1. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG
The Mayor called the meeting to order at 4:04 p.m. and The Pledge of Allegiance to the Flag was recited.
2. ROLL CALL: Present: Carter, Clerici, Gotberg, Neau
Absent: Yarbrough (seated at 4:06 p.m.)
3. ANNOUNCEMENTS/PRESENTATIONS TO THE PUBLIC
No announcements/presentations to the public.
4. ADOPTION OF AGENDA
It was moved by Vice-Mayor Gotberg that the City Council adopt the agenda as presented. The motion was seconded by Councilmember Carter and passed by the following vote:
AYES: Carter, Clerici, Gotberg, Neau
NOES: None
ABSENT: Yarbrough
ABSTAIN: None
Councilmember Yarbrough was seated (4:06 p.m.).
5. DISCUSSION ITEMS
5.1 Review and Discuss Updates to the City’s Strategic Plan, Governance Handbook, and City Council Handbook (Mr. Morris) The City Manager led the discussion. Public comments were received. No action was taken on this item.

6. Project Funding Discussion:
6.1 Review and Discuss Options for Funding the Proposed Public Safety Building (Mr. Morris)
The City Manager led the discussion. Public comments were received. No action was taken on this item.
6.2 Review and Discuss Options for Funding the Citywide Broadband Fiber Program (Mr. Morris)
Steve McCargar, Senior Management Analyst, presented information on the program. Public comment was received. No action was taken on this item.
6.3 Review and Discuss Options to Increase Funding for General Fund Operations (Mr. Morris)
The City Manager presented the item. Public comment was received. No action was taken on this item.
