CITY COUNCIL STAFF REPORT
Meeting Date: January 24, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING THE CITY
MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH PAKPOUR CONSULTING GROUP, INC., FOR
INSPECTION SERVICES FOR THE GREGORY GARDENS STORM
DRAIN REHABILITATION PROJECT NO. 03-21
SYNOPSIS
This item will consider authorizing the City Manager to execute a Professional Services Agreement with Pakpour Consulting Group, Inc. to perform inspection services for the Gregory Gardens Storm Drain Rehabilitation Project No. 03-21. The project will remove approximately 700 linear feet of a private corrugated metal pipe (CMP) storm drain system and replace it with a new storm drain pipeline alignment in the Gregory Gardens neighborhood.
DISCUSSION
Background
The Gregory Gardens Storm Drain Rehabilitation Project No. 03-21 is part of the City’s Storm Drain Program’s 5-Year Plan and is identified in the approved Capital Improvement Plan FY 2020 – 2025 (CIP). The Gregory Gardens No. 6 subdivision created a storm drain system in the early 1950’s to collect storm water runoff and discharge it into Grayson Creek and the Contra Costa County Flood Control channel. The approximately 700 linear foot long CMP storm drain system has reached the end of its useful life.
Most of the storm drain pipes are located in private drainage reserves located underneath side yards and backyards of residential properties. In a number of locations, the private CMP has corroded, collapsed and clogged, resulting in pipeline failures, flooding and damage to property. This project will provide a new storm drain pipeline alignment through the subdivision including, where possible, abandoning sections of the old private storm drain pipe and relocating them to the public right-of-way (ROW) along the roadway. In portions where storm drain pipeline would remain beneath private properties, these private drainage reserves will be converted to public storm drain easements, so the City can maintain and manage the pipeline in the future.
The City Council, at its October 4, 2021, regularly scheduled meeting, approved $1.5 million in American Rescue Plan Act funds to construct the project.
Analysis
Staff issued a Request for Proposals for inspection services on November 29, 2021, to three qualified civil engineering firms: Pakpour Consulting Group, Inc. (Pakpour), Park Engineering and Kleinfelder. In response, Pakpour and Park Engineering each submitted project proposals for the City’s consideration.
In order to obtain the most qualified firm for this project, staff reviewed each proposal and conducted oral interviews with both teams. The two firms were ranked as follows:
1. Pakpour Pleasanton, CA
2. Park Engineering Orinda, CA
Pakpour was ranked highest based on the following evaluation criteria: qualification of the project team and members, project understanding, and ability to meet the project schedule.
The Pakpour team has previously completed a number of similar construction inspection projects for the City, including the Oak Park and Monticello Improvement Project, the Pleasant Hill Road (Gregory Lane to Taylor Boulevard) Phase 1, Improvement Project, and the Diablo Vista Water System 12” Main, Phase 1 Replacement Project. Staff believes they have the expertise and professional competency that will result in a successful project delivery within the project schedule and budget. Their experience and knowledge of the City, responsiveness to City staff needs, understanding of the scheduling and priority needs of this project, and ability to provide the necessary qualified and experienced staff team make them the ideal firm to provide these services.
FISCAL IMPACT
Pakpour’s proposal is in the amount of $80,850. The proposal is complete and acceptable considering the scope of the construction inspection services required for the project. It is reasonable to include a contingency of $8,085, bringing the total inspection and testing cost to $88,935. These costs are to be funded using American Rescue Plan Act funds. The Finance Department has confirmed that these funds are available.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
