. HALO Confidential Investigations LLC (Claremont, CA)
5. LM Investigations (Huntington Beach, CA)
6. Nevins Professional Investigations (Oak Hills, CA)
7. Palicon Group (Riverside, CA)
8. The Gumshoe Group (Vacaville, CA)
9. TruView BSI, LLC (Melville, New York)
With the highest score from RFP reviewers, HALO Confidential Investigations is recommended by the Police Department. The firm has extensive public safety experience, submitted a consistent methodology towards initiating and completing the Background Investigation assignments, and had Proposal Pricing in keeping within Placentia's budgetary needs. Proposers were asked to identify any cost increases proposed over the life of the five- year agreement, so the Police Department would be obtaining a full picture of cost implications while it reviewed the nine Proposals. This also ensures transparency in contract terms to be submitted to the City Council since the contract is for a five-year term.
Financial Summary:
The Agreement with HALO Confidential Investigations is for a five-year period, with two additional one-year extensions, to be exercised at the City's sole discretion based upon the performance by the Contractor. The Police Department budgets $60,000 per fiscal year to cover background investigations for all potential personnel classifications. Funding for this work continues to be budgeted annually in the Police Department's Operating Budget.
Accordingly, sufficient funds exist for the recommended action.

SUBJECT: REQUEST FOR PROPOSALS TO PROVIDE PERSONNEL BACKGROUND
INVESTIGATION SERVICES AS REQUESTED BY THE PLACENTIA
POLICE DEPARTMENT
PURPOSE:
The City of Placentia ("City") is requesting Proposals from qualified Personnel Background Investigations firms to provide as -needed Background Investigations services for the Placentia Police Department. These services include but are not limited to a thorough background investigation of Placentia Police Department applications, as assigned. At the conclusion of each assigned background investigation, Contractor shall submit a background file for each applicant to include all items verified and collected during the investigation process.
The Placentia City Council will be asked to approve a five-year Agreement for these services.
SCOPE OF WORK:
Contractor shall conduct pre-employment screenings of applicants, whether paid or volunteer, sworn or civilian, to screen for possible past and current criminal activity, sex registrants, fraud and any other issues of integrity which could be detrimental to City. Contractor will verify credit history, social media, education and credentials, past contact with police agencies, review the respective Applicant's Personal History Statements and Pre -investigative Questionnaires, and arrange for a polygraph and review, if required.
Contractor will verify Military Service/Registration. Contractor will verify Court documents for Dissolution of Marriage, Marriages, etc. An online data screening will also be conducted, including a TLO screening. The Contractor will provide a written report with each screening conducted. Like most police agencies, the Placentia Police Department uses main Personnel categories, with the specific background investigation items provided in further detail below under "Current Personnel Categorization System."
The Placentia Police Department has historically used three main Personnel categories, ranging from Volunteers to Sworn Officer positions. Proposers are asked to provide a similar approach to that used by Placentia (as well as many other police agencies) by identifying the background investigative items per main Personnel category. Proposers are invited to identify and offer a different means of main Personnel categorization and the items under each category, than that from the current system as described below under "Current Personnel Categorization System." In identifying the current system, it is not the City's intention to limit a Proposer's approach, methodology, or costing principles. Providing the current system is offered as a courtesy to potential proposers.
Proposer shall identify the cost and approach towards achieving the background investigation needs identified in each Personnel category. Currently, the Police Department has a pre-set all- inclusive cost for the three main Personnel categories, and identifies that "partial" screenings 4 may occur, with an associated price. While Proposers may wish to offer a different approach to the existing Personnel categorization methodology, in doing so, Proposer is asked to articulate using its expertise so that the City fully understands the methodology recommended.
Proposer shall identify what expenses it considers "all inclusive" and what expenses the Placentia Police Department will cover. For example, but not limited to, mailings, forms, polygraph, live scan, notary, etc. Also, Proposer should identify the costs it would plan to bill when the candidate is outside the local area, mileage, if applicable. Proposer shall also identify tasks the Placentia Police Department will be responsible for arranging and/or paying.
Further, Proposer shall identify its approach and cost for "partials," as to when an applicant withdraws or is disqualified early -on in the background investigative process.
The Police Department desires that rushed jobs requested by the Police Department shall be completed in half the normal time of a screening, unless the Proposer identifies a differing timeframe.
Only the Placentia Police Department is authorized to direct Contractor to perform tasks and incur fees and expenses. Contractor will conduct the screenings following the POST and Placentia Human Resources Department guidelines on behalf of the Placentia Police Department and will provide the reports as required, in a timely manner. Additional public information research may be conducted per the Police Department's request, reimbursed at Contractor's actual cost, which are not required, but are beneficial to the screenings, such as specific Internet searches.
The Placentia Police Department intends to request that its City Council approve a five-year contract for these services. Therefore, Proposers shall identify any cost increases it seeks, over the five-year period, so that this topic can be addressed in the Professional Services Agreement ultimately executed.
CURRENT PERSONNEL CATEGORIZATION SYSTEM
The following is an outline of the Placentia Police Department's current Personnel Categorization System, including items verified per category, where this information is available. asserted to be liable, and whether or not there is any evidence of fault or wrongdoing by the Consultant, its employees and/or its subcontractors. The finance charge periodic rate will be 1% per month (12% ANNUAL PERCENTAGE RATE) on that portion of the Balance exceeding $1,000 and 1.5% (18% ANNUAL PERCENTAGE RATE) on that portion of the Balance that is $1,000 or less.

Automobile Insurance Policy Coverages and Limits
Renewal Declarations
We are pleased to offer you a renewal for your automobile insurance policy. To renew your policy, send at least the minimum payment on or before the due date. Insurance is in effect only for the vehicles, coverages, and limits of liability shown on this declarations page and as set forth in the insurance policy and endorsements. These declarations, together with the contract and the endorsements in effect, complete your policy. If any change to your policy or to the information we have on file results in a premium decrease during the policy period, the Interinsurance Exchange reserves the right to apply any refund due to your outstanding balance.
