TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: UPDATE ON THE ACHIEVEMENT OF FISCAL YEAR 2021/22 CITY
COUNCIL GOALS AND DISCUSSION OF CITY COUNCIL GOALS,
OBJECTIVES, AND ACTIVITIES FOR FISCAL YEARS 2022/23 AND 2023/24
SYNOPSIS
The City Council has traditionally revisited its goals prior to the biennial budget process. Staff is providing an Update on Achievement of FY 2021/22 City Council Goals and requesting the City Council provide direction to staff to revise the goals for FY 2022/23 and FY 2023/24.
BACKGROUND
The City generally operates on a two-year (biennial) budget. Every other year at the beginning of the budget cycle, the City Council holds a special meeting, the “Goals Workshop,” to review achievements from the previous fiscal year and set goals for the next two fiscal years. At the March 2020 Goals Workshop, staff presented goal-related achievements and received direction from the City Council to update the Council’s goals for FY 2020/21 and FY 2021/22.
Subsequently, although staff presented a two-year budget, the City Council’s Budget Committee recommended that the Council adopt only the first year (FY 2020/21) due to the economic uncertainty resulting from the COVID-19 pandemic. The City Council adopted goals for FY 2020/21 at the June 22, 2020 City Council meeting as part of the FY 2020/21 Budget.
In the FY 2021/22 (second single-year) Budget adopted June 21, 2021, staff provided its FY 2020/21 key accomplishments and the City Council approved FY 2021/22 goals. The five goals are below, with the objectives and related achievements for each goal outlined in the attachment:
Fiscal Year 2021/22 Goals:
1. A City that is safe.
2. A City that is financially sound.
3. A City that is attractive, well-planned, and well-maintained.
4. A City that provides a high quality of life and a small-town atmosphere for its residents.
5. A City that provides efficient and effective public services.
