212 Armory Rd Project / . '-I J!-_/:; 3/.,;J_J
;BP-,,- v
History: During the Korean war Placerville had 200+ men fighting in that war that needed a place to come home to.
The County decided to gift 3.0 acres (the current Armory Site) for the construction of the Armory.
In 2019, Governor Newsom created Executive Order N-06-19 which ordered all unused State Property be utilized for affordable/low income housing. The projects that fall on these properties do not have to go through the same regulations and rules as Joe Q Public. In fact, the order allows developers of these properties to bi-pass most . city/county building regulations. Like, improving the roads adjoining the property.
The corners of these apartments are 300 feet away from the Speedway. We believe once this building is inhabited the complaints will cause the Speedway to cease. If the Speedway ceases, the Fair Association will be seriously affected, and will have to change the way it does business. Staff would be laid off, which would result in less options for the public to utilize the Fairgrounds. Numerous non-profits that greatly benefit our community utilize the Fairgrounds for fundraisers and chat use could also be in jeopardy.
With this brief project history in mind, the following points of concern in regards to the CEQ,A. document exist:
• Many of the existing Large Oak trees will need to be removed and mitigation is not adequately addressed;
• Storm water runoff is not properly addressed and is already a problem on the Fairgrounds fro1n surrounding properties;
• Increased Traffic, Access/Egress is not properly addressed, along with no improvements to Armory Drive;
• El Dorado County has not approved the use of their property for this project (access/egress); • Parking is not adequate per code for a project like this; • Project density exceeds City Codes as well as Energy codes are not being followed; • Height of project exceeds city code;
• Most comments submitted by public were misplaced and not included in environmental document and have not been responded to;
• Public safety of existing residents, business and future residents are not being addressed.
Project site is surrounded by High Hazard Severity Wildland Fire Zones. Current ladder truck can't reach a 4-story building, no mitigation for increased EMS response. • Our understanding that by supporting this grant application the city could be inviting deep pocket liability for a project that has so many flawed or deviations from local codes and ordinances;
• Finally, we object to this Grant support for the above reasons and question the Emergency Need in our area. We are not opposed to this type of housing project, but in a compatible use area, and following established processes just as you or I would have to follow.
