1. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG
The Mayor opened the meeting at 7:15 and called for public comments. No public comments were received. The Mayor closed the meeting and later reconvened at 8:30 p.m.
2. ROLL CALL: Present: Borelli, Neau, Saragosa, Taylor, Thomas
3. ANNOUNCEMENTS/PRESENTATIONS TO THE PUBLIC
No announcements/presentations were made.
4. ADOPTION OF AGENDA
It was moved by Vice-Mayor Saragosa and seconded by Councilmember Borelli that the City Council approve the agenda as presented. The motion was passed with concurrence from the City Council.
5. CLOSED SESSION
Item 1: Conference with Legal Counsel – Anticipated
Litigation/Significant exposure to litigation
Government Code § 54956.9(d)(2) and (e)(3), (e)(5): (one potential case)
Reserve House representatives claimed they would appeal the denial of their permit to trial court; retained legal counsel and submitted a letter to the City Council on February 18, 2022, challenging the City’s denial of a cannabis permit; email from C.
Sommers dated March 4, 2022.

The Council reported direction to legal counsel.
