Per Ordinance 627-Fund 08 (effective 1-1-89), Traffic Mitigation fees should be used to pay for improvement of existing streets in order to increase their traffic carrying capacity. Effective 12-3-2003, Ordinance 779 was passed. This Ordinance stated that Traffic Mitigation fees should be used for upgrades, expansions or additions to the City's system of street improvements and related transit, bicycle, and pedestrian facilities. The City has discretion to determine the use of these revenues through the capital improvement program. Permissible use of fee revenue includes but is not limited to:
1. Street widening and extensions;
2. Construction of minor intersection improvements;
3. Upgrades to traffic control devices (traffic signals) including interconnects;
4. Completion of gaps in the street, transit, bicycle and pedestrian facilities; and
5. Improvements to substandard street, transit, bicycle and pedestrian facilities.
In order to differentiate between fees received 1-1-89 through 12-2-2003 and thereafter, we split the fund into Fund 08 (collection of fees effective 1-1-89 through 12-2-03) and Fund 06 (collection of fees 12-3-03 and thereafter). * Traffic Mitigation Fees:
Single-family residential $3,592 per unit
Multiple-family residential $2,880 per unit
Commercial $9.287 per square foot
Office $7.896 per square foot
Industrial $2.912 per square foot
For other uses, Traffic Mitigation Fee is $301 per trip as estimated by Engineering Department. See Municipal Code Section 5.55
