City of
Placerville Pierre Rivas <[email protected]> Private Sewer Lateral Ordinance
Debra Miller <[email protected]>
To: Pierre Rivas <[email protected]> Fri, Aug 5, 2022 at 2:25 PM Hello Pierre,
I sent this information out to the El Dorado Association of Realtors Executive Committee but have not received comments back yet.

These are some remarks that I have and can be shared with City Council or anyone you think would be interested, ahead of the City Council meeting on Tuesday:

I think that the condition of the roads may create an issue with the sewer laterals. For example, the roads in the Deer Crossing subdivision are sunken in areas of the sewer main. Residents must drive on the other side of the street to avoid the huge dips on their side of the street. Those dips are directly above sewer lines or mains that have sunken.

There is a neighbor who has large, loaded water trucks that are stored on their property that come onto the street to gain access in and out to his property. That parcel is an island, not in Deer Crossing and part of El Dorado County.

Is the City going to certify that the sewer mains are in good condition before implementing this new ordinance? 7-17.6
B. What will the vehicle be to record the requirement of a COLC on each parcel? B.1- How do current residents discover if their property has a valid COLC? 7-17.7

1. What is the vehicle to alert residents that their PS is not in compliance?

3.A: How does a homeowner determine a possible cost for replacement of the lateral to the home? 7-17-8
Is there the vehicle be to assist current property owners in signing a PSMA, on properties that are already on a private common sewer?
Is there any assistance, such as grants, low-cost loans, etcetera, for homeowners who do not have funds to complete repairs, pay for COLC requirements or CCTV inspections? As a Realtor, I have these remarks:

This is an additional cost, outside of a home sale/purchase to homeowners and or buyers who already are paying exorbitant Homeowner Insurance rates. The average current cost for HI in the city limits is approximately $2500-$2800 per year. This is a huge increase that affects all of us who live in El Dorado County. Many retired homeowners cannot absorb the cost of the HI increase and are selling their homes to move because they can no longer afford to live in their home. This increase would also affect all residents, not just retirees, moving in or out of the city limits. The ordinance will be provide an increase in costs associated with living within the city limits and push home ownership affordability out further. It is not only the cost of a mortgage that determines the affordability. The other cost factors are utilities, homeowners insurance as well as other costs of ownership. Many home buyers are being forced to look elsewhere for housing. I have included Mid-year 2022 stats in the attachment for you to review. (One page is for the zip code 95667 and not City Limits specific.) This is an unknown and additional cost for those who may have to replace the lateral, perform the COLC and pay for a CCTV inspection.

Will the PSMA be included with the title report?
The El Dorado County Association of Realtors will need to work with their attorney to draft a Real Estate Disclosure upon adoption of this ordinance or any point-of-sale ordinance. This ordinance will also need to be on other real estate related reports such as the Natural Hazard Disclosure Report.

The City should work with EDCAR regarding education about this new point-of-sale requirement within the City upon title transfer.

It will be advantageous to provide the identification of persons authorized to repair or replace private sewer laterals to EDCAR. This would also help avoid work performed and not accepted as verified by the City.

I hope this helps provide some insight and will create some additional dialogue before adjusting the ordinance. I will try to be at the City Council meeting on Tuesday evening.
