1. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG
The Mayor called the meeting to order at 4:02 p.m. and The Pledge of Allegiance to the Flag was recited.
2. ROLL CALL: Present: Clerici, Gotberg, Neau, Saragosa, Yarbrough
3. ANNOUNCEMENTS/PRESENTATIONS TO THE PUBLIC
No announcements/presentations to the public were made.
4. ADOPTION OF AGENDA
It was moved by Vice-Mayor Neau and seconded by Councilmember Yarbrough that the City Council adopt the agenda as presented. The motion passed by the following roll-call vote:
AYES: Clerici, Gotberg, Neau, Saragosa, Yarbrough
NOES: None
ABSENT: None
ABSTAIN: None
5. DISCUSSION ITEMS
5.1 Review and Recommend Updates if Necessary to the Following Documents and Process (Mr. Morris):
• Governing Handbook
• City Council Handbook
• Strategic Plan
• Budget Process

The City Manager reviewed the Governing Handbook, City Council Handbook, Strategic Plan, and the Budget Process with the City Council and department heads. Several revisions were suggested for the Governing Handbook, City Council Handbook, and Strategic Plan.
Public comments were received from Sue Rodman.
No action was taken at this meeting. Staff will return to a future City Council meeting with revised documents for review and adoption.
6. ADJOURNMENT @ 6:30 p.m.
The next regularly scheduled City Council meeting will be held on February 14, 2023, 4:00 P.M. Closed Session, 5:00 P.M. Regular Meeting.
