CITY COUNCIL STAFF REPORT
Meeting Date: March 07, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: PUBLIC HEARING AND INTRODUCE ORDINANCE NO. ___ AMENDING SECTION 3.35.070 OF THE PLEASANT HILL MUNICIPAL
CODE REGARDING THE TRAFFIC SAFETY COMMISSION
SYNOPSIS
City staff and the Traffic Safety Commission have proposed an amendment to Section 3.35.070 (Meetings) of the Pleasant Hill Municipal Code to amend the meeting day of its regular meetings.
DISCUSSION
Background
The Traffic Safety Commission (“Commission”) would like to change its regular meeting day from the second Tuesday of each month to the first Tuesday of each month. Chapter 3.35 of the Pleasant Hill Municipal Code (“PHMC”) sets the framework for establishment and operation of the Commission; the Commission is therefore proposing the following changes to Section
3.35.070 (Meetings) of the PHMC:
Current
3.35.070 – Meetings.
The commission shall meet at least once monthly for the purposes set forth in PHMC Section 3.35.020. Meetings shall be held at City Hall at 6:00 p.m. on the second Tuesday of each month. These regular and any special meetings shall be conducted in conformance with the Ralph M. Brown Act, Government Code Section 54950 and following.
Proposed
3.35.070 – Meetings.
The commission shall meet on the first Tuesday of each month for the purposes set forth in PHMC Section 3.35.020. Meetings shall be held at a time established through the traffic safety commission’s policies and procedures at City Hall, 100 Gregory Lane, Pleasant Hill, California. These regular and any special meetings shall be conducted in conformance with the Ralph M. Brown Act, Government Code Section 54950 and following.
Analysis
Community Development Department staff from the Engineering Division attend both Planning Commission and Traffic Safety Commission meetings. The current Traffic Safety Commission meeting date (second Tuesday of the month) conflicts with the established Planning Commission meeting time in PHMC Section 3.05.080.
FISCAL IMPACT
None.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
RECOMMENDED CITY COUNCIL ACTION
Staff recommends the City Council open the public hearing and introduce the proposed ordinance amending Section 3.35.070 of the Pleasant Hill Municipal Code.
ALTERNATIVES TO RECOMMENDED ACTION
The City Council could choose not to introduce the ordinance, or make additional amendments to the ordinance.
