RESOLUTION NO. -2022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A NEW LEASE AGREEMENT
WITH THE COUNTY OF CONTRA COSTA FOR OPERATION OF THE NEW CITY LIBRARY BUILDING AT 2 MONTICELLO AVENUE
WHEREAS, a temporary lease and service agreement (Temporary Agreement) was executed with the County of Contra Costa (County) for operation of the temporary library on June 18, 2020; and
WHEREAS, in order to ensure the continued service at the new City library location, similar to the previous temporary lease and service agreement; the City will need tomust execute a new lease and service agreement (New Lease Agreement) between the City and Contra Costa County (the County) that supersedes the previous Temporary Agreement.
WHEREAS, as described in the Temporary Agreement, “Base Hours” are the number of hours of Library Services that the County will provide each week in a Fiscal Year to all County-operated libraries. “Actual hours” are defined as the number of hours of Library Services that the County will provide each week in a Fiscal yYear at the Temporary Librarynew library location and is the sum of “Base Hours” and “Extra Hours.” The “Base Hours” are paid by the County;, however, as part of the upcoming budget hearing process, the City cCouncil may consider during the upcoming budget hearing if they will support the opening of the expenditure for additional “Extra Hours,” also referred to called as “Monday” hours.
WHEREAS, City staff has prepared an aAddendum , has been prepared and the execution of which is recommended to be executed to provide in order for the City with the option to pay for additional “Monday” County staff hours using American Rescue Plan Act of 2021 (ARPA) funds; and
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill that,
SECTION 1. Recitals. The above recitals are incorporated herein by reference.
SECTION 2. Authorization for the City Manager to Execute the New Lease Agreement. The City Council hereby authorizes the City Manager to execute the nNew lLease aAgreement with the County of Contra Costa, attached as Exhibit A, for the operation of the new library.
