Dear City Council Members, Mayor and Staff,
I would have preferred to have personally come before you to share my concerns, unfortunately I had a previously scheduled fair meeting that conflicts with tonight's City Council meeting.

I have many concerns with the 212 Armory Drive Project. I will begin with the safety concerns.

I see that there are two driveways into this complex, one on Armory Road and one on Ray Lawyer Drive. Armory Road has no sidewalks or curbs. The asphalt is in very poor shape. This road is also quite narrow. It is my understanding that the developer is not required to upgrade the road for this project.

During many events held at the fairgrounds and/or the Speedway, traffic becomes one-way only on Armory Road. This is for a quicker flow of traffic as well as the safety of the many pedestrians that access the fair entrance. As vehicles are attempting to gain access to the fairgrounds and/or speedway, it can back up onto Placerville Drive and ultimately the Highway 50 off-ramp. We create two lines into Armory Road to avoid that back-up. It would be impossible for someone to come DOWN Armory Road (from Ray Lawyer) during many events. It would be preferable if the access road on Armory Road (from the apartment parking lot) would be a right turn only, meaning leaving the parking lot they could only turn right onto Armory Road to go to Ray Lawyer Drive. And that driveway would not be available to incoming cars.

The other safety issue is the proximity of the Skate Park to Armory Road. Hundreds of kids will walk/skate to the park from around the area and adding potentially 166+ cars traveling to/from school, work and errands along this road, with no sidewalk is a recipe for disaster.

The Initial Study/Mitigated Negative Declaration dated May 2022 covers in depth issues regarding to sound and dust.

I find it odd that there is only one place in this Declaration that references the proximity of the fairgrounds to the project. There is a lot of focus on the noise from the speedway, which there should be. The unfortunate fact is that people will move in knowing there is a speedway, but after living there will likely tire of the noise and dust and file complaints. Seems very unfair to an activity that has been in place for over 60 years. No where in this declaration does it mention the potential of noise coming from the fairgrounds, which particularly during fair, is a reality. 1 understand this project will happen whether we like it or not, or whether it is a suitable use for this small piece of property. I was compelled to share my concerns regardless.

Thank you for your time and consideration.
