RESOLUTION NO. -22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE AN UPDATED AGREEMENT
WITH THE CONTRA COSTA COUNTY ANIMAL SERVICES DEPARTMENT AND RESCINDING RESOLUTION NO. 32-06
WHEREAS, the Contra Costa County Animal Services Department (“Animal Services”) currently provides animal control services in Pleasant Hill through an agreement between the City and County; and
WHEREAS, over the course of the past few years, Animal Services has been undergoing a strategic planning process to identify a new service model through which it can meet its legal requirements and achieve financial sustainability; and
WHEREAS, Animal Services is proposing a new service agreement between itself and all of the cities for which it performs services (attached as Exhibit 1); and WHERAS, the current agreement between the City and Animal Services, which automatically renews each year, does not contain a specific description of services to be rendered, nor performance standards, and it is in the best interest of the City and Animal Services to have a more clearly defined agreement in place; and
WHEREAS, although the City’s costs will increase under the proposed agreement, it is beneficial to the City to execute the new agreement with greater clarity and commitment from Animal Services on service levels that contributes to the financial sustainability of Animal Services’ programs countywide; and
WHEREAS, the term of the newly proposed agreement begins on July 1, 2022 and continues for two years; and the agreement shall automatically renew for successive three-year periods until either party terminates this Agreement by giving the other party 90 days advance written notice of termination;
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Pleasant Hill does hereby authorize the City Manager to execute the new service agreement between the City and Animal Services attached as Exhibit 1 to this resolution.
BE IT FURTHER RESOLVED, that Resolution No. 32-06 is hereby rescinded. [Signatures on the Following Page]
