City Council Special Meeting Minutes Page 1 December 20, 2021 Mayor Michael Harris called a Special Meeting of the City Council to order at 5:30 PM via teleconference, complete proceedings of which were electronically recorded. The meeting agenda was posted on the outdoor bulletin board at the above address on December 16, 2021 by Deputy City Clerk Juanita Davalos.

4. OPEN SESSION
4.1 Conduct Interviews and Adopt Resolution No. 74-21 Appointing an Interim City Treasurer to Fill the Vacancy Until a New City Treasurer to be Elected by the Voters in November 2022 is Certified
Mayor Harris introduced himself and welcomed Interim City Treasurer candidate Andrew Kalinowski.
Mr. Kalinowski introduced himself and answered questions from the City Council.
Mayor Harris introduced himself and welcomed Interim City Treasurer candidate Parham Mirshahpanah.
Mr. Mirshahpanah introduced himself and answered questions from the City Council.
The Council discussed the interviews.
Motion (Carlson/Rinn) to Approve Item 4.1 to appoint Andrew Kalinowski as Interim City Treasurer carried as follows:
AYES: Carlson, Flaherty, Noack, Rinn, Harris
Mayor Harris thanked Mr. Mirshahpanah for interviewing and congratulated Mr. Kalinowski on his appointment. Councilmembers also thanked and congratulated Mr. Kalinowski.

5.1 CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION The City Council went into closed session.
6. ADJOURNMENT
Mayor Harris adjourned at 6:34 p.m. to the regular meeting on Monday, December 20, 2021 via teleconference.
