I really appreciated Chief Wren's report (Attachment C) and would like that to be included in the letter that is sent to the county. We need to be able to help our houseless residents that want the help. We also need to be able to enforce against residents that are creating environmental and public health and safety hazards for the entire community (wildfire risk, erosion of hill slopes and landslide risks, pollution of the soil, surface water and groundwater).
I believe in showing compassion to everyone. As a teenager/young adult I spent several months living out of a backpack.
While I never found myself in a situation where I had to sleep on the street, i was homeless and slept in cars, friends couches/floors, youth shelters and official campgrounds. I have a great deal of empathy for people who find themselves in a situation where they have lost their home, whatever the reason for that loss may be.
I also believe no individuals personal freedoms should outweigh the heath and safety risks to the entire community. We cannot continue to allow people to camp in places that are creating hazardous conditions. Having a navigation center will allow us to require people to move out of areas that are creating hazardous conditions. I have no issue with someone deciding to sleep on a public sidewalk or a park bench at night. What I see as a serious environmental and public safety hazard is the makeshift shelters on dirt hill slopes surrounded by vegetation/trees with stormwater runoff of human feces and trash going into our waterways. One of the tools needed to address those hazards is having a navigation center.
Thank You

Dear City Council & County Supervisors,
I have had a business on Broadway for over 20 years. I've been boots on the ground helping to feed and cloth the homeless. I've seen the increase of mental illness and homelessness, and the neglect by government agencies to address the inhumanity of this disaster in our community.
Fifty Four of our fifty eight counties in California have shelters. Surely, ideas and best practices can be gleaned from any of these county's.
This topic of Perks Court is over 20 years old. It sadly has become a POLITICAL issue rather than a humanitarian one.
Vote your conscious not your party. Build a shelter.

Dear City Council Members,
1 am so sorry I cannot attend this meeting in person, so, 1 am writing to encourage you to PLEASE send a letter of support to the board of Supervisors regarding the proposed Navigation Center at Perks Court.
Everything is in place: the funding, the construction company, for organizations needed, the location, which is perfect for the needs of those using the service.
PLEASE! We are one of only two or three counties in the entire state that has no services for the unhoused. They have been with us tor decades and they are not going away. This will help those that want the help to get back on their feet, and self sufficient. It will assist those in need of mental health services to get the help they need. It will help our community and save the county money by not having to use emergency services. The tax payers of EDC will not have to This is a no-brainer! We need this so badly, and now we have a chance to do it. Volunteers have worked for literally years to get this in place. Please not disrespect the important work they have done to improve the quality of life for EVERYONE in this county, including businesses that find homeless folks sleeping on their doorways because they have no place to go.
This is a good thing. You know it. I know it. Please do not be pressured out of making the right decision.
Thank you for your consideration.

The intent of this email is to add my support in the establishment of a facility at Perks Court that will assist those men and women who are in need, basically homeless. This project has been in the works for some time with agreement from the city and the county and I believe in its intent is to mitigate homelessness in our area. It is certainly a start!
I have volunteered for years at the Upper Dining Room on Broadway and have gotten to know those in need. Many of these folks just need a hand up. The Upper Room can provide a meal, occasional nurse visit and an occasional shower, but it does not provide shelter or the necessary guidance that will help lift these folks out of their current situation.
Thope you will stay the course, reject the scare tactics of the opposition and provide these folks the assistance they require.
Sincerely,

Dear Mayor and City Council Members,
I am writing to express my support of the Mayor's and Chief Wren's communications to the County Board of Supervisors.
The City of Placerville has collaborated in good faith with the County, and the Police Dept has taken on the burden of policing the homeless shuttled here from other parts of the county by the Sheriffs department.
I am extremely disturbed by the ugly, distorted, lies presented in the Republicans' flier being distributed throughout the county. It is almost incredible to me that they would resort to such hateful misrepresentations to appeal to their base for a plan that would 1) cost the county rather than use state and federal funds 2) promote recovery and housing success rather than criminalization of homeless folks, and 3) definitely NOT be a beacon to all homeless to come here, as almost all other counties already have homeless emergency shelters and navigation centers, while we do not.
I hope that saner minds prevail, and that attempts to distract and disrupt plans for Perks Court by proposing the Sheriff's plan and backtracking to Pierroz Road can finally be put to rest. There's already been enough delay, and now we will have to plan for winter shelter again. It's time we join the rest of the state in providing relief for homeless people who want to be sheltered.
Best regards,

Subject: Support for Aug 23, 2022 BOS Items 19 and 20
Dear Chairperson Parlin,
and
Supervisors Hidahl, Turnboo, Thomas, and Novasel,
Before you today are critical votes of urgency to approve moving ahead on the plan for Perks Ct property, County-owned property, to be used for a Navigation Center with Shelter component for homeless residents of the county. I urge a positive vote on items 19 and 20 today. Time is of the essence.
I understand that all of the components that need to be budgeted have been considered and included. The funding will go elsewhere if not used in this county.
I understand this program is not for long-term housing, but it does provide an alternative for people camping out who wish to be under safe shelter and obtain assistance in moving forward. It does provide a law enforcement alternative as well as potential and probable reduction in emergency services for health and fire.
Obviously, this facility will not be used by everyone who is living 'rough', as some call this. But there is a wide variety of circumstances which bring persons to this living condition. There is no alternative to offer anyone at this time. https://mail.google.com/mail/u/1/?ik=0f0a9f8efa&view=pt&search=all&permthid=thread-f%3A1741617190625903812&simpl=msg-f%3A174161719062... 1/2 8/19/22, 1:25 PM City of Placerville Mail - Fwd: Support for Aug 23, 2022 BOS Items 19 and 20 Living rough in El Dorado County is thought by some to be a choice of people 'who do not wish to get their act together'. I daresay, wishes are not the biggest reason in most cases. The need for lower rent and additional physical and mental health services, in conjunction with falling incomes and needed services including transportation, creates a harsh melange that "wishing" cannot change.
Some have suggested the old Juvenile Hall be used. On the surface, this might seem useful, but the cost of rehabbing this facility and the cost and location of running it for a shelter and navigation center have been investigated and are not effective.
Others have been misinformed about buildings going up on Missouri Flat Road. These buildings are not government buildings; they are the non-profit Community Health Center (CHC). These are medical facilities are available to many, including Medi-Cal patients who are the very clients who would need them in the Navigation Center. The CHC already has small offices and clinics scattered around the Missouri Flat corridor.
The new facility will unify them and make health care more acessible.
Sadly, misinformation has been spread about this project from otherwise trusted groups, and thus has riled up many folks who otherwise do care about the problems of all our residents including those without housing.
We in El Dorado County need every effort to address all the different problems that lack of housing induces. I pray that we can all work together and meet the variety of needs.
Perks Court Navigation Center and Shelter is just one program. It will not solve everything. It is an urgently needed start.
Please vote in favor, 5-0, on these urgent items #19 and 20.
Sincerely,
Peg Vanderkar,

Everyone is on the right path; we just need to do it together. • The residents and businesses of EDC deserve a clean, green, safe environment.l • The homeless need a safe, sanitary emergency place they can stay while getting the services they need to move forward with the life they want to have. • The homeless who do not want to be contributors, or cannot be due to illness and related issues, need to be in a place they are not a harm to others and the environment.
How does this happen?
• Current resources go to the HOME project; it can be up and running in 4 months or less. • This gives the Perks Court project the time they need to work on the go forward plan. Since it could take two years to open, the HOME project can take the pressure off. • Who will run this? Sit down and figure it out. You have many NGO's that could do it. • This means everyone needs to subordinate their egos for the good of all. • This will be the emergency place for homeless. Everyone in the dirt will have safety, sanitation, and not have to move.
• Some possibilities for funding: current funds being directed to winter shelter, funds and services currently available from the county, and so on. We need to sit down and see where the resources are and share them.
• The faith community can do everything they are doing at HOME, and they won't have to provide overnight shelter.
• The Upper room can deliver meals once a day to HOME. They can continue to serve those on the brink of homelessness and poverty at their current location. • HOME could allow dogs and the current groups taking care of those dogs could do it at HIOME.
• As with other shelters, there would be no alcohol or drugs and HOME residents would need to leave for the time they needed to indulge and could come back to HOME to sleep, eat, get services they want, and have proper sanitation. That's what they do at other shelters even if it is unspoken.
• At HOME, criminals preying on the homeless would be easier to detect. • The homeless may not like it, but they would have a choice; follow all laws including littering, trespassing, etc., go to HOME , go to jail, or leave. No, we are not running anyone out of the county. We are providing them with dignity, sanitation, a safe place to stay and services to change the trajectory of their life if they chose to participate. Those who don't want to participate will still have a safe place to live.
https://mail.google.com/mail/u/1/?ik=0f0a9f8efa&view=pt&search=all&permmsgid=msg-f%3A1741572023641730376&simpl=msg-f%3A174157202364... 1/2 8/19/22, 8:42 AM City of Placerville Mail - Perks Court • l'd like to live in one of those huge houses overlooking Folsom Lake. I accept that it will not be happening, and that I need to work with what I have. We need to stop saying that homeless have the right to live anywhere they want.
• This will not happen overnight. Some will homeless come right away, and I will volunteer to pick them up and bring the to HOME. We need the community to give homeless the HOME phone number instead of food, money, and supplies.. When HOME becomes the only alternative, they will come.
Please don't say this won't work. Instead, sit down with a common ground atitude and figure out how all homeless could have an emergency place to live in the next few months that does not impose on the rest of the community. There is so much evidence in this country of what works, I am confused why a small county like ours cannot figure it out. HOME makes it so you don't have to worry about a winter shelter, warming stations, cooling stations, forest fires, criminals taking advantage of the homeless where they live, and a host of other issues. When Perks Court is up and running and the homeless are flocking to the facility, HOME will close naturally. If Perks Court runs into delays or issues, HOME will be able to continue.
There are hundreds of things I have not addressed that need to be addressed. Common ground, sharing expertise and resources, and. subordinating egos can answer all of them.
P.S. Please remember how fast emergency shelters were established during the Caldor Fire.
Bring in the people that made them happen and ask how they did it.
Respectfully, Liz Drummond

Dear City Council members,
We are writing in strong support for the joint County/City proposal to establish a monitored and maintained shelter for qualifying homeless men and women on Perks Court.
As residents of the City and County for almost 50 years, we feel it is crucial for our local governments to support efforts to improve the current homeless situation in our community.
This proposal has been developed with great effort and thought and deserves to be activated, so that we can both help those who are unfortunately homeless and need resources, and reduce the impacts of homelessness on on our citizens, environment, and community.

As long-term residents of the City of Placerville, we are writing in support of the draft letter to the El Dorado County Board of Supervisors regarding the establishment of a Navigation Center.
Similar programs in other communities have proven effective in their approach toward lowering the total cost to taxpayers while alleviating the burden placed on first-responders, law enforcement officers, government staff, and the impact on community residents. This is reason enough to move forward with this investment in our community, but the potential benefits of this project extend to everyone.
We appreciate the time and effort that everyone has invested into finding a viable solution, and we agree that moving forward on this project is an essential next step.

Placerville City Council,
As a concerned and active resident of El Dorado County for close to 50 years and a past resident of Placerville, I would like to strongly recommend that you support the Perks Court Navigation Center and Emergency Shelter for qualifying homeless men and women on Perks Court. This is a solid plan with funding that will begin to address the Homeless issues.
Placerville Mayor Kara M. Taylor has written a very persuasive letter to the Board of Supervisors supporting the Center. I urge you to follow her lead and support this center.
I quote:
"At this time, we express our grave concerns and encourage the Board of Supervisors to immediately move forward with this project. As stated in the attached letter to Don Semon over a year ago, we strongly urge the County to move forward with the Perks Court Navigation Center to provide "temporary protection for the homeless from the elements, protection to our public from potential wildfire, and protection to our environment from the release of hazardous The City has demonstrated a commitment to partner with the County in addressing this issue that affects all our residents, and we stand ready to assist in this process in whatever way we can. We encourage you, in the strongest sense, to move this urgent project forward."
I agree with Mayor Taylor that there are some who want to obstruct this project, no matter where it is located or how comprehensive the facility plans and professional service provider contract might be.
Their anger needs to be countered with your action. Too much volunteer and staff work and community support has been expended already. The necessity for a solution is too grave to ignore.
Let's approve this project and send it to the Board of Supervisors for implementation.
Thank you for your concern and your attention to this matter.
Sincerely,
Mary Elliott-Klemm

Dear Chairperson Parlin, and Supervisors Hidahl, Turnboo, Thomas, and Novasel, Please vote to move forward on the plan for Perks Ct property, County-owned property, to be used for a Navigation Center with Shelter component for homeless residents of the county.
Even though the program is not for long-term housing, but it does provide something for people camping out who wish to be under safe shelter and obtain assistance in moving forward. It provides a law enforcement alternative as well as potential and probable reduction in emergency services for health and fire. It is a baseline for future program components to be added as needed.
The more time spent by BOS talking and moving the homeless agenda/plans from month to month, just makes the homeless challenge bigger to manage and more expensive for us taxpayers.
We need to start with a program NOW and see where it takes us. Trust us and let us do what we do best with our expertise- coordinating services to help the homeless residents. We can't do anything if not given something to work from.
The BOS needs to vote in favor 5-0 on this urgent item #19 and 20.

Comments: Sue Rodman Placerville Resident
The Placerville Police Chief's report makes it very clear that the homeless people in El Dorado County are our neighbors, not some imports from elsewhere.
This is an ongoing situation with a long history. The Ideal situation would be that everyone has a home, a job, and contributes to our community.
However, this is not ideal, it is reality, where there are people living in conditions that would be considered animal abuse if they were livestock.
Every attempt to improve this situation has been met with resistance and negativity. There are always those my mother called "Againers." Those who are against everything but have no solutions to offer. The Perk's Court navigation center is no different.
From the early attempts at Hangtown Haven to the present there have been those who have attempted to thwart every effort to help these unfortunate people.
This "Republican" flyer is a disgrace to the Republican Party and full of lies. It needs to go in the trash where it belongs. While the Sheriff's proposal looked good, it could not be funded, so it is not a viable option. It is dead, let it go people.
It is way past time to take action and move forward. In case you haven't noticed, Ver Fire season is here, it has been here since June, and probably will still be here until November. We have already had ahotker winter, with rain and cold, it would help if there were shelter before we have another winter.
Perk's Court is probably not perfect, but it is a vast improvement over doing nothing. We owe it to ourselves, if no one else, to at least give it a try and learn by doing instead of watching more homeless people die on our streets. This is the best chance we have had in a long time to help our homeless neighbors, and we just need to do it.
Mayor Taylor's letter puts the issues well, and she has my support. There have been enough endless meetings, it is time to get this navigation center done.

Subject: Support for Center
Dear Placerville City Council Members:
I want to lend my support and encouragement for the referent Center and hope that you will agree to send your letter from this body to the Board of Supervisors supporting this long-needed project that is just waiting for their approval to commence.
As a resident and Real Estate Broker in the County for over 45 years, it has been a dark spot on the County and City that there hasn't been an organized process and place for those who are unhoused and dealing with mental illness who have been forced to live in such appalling conditions. Unfortunately, this housing problem has affected those relocating here who have questioned the effects on the shopping areas and neighborhoods where so many homeless folks are forced to congregate and live in various encampments.
The prospects of having both a navigation center and emergency shelter with both state and federal funding that will eliminate costs borne by the County or City is almost a miracle. The good work done by Housing El Dorado with over four years of work on this project is commendable and I hope not in vain. We are so close to making this happen that I hope this opportunity will not be lost as the result of what I've read would be the loss of funding and possible lawsuit if situated as proposed by one lone Board member and our county sheriff. Add to that, the reluctance for folks who are used to both and good and negative interactions with law enforcement when the only help offered is overshadowed by a jail and law enforcement looming next door. I fear they would just not be willing to avail themselves of this negative experience.
As a county businessperson I have had potential and existing residents relate interactions they have had in our business areas, neighborhoods and walking trails with homeless folks who have no place to get help congregate and live. Add to that the potential fires and horrendous fire insurance costs and cancellations that were brought home when the Board of supervisors declared a crisis to reduce homeless encampments and the extreme fire danger they represent. As a Broker I can attest to the lost sales when insurance isn't available or costs so high that a purchaser is unable to qualify for the loan or just not able to pay these costs. I recognize that this is not caused solely by these encampments, but they certainly are a contributing factor.
With a 3.7-million-dollar Navigation Center and Emergency Shelter finally in site, I had to write to ask that you support this strategic plan now coming before our Board of Supervisors. This is both not only long overdue but would be irresponsible to just let this opportunity pass through our fingers while we watch our homeless and County burn and homeless be left in their present circumstances. Please make the right decision now.
Thank you for your attention to my plea and for the consideration of this first step in dealing with a decade's long problem. If not now when? Sincerely,
Leslie Hill
